
State of the spend: Charting Budget 3.0
Fiscal policy keeps morphing to meet political pressures and economic realities and the National Treasury's latest figures reveal some subtle shifts and trade-offs.

Highlights from 2025's third budget reveals a larger negative budget balance than Budget 2.0, tabled 12 March, and a loss in GDP of about R2-billion since National Treasury's first try in February.
After the proposed VAT hike was scrapped following legal and political pressure, Finance Minister Enoch Godongwana announced on 21 May that a general fuel levy will come into effect on 4 June. No changes were made to other personal income tax or any tax brackets, but a R20-billion tax plan is set to be revealed in Budget 2026, unless SARS can strap up and rake in some extra rands.

The debt-to-GDP ration of the country is an expression of how manageable the country's debt is. Budget 3.0 revealed the highest metric in this category since 1994. The country's GDP is also expected to grow only 1.4% in 2025.
The country's gross borrowing requirement, or borrowing cost, saw an increase of R6.24-billion as Treasury had to stretch out their hands to plug the hole left by the withdrawn VAT hike.
This budget projects consolidated spending growth averaging 5.4% annually, from R2.4 trillion in 2024/25 to R2.81 trillion in 2027/2028. Departments have largely retained their baselines, while the Treasury aimed to keep service delivery areas protected.

Gold, PGMs and citrus drive R21.7bn trade surplus
South Africa recorded a preliminary trade surplus of R21.7bn in May, driven by a rise in exports and relatively stable import levels, the South African Revenue Service (Sars) said on Friday. It said key contributors to export growth in May included gold, platinum group metals (PGMs) and citrus fruits, while imports surged due to crude oil, artificial corundum and telecommunication equipment such as smartphones. Sars said the preliminary trade balance surplus of R21.7bn May 2025 was attributable to exports of R175.7bn and imports of R154.1bn, inclusive of trade with Botswana, Eswatini, Lesotho and Namibia (BELN). Though the trade balance remains in surplus territory the year-to-date total is slightly lower than the previous year. 'The year-to-date (January 1 to May 31 2025) preliminary trade balance surplus of R60.3bn was lower than the R63.9bn surplus for the comparable period in 2024,' said Sars.

Be cautious with recent increase in scams
A RECENT surge in scams involving online buying, selling and even donating to non-profit organisations has prompted Brighton Beach Victim Friendly Unit to urge the public to be cautious when dealing with any of the above scenarios. Also read: Police warn Merebank residents of online scams Chantal Bransgrove-Bower, Brighton Beach Victim Friendly Unit chairperson, said, 'Many people are buying things, lending money or even sending money without first checking. To lose all your money is very traumatic, so do it for us and for yourself and take precautions to check first that the claim is valid.' She advised residents to take simple but vital precautions to protect themselves while transacting, especially online. 'If you're buying an item, check it first before paying. Make sure it works and that it is what it claims to be. Not all 'stores' online are legitimate. Do your background checks, read reviews and verify the site or seller. A little bit of extra work can save a lot of money,' said Bransgrove-Bower. When selling items, Bransgrove-Bower warned against handing goods over based solely on a proof of payment. She said that the paper can be easily manipulated. 'Only hand over the item once you actually have physical money or it reflects in your account. I personally had an Uber arrive at my doorstep to collect an item. I work with the motto, no money, no item,' said Bransgrove-Bower. Bransgrove-Bower said that it is always a heartwarming gesture to support various NPOs, however some NPOs have been involved in scamming people for their money. 'If an organisation claims to be an NPO, you can check to see if their name is on the register. We have various registered NPOs on The Bluff, but also a lot of scams. NPOs have bank accounts and accountants and many are PBOs so are registered with SARS and can provide tax certificates. Some organisations are registered as an NPC and will show up on CIPC. You can see if they are compliant, active and properly registered,' said Bransgrove-Bower. Genuine NPOs and non-profit companies are usually transparent in their operations, but it is important to always do background checks on them. This comes after the sudden suspension of grants for many in June. While the payments offer critical relief—R2 330 for those aged 75 and older, and R2 310 for those aged 60 to 74— the news follows rising panic over eligibility reviews, means testing, and widespread misinformation. What's happening with the old-age grants? While the July payments are expected to proceed as scheduled, many pensioners were left reeling in June when their grants were suspended without prior warning, prompting outrage from public representatives, civil society, and affected beneficiaries. According to SASSA spokesperson Paseka Letsatsi, the agency and registered credit bureaus flagged approximately 210,000 beneficiaries believed to have undisclosed income that might exceed eligibility thresholds. As a result, grants for June were withheld, and those affected were asked to report to their nearest SASSA offices within 30 days. Why were grants suspended? SASSA says the suspensions are part of an income verification initiative rooted in the Social Assistance Act, which requires all applicants to: Fully declare their income during application. Report any changes in their financial status thereafter. Failure to do so may result in the temporary suspension or permanent termination of grants. Confusion over reapplication and fake news Further fuelling panic was a viral video that falsely claimed pensioners must reapply for their grants or risk losing them after July 1, prompting large crowds at some SASSA offices. However, SASSA has dismissed these claims as misinformation and urged beneficiaries to wait for official confirmation. 'We urge beneficiaries to be aware and wait for official communication from SASSA. Any unauthenticated information should be treated as a rumour,' said Andile Tshona, SASSA's media manager. Income and asset thresholds: Do you still qualify? SASSA's verification process checks whether pensioners exceed the following income and asset limits: The income and asset limits for applicants are as follows: for a single applicant, the monthly income limit is R8,070 with an asset limit of R1,372,800; for a married applicant, the monthly income limit is R16,140 with an asset limit of R2,745,600. Grants may be withheld if recipients' income exceeds these limits, even if the money comes from temporary family support or informal income. Payment dates for July and beyond SASSA's official July 2025 grant schedule is as follows: Old-Age Grants: Wednesday, 2 July Disability Grants: Thursday, 3 July Children's Grants: Friday, 4 July Funds will remain in recipients' accounts once deposited, so there's no need to rush to withdraw on payday, SASSA has advised.
