Penang to build viaduct linking mainland to Silicon Island
Chief Minister Chow Kon Yeow said the four-lane viaduct is a key component of the Pan Island Link 2A (PIL2A) project, which is a strategic infrastructure initiative aimed at strengthening connectivity between Silicon Island and the Sultan Abdul Halim Mu'adzam Shah Bridge or the Second Penang Bridge, as well as supporting the state's long-term urban growth.
He said construction work on the viaduct would begin this month, with the first phase expected to be completed by mid-2027 to support the opening of the first factory to operate on Silicon Island in the same year.
'The total cost of PIL2A phase one is RM390 million, covering the construction of 1.5 kilometres of infrastructure connecting the land area at Permatang Damar Laut to Silicon Island, including the construction of a 380-metre permanent marine viaduct.
'The components in PIL2A phase one will also connect Silicon Island with the Second Bridge at Batu Maung Roundabout and the Penang International Airport (LTAPP) through the construction of an elevated highway to improve connectivity,' he told reporters after visiting Silicon Island to see the progress of development there, which has now reached 64.75 hectares.
According to Chow, the contractor has completed the construction of a 378-metre temporary bridge to provide access for construction and infrastructure works on Silicon Island, which will have a community hub, including Medan Selera Matang, to be built at Permatang Damar Laut overlooking Silicon Island.
He said the initiative is to ensure that those affected by the development project there, especially food stall traders, can be relocated, thus reflecting the state government's commitment and concern.
'The development of the community hub on land covering approximately 0.8 hectares will also include a new Village Community Management Council (MPKK) hall, Fishermen's One-Stop Service Centre, food stalls and restaurants, as well as a shed for fishermen,' he said.
Chow said to support the initial water supply needs of Silicon Island, a suction tank and pump house will be built on land adjacent to Medan Selera Matang, with construction work to commence in the third quarter of this year and is expected to be completed by the end of 2027.
Meanwhile, Penang Infrastructure Corporation Sdn Bhd (PICSB) chief executive Officer Datuk Seri Farizan Darus said that the total construction cost for the community facilities, pump houses and suction tanks is estimated at RM36 million.
'This facility (community hub) is expected to be a vibrant new destination that will not only benefit residents, but also have the potential to attract more tourists, thus supporting tourism and the local economy,' he said.
Silicon Island, with a land area of 930.78 hectares, is a reclamation project owned by the Penang government. It marks the first time the state government is directly undertaking a reclamation project to ensure long-term economic growth.

Sabah's trade remains strong and stable - DOSM
Phoong KOTA KINABALU (July 4): Sabah's economy remains stable and continues to experience positive growth momentum, according to a recent statement by the Department of Statistics Malaysia (DOSM), said Industrial Development and Entrepreneurship Minister Datuk Phoong Jin Zhe. Quoting DOSM's 4 July 2025 release titled 'Sabah's trade remained resilient, exceeding RM100 billion for three consecutive years despite challenges in the economic landscape,' Phoong said the report confirms that Sabah's total trade for 2024 was valued at RM107.8 billion, representing a 2.7% growth compared to 2023. 'This reassures us that Sabah's trade performance remains robust, directly contradicting earlier claims of a steep decline,' he said. Phoong explained that he had previously sought clarification from DOSM regarding an unusually high figure in 2023, when Sabah's total trade was reportedly RM158 billion, followed by a significant drop to RM43 billion in 2024 based on international trade data. He said the DOSM clarification provides a more accurate understanding: 'If you look at the trend from 2019 to 2022, Sabah's trade consistently ranged between RM36 billion and RM58 billion. Then in 2023, it suddenly jumped to RM158 billion, raising questions.' Phoong welcomed DOSM's explanation, which clarified that Sabah's total trade — including transactions with Peninsular Malaysia and Sarawak — reached RM107.78 billion in 2024, compared to RM105 billion in 2023. These figures represent all physical transactions passing through Sabah's entry and exit points. Meanwhile, international trade (based on country of origin and destination) stood at RM43 billion in 2024, aligning with DOSM's earlier figures released on 16 June. 'As for the confusion surrounding the 2023 figures, I appreciate DOSM's clarification that international trade for that year was actually RM41.4 billion, with exports at RM31 billion — not RM158 billion as previously cited.' He added that this confirms Sabah's trade has grown year-on-year, both in total and international terms, and that claims of a sharp decline in 2024 are inaccurate. 'Nevertheless, I regret the confusion caused by inconsistent data previously announced,' Phoong said. He also highlighted that DOSM reported a 9.3% increase in Sabah's manufactured goods exports, reaching RM12.0 billion — a highly encouraging indicator for the state's industrial sector. Penang-Perak water project set to move forward following high-level meeting
GEORGE TOWN: The Penang-Perak water project is advancing following a high-level meeting between the Perbadanan Kemajuan Negeri Perak (PKNP)–Gamuda Berhad Consortium and the Penang government. Chief Minister Chow Kon Yeow said the delegation, which visited on July 3, had received formal approval from Perak to begin negotiations on the sale of treated water to the Penang Water Supply Corporation (PBAPP). "The Penang government welcomed the latest development. Formal negotiations will proceed once the state executive council finalises its official negotiation team," he said in a Facebook post.\ This courtesy visit marks an important milestone in addressing Penang's future water needs. The visiting delegation included PKNP director Datuk Redza Rafiq Abdul Razak, Gamuda Berhad group executive director Datuk Azmi Mat Nor, Gamuda Engineering Berhad director Datuk Szeto Wai Loong, SRS Consortium Sdn Bhd adviser Datuk Seri Dr Ooi Eng Hock and Gamuda Engineering Berhad executive director Faris Yusof Also present during the meeting was PBAPP chief executive officer Datuk Ir. K. Pathmanathan, who played a key role in the state's water supply planning and infrastructure. In March, Prime Minister Datuk Seri Anwar Ibrahim announced that the Penang-Perak water project had reached its final stage of planning. Anwar had said then that the government had outlined a strategy to enhance the capacity of Sungai Perak and develop a direct drainage system to channel water from Bukit Merah to Kerian. It was reported that during the closing of the northern region Madani Rakyat 2024 programme on May 4 last year, Anwar had said that the Sultan of Perak, Sultan Nazrin Shah, and the Perak government under Datuk Seri Saarani Mohamad had agreed to provide water supply to Penang The water supply would flow through the Kerian Integrated Green Industrial Park to Seberang Prai.
