DIFC Strengthens Global Private Equity Presence with IPEM Partnership

Dubai International Financial Centre (DIFC) has partnered with the International Private Equity Market (IPEM) to host a new flagship event in the emirate, marking a major step in positioning Dubai as a global hub for private capital investment.
The agreement, signed during the Dubai FinTech Summit, will see Dubai added to IPEM's roster of global events, complementing its established gatherings in France. The new platform, IPEM Future, is set to debut in December and will bring together top-tier investors, fund managers, and innovators focused on transformative sectors such as AI, climate tech, and space.
This move reinforces DIFC's standing as a leading global financial centre. Ranked first in the region and among the top eight globally by the Global Financial Centres Index, DIFC offers a deep and diversified ecosystem that continues to attract long-term capital flows. 'The current global economic environment has amplified investor appetite for private capital,'
said Arif Amiri, CEO of DIFC Authority. 'Our partnership with IPEM enhances Dubai's appeal as a destination for resilient and transformative capital deployment.'
IPEM CEO Antoine Colson described Dubai as 'a natural home' for the new initiative, citing its role as a magnet for innovation-led investment. The December event will serve as a key gathering for institutional players shaping the future of private markets.
Ahead of the launch, IPEM brought a delegation of global private capital leaders to the Dubai FinTech Summit for a curated preview event. Discussions focused on long-term value creation, the evolving investor landscape, and the strategic role of the Middle East in global finance.
The new partnership is set to further elevate Dubai's position at the intersection of innovation, investment, and global financial leadership.

His Highness Sheikh Mohammed bin Rashid Al Maktoum has issued a new law to regulate contracting activities in Dubai, marking a major step towards enhancing governance, transparency, and oversight across the emirate's construction and development sector. Law No. (7) of 2025 introduces a unified regulatory framework that aligns with Dubai's planning regulations, building codes, and long-term growth strategies. It aims to promote sustainable development while ensuring accountability among contractors. A central feature of the law is the formation of the 'Contracting Activities Regulation and Development Committee,' chaired by a Dubai Municipality representative. The committee will oversee the sector's regulation, propose policies, resolve jurisdictional issues, and coordinate with stakeholders across public and private sectors. The law applies to all contractors in Dubai, including those in free zones like DIFC, except for certain exempted activities such as airport-related infrastructure. Dubai Municipality has been tasked with setting up an integrated electronic system linked to the 'Invest in Dubai' platform to manage contractor registration, classification, and compliance. Contractors must now adhere strictly to their approved capacity, avoid unauthorized subcontracting, and maintain professional competency standards. Penalties for violations include fines of up to AED200,000, license suspensions, and potential disqualification. Existing contractors are required to regularise their status within a year of the law's enactment, which will take effect six months after its publication in the Official Gazette. Dubai, UAE- The Aditum Group today announced that its total assets under management (AUM) have exceeded $9 billion, marking a major milestone in the firm's ongoing growth trajectory. This record achievement underscores Aditum's emergence as one of the fastest-growing asset managers in the region. Of the total AUM, $8.8 billion originates from Aditum Investment Management Limited, the firm's DIFC-based headquarters. Its DIFC-based fund platform, which was recently boosted by a large active fixed income manager using the platform, has now crossed $300 million.
