
As Global Aid Recedes, The Need For Proven Solutions Grows
We've entered a new era of austerity. The global pullback on international aid is still unfolding, and the sector is only beginning to process the full implications. International development foundations will need to choose between the immediate need of providing emergency supplies and providing long-term investment in economic inclusion-based poverty alleviation. This trade-off is daunting, and points to a future where choices are not about priorities, but about survival.
Global development efforts face uncertainty — and communities that need aid will suffer if we do not change our approach.
Yet within this sobering reality, there is also a sense of possibility. The shift in resources is pushing the sector to confront long-overdue questions and explore new models. Impact investors, philanthropic venture funds, and blended finance models are stepping in where traditional funding is pulling back.
These changes mean international development groups must step up now, more than ever, to ensure that vital humanitarian and development efforts continue to reach those who need them. As global development faces growing uncertainty and shrinking aid budgets, one thing is clear: we must invest in what works, and we must embrace the knowledge and lived experience of local leaders.
The Data Mandate: Prove It or Lose It
As development dollars become scarcer, the pressure to demonstrate cost-effectiveness and results is only intensifying. Donors—large and small—are going to double down on data and evidence of efficacy.
In the emerging funding landscape, we will need to prove not only that our poverty alleviation programs increase income, but that they improve outcomes in health, education, women's empowerment, and more. On top of that, we'll need to identify ways to reduce costs without compromising on quality and show funders that investing in economic inclusion delivers multiple returns, across sectors and across time.
The Abdul Latif Jameel Poverty Action Lab (J-PAL) recently published a brief that identifies six development programs that save lives, reduce disease, and help the poorest people in the world transition out of extreme poverty. Among them, only one approach has been repeatedly proven to sustainably move the most vulnerable households out of poverty: the Graduation Approach. This holistic, time-bound model equips families with the resources and support they need to build lasting livelihoods, and it works across contexts and geographies, from the remote rural communities of India, Burkina Faso, and Ethiopia, all the way to the post-conflict settings of Uganda and Colombia.
Participants in economic inclusion programs continue to earn and save more than their peers even after the programs end.
The benefits of the approach persist years after the programs end, with participants earning more, saving more, and experiencing greater food security and social inclusion. Plus, as household income grows, we witness life-changing outcomes in health access, education, and nutrition.
A Social Return on Investment (SROI) analysis on the MPowered project—an economic inclusion program focused on women—showed that for every Indian rupee invested, the project generated INR 6.7 in social value. This is a powerful case for scaling graduation programs, especially those rooted in gender equity, digital access, and local leadership.
Locally-Led Is No Longer Optional
There's now an opening for national governments, local organizations, and regional institutions to step up. Leaders from the Global South represent the communities most impacted by global challenges, and they're ready to offer the clearest solutions.
As traditional donors retreat, local leaders have an opportunity to reclaim ownership of the international development agenda and truly decolonize aid. And with their on-the-ground knowledge of local markets, community dynamics, and lived realities, partnering with these local leaders can unlock more effective solutions, and mobilize the funding needed to scale them.
Working with local leaders to advance the international development agenda has become essential.
This will require some deep shifts in mindset and practice for international NGOs. We must ask ourselves: What role do local organizations want us to play in the next chapter of development? How do we support rather than direct? And how do we shift power, resources, and decision-making to the communities we serve?
A New Chapter Begins
Working to support those who are experiencing extreme poverty and exclusion has never been more urgent. In the current funding climate, the Graduation approach isn't just a smart policy, it's smart economics: cost-benefit analyses show that long-term income gains often exceed the cost of implementation.
In short, if we want to efficiently reduce poverty, we must fund approaches grounded in evidence—and Graduation delivers. When paired with the partnership of local leaders, the Graduation approach becomes a powerful engine for sustainable change, rooted in trust, tailored to context, and scaled for impact.

