Over 10k vehicles across state have defaulted on traffic challans: STA

Cuttack: The state transport authority (STA) has identified over 10,000 vehicles throughout Odisha which have defaulted on traffic challans.
These vehicles each have five or more pending challans and are now under the radar of transport officials for strict penal action.
On Thursday, STA issued 200 notices, warning the vehicle owners to clear their dues within 15 days.
If they fail to comply, STA will initiate cancellation proceedings under Sections 53 and 55 of the Motor Vehicles Act, 1988, which empower the authority to suspend or cancel the registration of vehicles which are found to be habitual violators.
"The 10,000 vehicles include commercial trucks and buses, along with private four-wheelers," Lalmohan Sethi, STA's additional commissioner, said.
Sethi further said that the action is being taken in phases. "On Thursday, we served notices to 200 vehicle owners. This will continue and subsequently, all identified vehicles will be impounded if dues are not cleared within the notice period," he added.
"The offenders are advised to immediately check their challan status on the STA portal or the Parivahan Sewa website and make payments," Sethi said.
Most of the challans relate to violations such as vehicle fitness, speeding, defying traffic signals, overloading, not wearing seatbelts, illegal parking and others.

Officials said that digital monitoring through the automated number plate recognition system and various CCTVs installed across the state help monitor traffic violations. The Vahan portal has also made it easier to detect and track the repeat offenders.
The STA has also mobilized enforcement teams to prepare for physical verification and possible seizure of vehicles once the 15-day deadline lapses. The move is part of the state's broader mission to enforce traffic discipline and enhance road safety across Odisha.

Excerpts:- Q: What is the overall scenario of cybercrime in the state? A: Cyber frauds can be categorised into low-value and high-value crimes. The low-value crimes are taking place by persuading the victims to download APK files in the name of preventing blocking of Aadhar card, bank accounts and other pretexts. The APK files enable the cybercriminals to see the victim's personnel data, which is used for committing the fraud. These crimes are mostly taking place from within the country. The high-value crimes like digital arrests and investment frauds are mostly being carried out from outside the country. Q: What are the measures taken by CID to curb the crimes? A: The victim can lodge their complaints by dialling 1930 or through in case of a fraud. Q: A large number of mule accounts in the state are helping cybercriminals sitting outside the country. What steps are being taken?. A. We have received data about many mule accounts, which are operational in Jharkhand, from Samanvaya portal of MHA and started taking action. Any person who lends his account for cybercrime on commission basis would be jailed. We have registered an FIR against 40 mule accounts having transactions of Rs 10 lakhs and above on Tuesday. Q: What measures have been taken to build infrastructure and manpower to tackle cybercrimes? A: The state govt has been very kind to us in this regard. As per Information Technology Act, only an inspector rank officer can investigate cybercrime cases. The state has, however, permitted that if the DGP desires he can take measures to allow a sub-inspector rank officer to investigate. This has addressed the manpower problem to a considerable extent. The state has also issued a special order allowing an officer air travel for bringing cybercriminals from various parts of the country. However, there is still shortage of trained people with technical knowledge to investigate the cases. We are emphasizing on on-the-job training. There are not many officers who are interested in cybercrime investigation, which is a problem. 1 2 Aizawl: In a strategic move, the Mizoram govt is seizing the opportunity presented by the suspension of commercial vehicle services from Monday to Saturday to conduct critical repairs on NH-306 and 06. These highways are vital links between Mizoram and the rest of India via Assam. Under the direct supervision of home minister K Sapdanga, who inspected the highways on Saturday, the state Public Works Department (PWD) and the National Highway Infrastructure Development Corporation Limited (NHIDCL) are mobilizing manpower and machinery to execute the repairs with urgency starting Monday. Police are tasked with clearing all stranded vehicles, except 14-wheel trucks, by Sunday. From Monday to Wednesday, NH-306 and NH-06 will be closed to traffic, with only 407 trucks and smaller vehicles permitted on the Kawnpui-Serkhan-Durtlang (Aizawl) state highway, typically reserved for light motor vehicles and two-wheelers. Traffic Police from Aizawl and Assam's Kolasib district will oversee vehicle movement during this period.
