Council seeks to claw back fatal explosion cost

Yahoo18-05-2025
Council bosses will try to claw back some of the multimillion-pound cost to the public purse caused by a drugs lab explosion that killed a seven-year-old boy.
Reece Galbraith was jailed this week for 14 years for causing the blast in Violet Close, Benwell, in Newcastle, in which Archie York and 35-year-old Jason Laws died last October.
The site of the explosion will remain grassed-over until a consultation with Archie's family and the wider community on if the houses should be rebuilt, Newcastle City Council said.
The authority also confirmed it would be seeking to claim back some of the estimated £3.7m of costs incurred by the incident on insurance.
It is unclear at this stage how much it may be able to recoup or how long that might take, the Local Democracy Reporting Service said.

After Galbraith's sentencing, the local authority said that the incident had an "enormous, confounding impact on the community, staff and all those involved and has drained finances and resources in what are already difficult times".
Civic centre bosses estimated £1.5m has been spent on the management, demolition, and reinstatement of the scene of the explosion, as well as supporting displaced families – many of whom lost not only their home, but all of their personal belongings.
The explosion in the early hours of 16 October saw 142 residents from 51 homes, evacuated.
Twelve properties affected by the blast have since been demolished and ten households have been permanently rehoused.
The council also estimated that rebuilding those 12 lost homes would cost it about £1.9m – though bosses have stressed that it would only do so "if and when the time feels right" and following consultation with Archie's family and the wider community.
That area has been grassed over to create a "space for quiet reflection" before any further consideration of its future use.
A loss of rent and council tax income makes up the remainder of the stated £3.7m cost and would not be covered by insurance.

Seven missing after massive explosion at California fireworks warehouse

A warehouse storing fireworks in Northern California exploded on Tuesday, leaving seven people missing as of Wednesday evening, officials said. Dramatic video footage captured by KCRA 3 News, a Sacramento broadcaster, showed smoke pouring from the building's roof before a massive explosion created a fireball that seemed to engulf much of the warehouse, accompanied by an echoing boom. Hundreds of fireworks appeared to be going off and were sparkling within the smoke. Photos of the aftermath showed multiple destroyed buildings and a large area covered in gray ash.

Esparto residents describe fireworks explosions, saying "it felt like a bomb went off"

Some residents from the small Yolo County community of Esparto recounted what they witnessed during a fireworks explosion that has left seven unaccounted for. A property owner who lives less than half a mile away from where the explosions happened had his front windows blown out, saying it sent all his animals and workers on the property into a panic. The big boom was followed by dark clouds of smoke, fire and debris flying. The blasts sparked fires on the ground, engulfing nearby houses. "The shockwave was really alarming and damn near almost knocked the wind out of me and pushed me to the ground almost. It was really overwhelming," said Stephen Gordon, who works and live at Cadena Farm. Gordon was working in his garden at Cadena Farm, less than half a mile away from where the blasts were popping off, blowing out his front window and shutting off his water and power. "Once you saw the plume and kind of chaos afterwards, that's what it's been since then," Gordon said. "My husband works graveyards, so he was asleep and I was in the kitchen and it felt like a bomb went off," said Liz Steiner, who lives nearby. "It felt like something crashed into the house or something blew up. Well, something did blow up, we didn't know what it was." Steiner and her husband live about three miles away from the facility, and say the explosions damaged some of the stucco on their walls. "It was terrifying and then the explosions continued," Steiner said. "They kept going off, the big ones and small ones, and we could see the fireworks exploding from our house." "People out here definitely come together when they need to," Gordon said. "This was no different for sure." Devastating Pyrotechnics, the warehouse that caught fire, said that it will cooperate with the investigation in a statement posted to its website.

'Not a joke': Huber Heights mayor condemns illegal mortar detonation during fireworks event

Jul. 2—Huber Heights Mayor Jeff Gore denounced the actions of the suspects, currently unnamed, accused of detonating an explosive device in a metal trashcan during the Star Spangled Heights fireworks show at Thomas A. Cloud Memorial Park Saturday. Police are continuing to investigate after the June 28 explosion injured two juveniles. The subsequent crowd reaction caused a hectic scene, as attendees to the annual Fourth of July celebration fled the area, city officials say. Officials have declined to speculate on potential motives behind the incident as interviews of both suspects and witnesses are ongoing. However, during a Wednesday afternoon press conference, Gore stressed that officials are taking the incident seriously. "We're not considering this a prank at all ... setting off an explosive device in a public area is not a prank, it's not a joke, and we take it extremely seriously," he said. Additional details about suspects and charges will be forthcoming as the investigation unfolds, Huber Heights Police Chief Mark Lightner said. City officials will meet to determine what, if any, additional safety measures can be put in place in the future, City Manager John Russell said Wednesday. But Russell assured that the Star Spangled Heights event is still on for 2026. "I think the biggest takeaway from this is we don't want incidents like this to deter us from having other events," Russell said. "I said to our staff yesterday that I want to know what our best options are moving forward to make sure the citizens are safe and we can still have this celebration." City officials also gave a brief update Wednesday about the report of shots fired at Waffle House early Sunday, just hours after the explosion incident. The unrelated incident took place around 3 a.m., when an officer was patrolling the area near Waffle House, located at 5600 Executive Blvd., as calls about a potential shooting were simultaneously coming into dispatch. The patrolling officer, initially unaware of the reported shooting, pulled into the restaurant's parking lot and observed "numerous" individuals fleeing the scene on foot, along with a white Hyundai SUV leaving the lot, according to reports. The patrolman ran the SUV's license plate, discovering the vehicle had been entered as stolen. A pursuit ensued but was eventually terminated. "Since then, our detectives have identified both the shooter and the person targeted; they are currently working to locate these individuals and determine if others were involved," Gore said. The shooting took place in the restaurant parking lot and there were no reported injuries, Lightner said.
