Tax arrears crackdown worries Johor homeowners

Calls for flexibility, clarity as local councils warn errant payees of asset seizure
CRACKDOWNS by several local councils in Johor over unpaid assessment tax have left homeowners worried about the transparency and fairness of the process.
The sudden move caused panic among property owners, including businessman S. Suresh, 44, who said he received a notice from Pasir Gudang City Coun­­cil (MBPG) regarding his arrears.
'I am aware of the arrears of RM3,922.65 which had accumulated from the second term of 2019.
'After hearing about the measures taken by local councils, I paid extra to cover the arrears as well as this year's assessment rate.
'The house is actually my investment property that I rent out. So, I had overlooked paying the as­­sessment rate,' he told StarMetro.
He acknowledged that enforcement was necessary but urged local councils to provide better support and flexibility for taxpayers.
'I do not think seizing a person's home is something the council can treat lightly.
'But ultimately it is our responsibility to pay, and it is just a matter of now or later.
'However, local councils should consider offering more time or flexible payment terms based on a homeowner's financial condition,' said Suresh, who has two children.
He suggested that the state government and local councils introduce more practical solutions for those struggling to settle arrears.
'Perhaps they can reduce the assessment rates or allow monthly payment options like how Tenaga Nasional Bhd does.
'Paying in smaller instalments would ease the burden, compared to settling the full amount in one lump sum,' he added.
While the crackdown is mainly aimed at those with long overdue payments, even those without any arrears have been affected.
Forklift driver Md Helmee Jumari, who lives in Taman Scientex, said he received a notice of arrears from MBPG despite never having missed a payment.
'What shocked me even more was that the notice had not been delivered to my house but had instead been found by a neighbour who then handed it to me.
'I have always paid my assessment tax on time.
'So I was surprised to be told that I had arrears,' the 42-year-old said, adding that he had yet to clarify the issue with MBPG.
When contacted, Johor housing and local government committee chairman Datuk Mohd Jafni Md Shukor confirmed that local councils across the state had begun enforcement operations earlier this year.
He said these target residential and commercial pre­­mises with long overdue payments.
If these arrears are not settled, the council will seize the premises concerned.
'For vacant land, a Form F (warrant) will be issued before the council proceeds to issue a Form H notice to start the auction process.
'If movable assets are present, the council will seize items equivalent in value to the arrears.
'If there are no assets, the pro­­perty will be auctioned,' he said.
Mohd Jafni said proceeds from the auctioned assets would be used to settle the debts.
'If there is a surplus after settling the arrears, the balance will be returned to the property owner.
'The same process applies if a property is auctioned,' he said.
He stressed that the enforcement process must comply with Section 148 of the Local Government Act, beginning with the issuance of a Form E notice.
Mohd Jafni also pointed out that almost every local council in Johor still issued physical assessment tax bills, with only Johor Baru City Council having adopted a digital billing system.
'I urge those with assessment rate arrears to make their payments promptly, as the tax revenue is channelled back to the public in the form of infrastructure and services such as roads and waste collection,' he added.

Universiti Teknikal Malaysia Melaka vice-chancellor Prof Datuk Dr Massila Kamalrudin said the TVET focus reflects a serious commitment to addressing youth unemployment, closing skills gaps and boosting labour productivity. 'The Perkasa TVET Madani Financing Scheme and the TVET Training Fund show that the government is not merely talking, it's acting. These initiatives are crucial for B40 and M40 youths, especially those in rural and remote areas.' Massila said the financing schemes would cover both training fees and living expenses, a move aimed at removing long-standing barriers for rural youth. She added that at the same time, the training fund is being aligned with key industries such as electric vehicles, automation, renewable energy, semiconductors and artificial intelligence. 'There is now a clearer route from classroom to career. Graduates won't just walk away with a certificate, they will also have access to jobs through industry partnerships, or a path to further study via the Malaysian Technical University Network.' She highlighted the need to take TVET to marginalised communities through mobile TVET programmes and satellite training centres, reaching deep into villages, islands and Orang Asli settlements. 'This approach ensures that no one is left behind in national development.' Massila praised ongoing efforts to expand TVET to tahfiz students, allowing them to become huffaz who are spiritually grounded yet technically skilled, and better positioned for entrepreneurship. 'Programmes like Jelita (Job Empowerment by Learning and Inclusive Technical Advancement) have already shown success. Over 80% of its women participants found jobs after completing training in technical fields.' While policy thinkers laud these plans, recent graduates say it is still in its early days. The government plan to align wages, including a minimum wage above RM1,700 and a RM3,100 benchmark for GLC and GLIC sectors, has sparked hope, but some graduates say the current pay still falls short of real costs. Nur Ameera, 20, a construction management employee and Teknologi Pembinaan graduate from Taiping Vocational College, said her current salary of about RM1,700 is acceptable for someone still adapting to the demands of the job. 'The skills we learn in training don't always match what we face at work. I'm still learning every day. 'People think TVET students are lazy, but in truth, we're very hands-on and practical. We just need the right support to prove our worth.' Dina Syazwani Nor Azlan, 20, who works in human resources, said the RM3,100 benchmark is a fair aspiration, although her current allowance remains modest. 'For now, the experience and mentorship I'm gaining are more valuable than the pay,' she said, adding that a fair starting salary in her field should fall between RM1,800 and RM1,900. Despite the pay gap, both graduates said they would recommend the TVET path to SPM school-leavers, citing stronger job-readiness and real-world skills.

KUALA LUMPUR: The Ministry of Entrepreneur Development and Cooperatives (KUSKOP) is targeting RM4 million in transaction value during the five-day One District One Industry (SDSI) showcase at the Malaysia International Trade and Exhibition Centre (MITEC). Minister Datuk Ewon Benedick said RM3 million is expected from PADANIAGA business matching activities, while RM1 million is projected from the entrepreneur financing initiative. The event, running from July 30, coincides with the Felda Settlers' Day celebration and the Rural Entrepreneurs Carnival (KUD) under the Mega 3D Carnival (MK3D). 'This is the first time KUSKOP is collaborating with the Ministry of Rural and Regional Development (KKDW) and Felda to organise three large-scale national programmes concurrently,' Ewon said in a statement. He added that the combined effort aims to enhance synergy, particularly for SDSI entrepreneurs, with the carnival expected to attract two million visitors. The SDSI showcase serves as a commercialisation platform, featuring exhibitions and product sales that highlight each district's identity, including food and beverage, health products, handicrafts, and homestays. A total of 154 entrepreneurs nationwide are participating, with 14 state pavilions set up in MITEC's Hall 5, Level 2. Key activities include the Citarasa Desa programme, SDSI forum, business matching sessions, and financing initiatives. Supporting events like entrepreneurship talks and product demonstrations are also being held. The public is encouraged to visit the carnival, open daily from 10 am to 10 pm until Sunday. - Bernama
