Sabah Blue Economy on track to yield RM3.25bil annually from marine harvests

KOTA KINABALU: The Sabah Blue Economy is estimated to yield 491,000 tonnes of marine harvests such as fish and prawns annually, with a value of RM3.25 billion, said Chief Minister Datuk Seri Hajiji Noor.
He said marine harvesting is one of 14 components of the Blue Economy that can be explored, such as renewable ocean energy, blue carbon, tourism, maritime transport, and marine biotechnology, among others.
"There is more to Blue Economy than just deep-sea harvesting," he said in a speech read by Sabah Finance Minister Datuk Seri Masidi Manjun at the International Business Review (IBR) ASEAN Awards here yesterday.
Also present was IBR Asia Group founder, director and chief executive officer Datuk Beatrice Nirmala.
The chief minister also said that one of the most exciting aspects of ocean energy is the Ocean Thermal Energy Conversion (OTEC), which harnesses energy from the oceans.
"OTEC power plants are currently being planned to span across 500km of coastline and, in time, to be able to generate 20,000MW of green energy, an unprecedented scale globally. This is not only a gamechanger for the country, it is a gamechanger for the region," he said.
Hajiji said the Blue Economy Industrial Park has been established in Kudat as part of three new industrial parks approved by the state government, along with Kota Belud and Beaufort, all strategically located to grow investment opportunities.
On the investment front, Hajiji said Sabah had recorded RM17.41 billion from 73 companies in overall approved foreign and domestic investments in the manufacturing sector since September 2020, with 52 companies already setting up businesses in the state with a total investment of RM7.8 billion, creating 3,636 jobs.
Between 2022 and 2024, Sabah received new investment proposals worth an additional RM42.3 billion, which will create 32,996 jobs, he added.
The chief minister highlighted that Sabah had sealed the Commercial Collaborative Agreement with Petronas, allowing the state to have more participation in the oil and gas industry. This includes 50 per cent equity from the Samarang oil and gas field, 25 per cent equity from Samur, and a 25 per cent equity in the US$3.1 billion (US$1=RM4.24) floating liquefied natural gas (ZLNG) investment in Sipitang.
To support the growing investments, the state government has launched the Sabah Energy Roadmap and Master Plan 2040. This initiative aims to generate 700MW within the next 1 to 2 years.
Additionally, the government has allocated RM679.85 million in 2024 to address immediate water shortages. Long-term plans also include the completion of the Ulu Padas hydropower.
Meanwhile, nine winners were announced at the event, namely Institut Jantung Negara for corporate excellence in the healthcare sector, Clean Kinetics Pte Ltd for corporate excellence in the renewable energy sector, Millenium Minerals Ltd for corporate excellence in the mining industry, Sabah Port Sdn Bhd for corporate excellence in the logistics sector, AiRTS Pte Ltd for innovative technology in the artificial intelligence sector, Alpine Integrated Solution Sdn Bhd for corporate excellence in the event management sector, and Education Malaysia Global Services for corporate excellence in the education sector.
Negeri Sembilan was named Most Progressive State in Malaysia in 2024, while Sabah was recognised as the Most Outstanding State in Malaysia for 2024.

He added that the US dollar has strengthened recently as investors are becoming less certain that the Fed will cut rates in September. Innes also said that the dollar's recent bid reflected a subtle but growing shift in sentiment, which markets are slowly walking back their conviction that the Fed will cut the interest rate in September. 'Sticky core inflation, fuelled in part by service-sector dynamics and the slow-burn impact of tariffs, is keeping the Fed in a wait-and-see mode. 'The ringgit remains vulnerable to a temporary widening in the US-Malaysia exchange rate spread. 'This does not necessarily break the broader 4.20-4.30 range, and we are still inside expected bands for now, but it does create a bias for further weakness,' he added. Bank Muamalat Malaysia Bhd chief economist Dr Mohd Afzanizam Abdul Rashid said that the ringgit weakened against the US dollar in the early morning session to 4.2575 in response to the US Consumer Price Index (CPI), which continued to increase in June to 2.7% from 2.4% previously. 'The latest CPI print appears to give the impression that the Fed may not be inclined to cut the Fed Fund Rate in the upcoming meeting in July. 'In a nutshell, the ringgit maintained its narrow-range trade in light of the ongoing uncertainties over the US tariffs,' Mohd Afzanizam said.

