Newport house in Rugby Road could be changed to HMO

Newport City Council has received a planning application proposing the change of use for 48 Rugby Road, Newport, NP19 0BR, from a single domestic residence to an HMO.
The application was put forward by M. Hassan and is being handled by agent Ryan Brindley of Aspects of Design and Construction.
As part of the proposal, a new rear single-storey extension and a single-storey garage are to be constructed.
Both the extension and garage have already been partially built, as work began in June 2024.
The planning form states that the property will maintain its original brickwork.
The new extension and garage will use matching materials, and white uPVC windows and roller shutter doors will be installed.
The property will not see an increase in residential units and will keep the same residential density.
The proposal has been accepted in principle by Welsh Water, provided no additional surface water from new roof areas or hard surfaces drains directly or indirectly into the public sewer system.
The Planning Contributions Manager at Newport City Council confirmed that no Section 106 affordable housing contributions are required, as there is no net gain in residential dwellings.
The application was validated on June 19 and is open for consultation until July 16.
These comments may be published on the council's website and will become part of the public record.
The development is seen as part of a trend towards residential diversification in Newport, aiming to meet varied housing needs while maintaining neighbourhood character.

Weekly safety inspections are carried out by an estate agent, and the property complies fully with housing and safety regulations. Mr Mendoza Contreras said: "The HMO plays a crucial role in providing affordable housing for students, young professionals, and individuals referred by local authorities." "No complaints have been received from neighbours since 2018. "We manage tenancy agreements properly, maintain strong community relations, and support tenants in achieving their personal goals." The application was prompted by a mortgage lender's request for planning documentation. Upon consultation with local authority representatives, Mr Mendoza Contreras was advised to apply for a lawful development certificate to clarify the legal use of the property. In support of the application, the applicant has submitted a copy of his Rent Smart Wales landlord licence which was granted on June 19, 2018, and was valid until June 18, 2023, with the property now under the care of an estate agent. The licence confirms his compliance with the Housing (Wales) Act 2014 and adherence to the national Code of Practice. No objections have been reported as part of the application to date. A decision from Newport City Council is pending.

New vision for Newport city centre welcomed

Containing a mix of short-, medium- and long-term projects, the plan, unveiled in June, sets out a vision for a 'new era' for Newport packed with events and makeovers. The most immediate proposals include a food-focused outdoor market around the Steel Wave sculpture, and building a new playground, possibly in John Frost Square, to make central Newport a more 'family-friendly destination'. Empty shops will be colourfully 'wrapped' to improve the look of commercial areas, and more prominence will be given to local artwork and culture. The new strategy replaces a previous 'masterplan' for the city centre which delivered 'key' projects like the 'hugely successful' indoor market refurbishment, said Cllr Emma Stowell-Corten, the cabinet member for culture. Speaking at a Newport City Council cabinet meeting, she said the plan's aims would be overseen by a new 'placemaking board' of senior councillors and city-centre stakeholders. The council wants to 'ensure the city centre becomes a vibrant place that meets the needs of all', said Cllr Stowell-Corten. Newport will host a 'rich and diverse calendar of events' to encourage people to spend more time in the city centre. 'Extensive' consultation had found a 'clear' desire for 'the city centre to be a place where people feel safe, want to spend time, and they are part of', she added. Cllr Deb Davies, the local authority's deputy leader, welcomed the 'ambitious and realistic' plan and said residents 'want to see change and they want to embrace that change'. Cllr Dimitri Batrouni, who leads the city council, acknowledged the 'huge amount of work' preparing the new plan, and said it was 'only the start' of the local authority's plans to improve the city centre. The first phases of the project could start to take shape 'in the coming weeks', added Cllr Stowell-Corten, who pointed out a placemaking plan would also be essential if the council is to secure any Welsh Government Transforming Towns investment for the city centre.

Many feel the dream of home ownership has been undermined by constant battles over unreasonable fees, delays in receiving documents, and difficulties selling their homes. I've taken these concerns to Parliament and am meeting directly with one of these companies to press for change. I'm also pleased that the UK Government has launched a consultation titled 'Strengthening leaseholder protections over fees, charges and services.' Amongst other points, it focuses on making service charge demands clearer and easier to challenge, with standardised forms and annual reports and increasing transparency around buildings insurance costs so leaseholders can better understand and contest charges. These proposals are part of wider efforts to reform the outdated leasehold system. A draft Leasehold and Commonhold Reform Bill is expected later this year, and I'll continue to keep residents updated as this progresses. Another issue raised by residents is the former Underwood Leisure Centre. People have told me about anti-social behaviour at the site, its poor condition, and the missed opportunity for community use. I've contacted local policing teams and Newport City Council to ask what's being done. The police have confirmed they are aware of the issues but are concerned that incidents are going underreported. So, I'd encourage all residents to report any anti-social behaviour in Underwood or elsewhere via 101 or the Gwent Police website. This helps ensure officers can be deployed where needed. My team and I will also be holding an anti-social behaviour advice surgery in early autumn with local partners – keep an eye on my social media for more on this soon. I've also raised the issue of the empty leisure centre directly with the leader of Newport City Council. Although the building is not council-owned, I'll continue to push for it to be brought back into use. On transport, I was really pleased to hear that the UK Government has allocated funding for two new stations in Newport East – one in Somerton and one in Llanwern. These will help reduce congestion and provide direct links around the city, and to and from Cardiff, Bristol and elsewhere for residents and visitors alike. Many residents and the T.R.A.C.S campaign group have also contacted me about the case for a new station in Caerleon. I fully support this – it would be a huge boost for the area, especially with growing housing developments and plans to expand local tourism. I've met with the campaign group previously and look forward to continuing to work with them to move the campaign forward. In the city centre, the UK Government, Gwent Police and the Police and Crime Commissioner are launching a 'crime blitz' this summer. Newport is one of 500 towns and cities taking part in the scheme, which will see increased police presence and stronger enforcement to make the city centre safer for shoppers, businesses and visitors. This, along with the recent deployment of more officers across Newport East, is a key part of delivering the government's Neighbourhood Policing Guarantee. Policing, crime and concerns about the city centre are issues residents and businesses raise with me regularly, so I welcome this action and look forward to seeing the results. To mark the 97th anniversary of the Equal Franchise Act, I welcomed a group of seamstresses who are based at Re:Make in the city centre to Parliament to present every woman MP with a personalised suffragette sash. Centenary Action was behind this project, which also marked the fact that 40 per cent of MPs in the current Parliament are women. To see all the sashes being worn on the steps of the historic Westminster Hall was quite wonderful, and it was also fabulous to hear the Prime Minister thank them for their efforts in PMQs. Thanks to all the women from Newport for their hard work in creating these wonderful mementoes. In August, the Urban Beach and other summer holiday activities return, followed by Pride in the Port and the Newport Food Festival in the autumn.
