DA, DOLE to include minimum wage earners in P20/kg rice program
This developed after the Department of Agriculture (DA) and the Department of Labor and Employment (DOLE) "agreed in principle" to include minimum wage earners in the ongoing pilot run of the subsidized rice program, the DA said in a statement on Tuesday.
Launched early this month, the P20 per kilogram rice initiative under the Kadiwa ng Pangulo program only allows members of vulnerable sectors—including indigents, senior citizens, persons with disabilities, and solo parents to buy NFA rice at P20 per kilogram.
Rice sold in Kadiwa centers is subsidized by the government through the Food Terminal Inc.
For programs where local government units (LGUs) share the subsidy, it will be up to the LGUs to determine eligibility.
The limit is 30 kilograms per household.
Labor Secretary Bienvenido Laguesma and Agriculture Secretary Francisco Tiu Laurel Jr. had a discussion on the former's proposal for the inclusion of minimum wage earners in the subsidized rice program, according to the DA.
"We had a very good and fruitful discussion in our shared goal of helping our workers, particularly minimum wage earners. By including them in this rice program, we aim to improve their purchasing power," said Laguesma.
"We are looking forward to a very successful implementation of this convergence of the DA and the Department of Labor and Employment," said the Labor chief.
For his part, Tiu Laurel reaffirmed the DA's commitment to President Ferdinand Marcos Jr.'s directive, emphasizing that strong inter-agency collaboration is essential to sustaining and expanding the impact of this vital social responsibility program.
"This initiative stems from the President's promise to extend the P20 rice program to those who need it most," said the DA chief, adding that "for now, participation is limited to workers from companies that have expressed interest in the pilot program."
The DA said it expects that eligible workers from participating companies would gain access to the P20 rice program next month.
The Agriculture Department is aiming to sustain the program until the end of Marcos' term in June 2028, potentially covering up to 15 million households—or approximately 60 million Filipinos. — VDV, GMA Integrated News

Consumer groups urge tech-driven steps vs. illegal online gambling
'You shut one site today, and another one replaces it tomorrow. We need smarter systems that proactively detect and stop these operations before they reach consumers. This is not just a gambling issue—it's a cybersecurity issue,' Sison said. Consumer advocacy groups on Thursday called on the government to adopt smarter and technology-driven measures to combat illegal online gambling instead of prohibiting its operations. In a news release, Bantay Konsyumer, Kalsada, Kuryente, and Konsyumer at Mamamayan warned that an outright ban may only force legitimate gaming platforms to operate underground. 'Public concerns about the dangers of gambling are valid,' Atty. Karry Sison, BK3 Convenor, said. 'But banning online gambling outright won't solve the problem. Many of these sites operate offshore and beyond the reach of our laws, continuing to spread harmful software and steal user data,'' Sison added. The group emphasized the need for stronger digital regulation that is supported by advanced governance tools, instead of blanket prohibitions, which may later lead to more harmful and untraceable underground gambling activities. PH calls for peaceful settlement of disputes between Thailand and Cambodia
The Philippines on Thursday called on Thailand and Cambodia to settle their conflict peacefully under international law as border disputes between the two Southeast Asian neighbors escalate. Manila also urged both sides "to extend due consideration and care to innocent civilians who may be affected by the ongoing conflict." "We are hopeful our two fellow ASEAN member states will resolve this issue in accordance with international law and the peaceful settlement of disputes," the Department of Foreign Affairs said in a statement. At least 12 Thais, mostly civilians, were reported killed as clashes between Thai and Cambodian troops at a disputed border rage on. Thailand accused Cambodia of firing rockets into a Thai village, while Thailand launched airstrikes on key Cambodian military sites. Relations between the Southeast Asian neighbors have deteriorated after a Cambodian soldier was killed during an armed confrontation in an area both countries claim. The two also downgraded diplomatic relations by recalling their respective ambassadors in each other's countries. Manila said it does not take any position on the dispute but called on the two nations to maintain "open lines of communication and ensure the de-escalation of the situation." Cambodia, Thailand, and the Philippines are part of the 10-member Association of Southeast Asian Nations, which also includes Singapore, Indonesia, Malaysia, Brunei, Laos, Myanmar, and Vietnam. The DFA, meanwhile, said it is monitoring the situation and is ready to extend all possible assistance to Filipinos living in these two countries if necessary.