KOTA KINABALU (July 20): There is a possibility of another State Assembly sitting before its dissolution ahead of the coming state elections, said State Finance Minister Datuk Seri Masidi Manjun. Masidi made the statement when asked about the potential tabling of the Sabah Budget 2026. He explained that the State Budget must be presented by the Finance Minister either before or after the state elections to avoid any disruption in government operations, including the implementation of programmes and the payment of civil servant wages. 'If the elections are held earlier, then I think we still have time to table the budget around November. But if the assembly is dissolved later, we might be able to table it around December,' he told reporters at the sidelines of the International Business Review (IBR) ASEAN Awards here on Saturday night. When asked whether the budget would be tabled before or after the State Assembly is dissolved, Masidi said the decision rests with the Chief Minister. On the possibility of another sitting before dissolution, he added, 'The possibility is always there.' Previously, after the July 8 State Assembly sitting, Chief Minister Datuk Seri Hajiji Noor had hinted that it might be the final session for the current term. When asked by reporters if it marked the end of the legislative term, he responded it was 'more or less,' noting that all bills beneficial to the state had already been passed. Political analysts expect the dissolution of the state assembly after Parti Gagasan Rakyat Sabah (Gagasan Rakyat) has held its congress from July 25-27. They speculate that Hajiji is likely to call for polls before National Day on August 31 or after Malaysia Day on September 16. Hajiji said that he would consult the presidents of all Gabungan Rakyat Sabah (GRS) component parties before making any move to dissolve the Sabah State Legislative Assembly. The 16th Sabah State Legislative Assembly will be automatically dissolved on Nov 11 this year if it is not dissolved earlier. Speaker Datuk Seri Kadzim M Yahya said the five-year term of the assembly is calculated from the date of the first sitting of the 16th Sabah State Assembly, which was on Nov 12, 2020, making Nov 11 this year the end of the term. Gagasan Rakyat, PBS, STAR, SAPP, Usno, PCS, PHRS and LDP are members of GRS. PBS and STAR have called for GRS to contest solo in the 17th State Election.

KOTA KINABALU (July 20): Sabah was conferred the Most Outstanding State in Malaysia for the Year 2024 award during the International Business Review (IBR) Asean Awards here on Saturday. The award is a recognition of Chief Minister Datuk Seri Hajiji Noor's exemplary leadership, as the state has made marked improvements across the board through his comprehensive Sabah Maju Jaya (SMJ) roadmap. Positive and impactful changes have been made economically, in championing the state's and her people's rights, in infrastructural improvements, and so forth, under his administration. It was also under this administration that many historic firsts have been successfully achieved, as Sabah's landscape transforms for the better. State Finance Minister Datuk Seri Manjun who received the award, expressed gratitude from the state government. He described the prestigious conferment as a sign that Sabah has achieved a higher level that it could not reach before. Sabah was one of nine recipients for awards in various categories during the ceremony. Negeri Sembilan was awarded the Most Progressive State in Malaysia for 2024. It is a recognition of Menteri Besar Dato Seri Utama Aminuddin Harun for ensuring the ambituous Rancangan Struktur Negeri Sembulan (RSNS) 2045 roadmap remains futureproof. In reworking the Malaysia Vision Valley plan into its 2.0 iteratuon, he has set a clear path for Negeri Sembilan's rapid industrialisation and development. Another recipient was Sabah Ports Sdn Bhd, who was named the winner for the Corporate Excellence in the Logistics Sector for Port Management. Sabah Ports, as a wholly owned subsidiary of Suria Capital Holdings Berhad, manages Sabah's port operations. Through their eight ports, they provide berthing, handling and cargo facilities for port customers. In September 2024, they signed a partnership with DP World to manage Sepanggar Bay Container Port, with a goal of making it a key regional port for BIMP-EAGA. The other winners are National Heart Institute for the Corporate Excellence in the Healthcare Sector for Leadership in ESG Innovations category; Clean Kinetics Pte Ltd (Corporate Excellence in the Renewable Energy Sector for Sustainable Energy). Millenium Minerals Ltd (Corporate Excellence in the Mining Industry for Ethical Mining); AiRTS Pte Ltd (Innovative Technology in the Artificial Intelligence Sector for Enhancing Workplace Efficiency).