Updated HIV guidelines from WHO promote prevention and lower barriers to care
The World Health Organization (WHO) has announced new guidelines for human immunodeficiency virus (HIV) prevention and management that will reshape the global HIV response. According to WHO, HIV, a virus that attacks the immune system, has resulted in 44.1 million deaths worldwide and has infected a further 40.8 million people who live with the virus today. If left without treatment, the virus eventually causes severe damage to the immune system and can progress to acquired immunodeficiency syndrome (AIDS). There is no cure for HIV, but highly effective treatments can slow or stop the virus from replicating, allowing infected individuals to fight other infections. New medications offer an alternative to daily antiretroviral treatment (ART) and come in the form of long-acting injectables, which are administered twice per year. On 14 July 2025, WHO broadened the use of these injectables to be administered as pre-exposure prophylaxis (PrEP) - a recommendation that will change the epidemiology of HIV if instituted. Long-acting injectable PrEP, which only needs to be administered twice per year, will transform the HIV landscape. People who face challenges with daily adherence to their current PrEP treatments, stigmatised groups and those who lack consistent access to healthcare will have a new, safe, effective option to prevent HIV infection. Also, as part of the new guidelines, HIV testing has been simplified, broadening the availability of both long-acting injectable PrEP and the traditional daily PrEP by removing barriers. By enabling community-based delivery of long-acting PrEP through pharmacies, clinics and telehealth services, the WHO hopes to dramatically increase the proportion of at-risk individuals who have easy, affordable access to prevention services. Broader access to PrEP worldwide will result in fewer new HIV infections in the future. GlobalData epidemiologists monitor incident cases of HIV in the seven major pharmaceutical markets (7MM: France, Germany, Italy, Japan, Spain, the UK and the US) and have already forecasted a slight decrease in the annual number of new cases, from almost 59,000 new cases in 2023 to 56,000 in 2033. With broader access to PrEP across the 7MM, it is reasonable to expect a more notable decrease in annual new cases, especially in at-risk groups who are already candidates for daily PrEP. These averted HIV infections will translate to fewer overall HIV cases, which has a compounding effect. Fewer HIV cases in the community equals less overall risk of infection, even for those who are not protected by PrEP. The new WHO recommendations come at a particularly uncertain time for global health funding. This suggests that while the technology to decrease the number of new cases — and thus the number of people who will need daily, lifelong treatment — is available, the political will to ensure this decrease occurs may be lacking. New PrEP options recommended by WHO will need to be backed with funding to implement at scale in communities most affected by HIV/AIDS in order to deliver on the expected decrease in annual new cases. If achieved, this prevention will pay dividends. Fewer new infections will have a ripple effect across the long-term health of communities, improve economic productivity, decrease community instability and promote human rights globally. Enter Moon Milk—a cozy, lightly sweetened beverage that has been gaining popularity for its stress-soothing and sleep-promoting benefits. We spoke to health experts to learn what makes this drink a great option for winding down. How Moon Milk Can Help You Wind Down at Bedtime Moon Milk is typically made with warm milk (dairy or plant-based) and a blend of calming ingredients, such as ashwagandha, ginseng and spices like cinnamon, turmeric and nutmeg. And while it may seem like a simple, cozy drink, it's more than that. Moon Milk can actually play a significant role in your sleep hygiene, helping to promote sleep and reduce stress. Collagen peptide powder: While not an essential ingredient, some folks like to add collagen to their Moon Milk, which can help promote uninterrupted sleep. A study published in the European Journal of Nutrition found that collagen powder rich in glycine helped reduce nighttime wakefulness and improved cognitive function. Cording explains that glycine is an amino acid known for its stress-busting, sleep-promoting qualities. Magnesium glycinate: Another non-essential ingredient, magnesium is a well-known aid in promoting sleep. Studies have shown an association between magnesium consumption and healthy sleep. If you're curious about adding magnesium to your Moon Milk recipe, Cording recommends using magnesium glycinate powder as it can be gentler on the GI tract than magnesium citrate or magnesium oxide. Tart cherry juice: Cording likes to add tart cherry juice to her Moon Milk recipe. 'Tart cherry juice is a naturally occurring source of melatonin in food, so that can be very soothing and helpful for promoting restful sleep.' It Contributes to Good Sleep Hygiene Incorporating a relaxing beverage, whether it's a Moon Milk or an herbal tea, into your nighttime routine can help your body and brain associate the ritual with sleep. Over time, this can reinforce healthy sleep habits and support your ability to wind down. Sleep is a crucial component in managing stress. Studies show that getting good sleep can have a significant effect on a person's ability to manage stress. How to Include Moon Milk in a Nightly Routine Using Moon Milk as part of your nightly routine requires a little bit of planning, some time to establish the routine and making sure you optimize the timing so your body learns to associate your Moon Milk routine with sleep. Try these simple strategies: Prep Your Ingredients Set yourself up for success by prepping ingredients in advance. After all, any routine that comes at the tail end of the day is at risk of falling through the cracks when it has just been one of those days. If you're making your own recipe, mix the dry ingredients in one batch for the week and divide it into single-serve portions. After sipping, continue with your usual bedtime routine—like brushing your teeth or doing skincare—and head straight to bed. Consistency is key in order to help your brain create an association. Khazan says it takes 2-4 weeks for your mind and body to start associating your nighttime drink routine with sleep. What to Look for in a Drink to Reduce Stress Not all nighttime beverages are created equal. Here are some things to keep in mind: Choose what tastes good. You should really enjoy the flavor and experience of the drink. Because if you don't, you're unlikely to stick with the habit. Avoid caffeine. Make sure the drink you choose for de-stressing and promoting sleep does not contain caffeine. Caffeine is, of course, counterproductive for sleep. And even trace amounts can disrupt sleep. Caffeine may be found in some teas and cocoa products that some might look to for a warm, relaxing beverage. Watch for added sugars and additives. You always want to look for a product without added sugar, that's a big one, or without a lot of additives,' notes Cording, since these can also negatively impact sleep. If you crave a little more sweetness in your Moon Milk, Cording recommends adding honey. Honey shows promise as a functional food in reducing stress and related cortisol spikes.
