
ICV strategy unlocks $1.8 billion in energy sector contracts for Omani SMEs
The Ministry confirmed that spending on small and medium enterprises (SMEs) reached $1.8 billion last year—accounting for 17.2% of total procurement in the energy sector. The overall ICV rate across the sector stood at 31.9%, underscoring efforts to retain more value within Oman's economy and promote domestic supply chains.
Employment growth was a key outcome. The oil and gas sector achieved a national Omanisation rate of 89%, employing over 17,900 Omanis in 2024. Leading operators such as Petroleum Development Oman (PDO) and Daleel Petroleum surpassed the 90% mark, collectively hiring more than 1,400 nationals during the year.
The mining sector also expanded its local workforce, reaching a 23% Omanisation rate, with approximately 900 Omani employees across its activities. Strategic projects such as the Al-Ghuzayn and Al Wash-hi copper developments are contributing directly to employment, with the former alone committing to 50 Omani jobs in its first phase.
'These figures reflect a deliberate shift from extractive revenue to inclusive economic impact,' the report stated, noting that localisation targets are now embedded in major energy and mineral contracts.
To formalise these gains, the Ministry launched the 'Majd' programme in 2024 as a unified platform for ICV across the energy and minerals value chain. It also introduced the ICV Certificate system—currently in pilot phase and set for full rollout in 2025—aimed at rewarding companies that demonstrate high local content performance with bidding privileges.
As part of the broader strategy, 23 specialised service contracts—including leak detection, oil tank cleaning, and hydrogen sulfide handling—were awarded to local firms, boosting SME participation in technical and industrial services.
Since the inception of Oman's ICV policy in 2013, over 100 local workshops and industrial facilities have been established, and more than $400 million in localisation opportunities have been implemented.
The report concluded that the combination of targeted policies, procurement reform, and national workforce integration is positioning Oman to transition toward a more sustainable, diversified, and resilient energy economy—core pillars of Oman Vision 2040.

Each governorate will benefit from a unique comparative advantage, with vocational colleges and training centres delivering programmes tailored to those needs. 'We are currently piloting two models to establish a comprehensive vocational track that links education with employment and improves the job readiness of our youth,' said Al Busaidi. He emphasised that these initiatives build upon previous achievements, with renewed focus on enhancing training quality and expanding developmental impact. Al Busaidi concluded by reaffirming the Ministry's commitment to empowering Omanis across all governorates, stating that these targeted programmes represent a transformative phase in national workforce development, built on principles of specialisation, decentralisation, and future-readiness.

Omani media presents a distinguished image of country worldwide
Muscat: The Omani media continues to present a distinguished image of the Sultanate of Oman to the global audience, guided by a media strategy aligned with the objectives of Oman Vision 2040. The Ministry of Information has implemented annual policies, methods, and programmes to strengthen Oman's international presence, including hosting international journalists, organising meetings with officials, producing documentaries, and enhancing cooperation with global media institutions. These efforts serve as a mirror reflecting Oman's potential, achievements, and modern advancements across political, economic, tourism, cultural, and developmental fields. To expand engagement with international media entities, Oman has become a recurring destination for dozens of journalists from different continents. Arriving with their questions and cameras, they departed with deeper impressions of a nation that combines political stability, cultural openness, and economic prosperity. Hosting programmes have resulted in the production of over 937 media materials between January 2024 and June 2025, including visual and written reports, analytical articles, short films, and interactive posts on social media and prestigious media platforms. Some international outlets have even published special editions highlighting Oman's economic growth, energy transition toward green hydrogen, sustainable environmental policies, and its balanced political stances. During the same period, more than 18 bilateral media memoranda of understanding (MoUs) were either signed or finalised for signing, reflecting an expansion of media partnerships with friendly nations and reinforcing frameworks for cooperation and media exchange. These efforts have also led to a 52% increase in media coverage by regional and international outlets in 2024 compared to 2023—an indicator of growing global interest in Oman due to its notable efforts and active role in promoting international peace and security, including its mediation in Iranian-American talks, as well as its dynamic economic, trade, and investment activities. To showcase Oman's civilisational role and ancient history, the Ministry of Information oversaw the production of the documentary series 'House of Wonders' in three languages, which premiered in the UK and will be screened in other countries. Additionally, a book documenting Oman's civilizational influence in Zanzibar and East Africa was launched. Collaboration with Russia's RT channel also resulted in the production of 'The Dagger', a film screened in the Russian Federation that highlights the cultural and historical dimensions of Oman's global presence. The film narrates the story of a historical dagger transferred from the National Museum of Oman to Russia's Hermitage Museum. The Ministry has broadened its international network, leveraging a database of over 500 regional and global media entities. It actively engages with them using advanced technological tools and has introduced digital publishing for foreign-targeted content, which has received widespread positive response. This is particularly evident in the growing global media interest in Oman's role in environmental and energy issues, especially green hydrogen, as seen during His Majesty Sultan Haitham bin Tarik's visit to the Netherlands and the launch of a strategic project—the largest of its kind—for exporting green hydrogen to Europe. Additionally, the Ministry is an active member of the European Broadcasting Union and is collaborating with the BBC on a project to correct AI-generated digital inputs about Oman, ensuring an accurate and updated representation of the Sultanate of Oman in the global information space. Sheikha Ahmed Al-Mahrouqi, Acting Director General of External Media at the Ministry of Information, stated that enhancing Oman's global image requires continuous, professional, and strategic engagement with international media. Hotel revenues in Oman rise 18.5% by May
Muscat – Revenues from three- to five-star hotels in Oman rose by 18.5% to RO128.426mn by the end of May 2025, compared to RO108.379mn during the same period in 2024, according to data released by the National Center for Statistics and Information (NCSI). The growth in revenues was driven by an 8.6% increase in guest numbers, which reached approximately 990,240 by the end of May, up from 911,830 in the same period last year. Hotel occupancy rates also showed marked improvement, rising from 50.8% in May 2024 to 58.3% in May 2025 — an increase of 14.9%. In terms of nationality, guests from Oceania recorded the highest growth rate at 57%, reaching 21,100 guests. African guests followed with a 47.5% increase to 6,866. The number of visitors from the Americas rose by 20.5% to 34,563, while European guests increased by 20.1% to 344,159. Guests from the Gulf Cooperation Council states grew by 13% to 65,998, and Asian nationals increased by 3.8% to 138,319. Omani guest numbers also rose modestly by 1.1%, totalling 308,940 by the end of May. Meanwhile, the number of guests from other Arab nationalities declined by 3.1%, reaching 39,218.
