Justice Naveen Rao appointed to supervise HCA functioning

HYDERABAD: The Telangana High Court on Friday appointed retired judge Justice P Naveen Rao to supervise the functioning of the Hyderabad Cricket Association (HCA).
Justice Nagesh Bheemapaka passed the order while hearing a writ petition filed by Safilguda Cricket Club, represented by its president Chilumula Sanjeev Reddy. The petitioner challenged the second Annual General Body Meeting of the HCA held on July 19, 2025, alleging violations of the association's bye-laws.
The petition also sought a CBI inquiry into alleged financial irregularities and requested the appointment of a supervisory authority. It was suggested that Justice Naveen Rao, who is currently overseeing the conduct of the HCA league matches for the 2025–26 season, be entrusted with broader responsibilities.
Accepting the request, the court directed that all HCA office-bearers and functionaries must work under Justice Naveen Rao's supervision. Any decisions by them must be taken in consultation with him. The role is similar to that earlier assigned to Justice L Nageswara Rao (Retd.), who had overseen the HCA's affairs in a previous intervention.

The Karnataka High Court has given the state government four weeks to submit a status report on the pendency of applications made by citizens under the Sakala scheme through which the administration promises speedy responses for various public services. The instruction was issued by a division bench comprising Chief Justice Vibhu Bakhru and Justice C M Joshi on July 28 in the wake of a petition by one Gowrishankar S seeking the immediate disposal of all pending Sakala appeals 'along with disbursal of compensation to eligible applicants and actions initiated against defaulters.' The court directed the state government to 'file a Status Report, clearly indicating: a) the number of applications made under the Sakala Act, which are pending; b) the date on which such applications were filed; and c) the estimated time required for disposal of the same.' The petitioner approached the high court over alleged deficiencies in the implementation of Sakala services by the state government as promised under the Karnataka Guarantee of Services to Citizens Act, 2011. As per the Act, services provided under the scheme include issuing of caste certificates, income certificates, senior citizen cards, health cards, etc. The petitioner informed the court that the 'Sakala Act is not being implemented sufficiently and none of the applications are disposed of within time and the applications are also pending.' Gowrishankar also sought the return of interest and penalties levied on property owners for delays in property tax payments. The high court, however, rejected this plea. 'We are not persuaded to accept that any such prayer can be considered in vacuum. In the event any particular taxpayer is aggrieved by imposition of interest despite delay on the part of the respondents, he would be entitled to seek appropriate remedies,' the high court ruled. The Sakala scheme aims to curb corruption in public service delivery and improve efficiency in various government departments in Karnataka. The programme is backed by a comprehensive information technology network, developed by the National Informatics Centre (NIC).

HYDERABAD: Justice K Lakshman of the Telangana High Court on Thursday reserved orders in multiple writ petitions concerning the alleged illegal sale of Bhoodan lands in Nagaram village, Maheshwaram mandal, Rangareddy district. The petitions seek an inquiry into purported irregularities involving officials of the Revenue and Registration departments, including senior bureaucrats. One of the main petitions was filed by Vadthya Ramulu, who urged the state government to appoint a Commission of Inquiry to investigate the sale of Bhoodan lands to private parties. However, Justice Lakshman questioned the maintainability of the plea and expressed doubts about the utility of such a Commission. 'Suppose the Commission of Inquiry (CoI) is appointed, say a retired SC judge heads it, the report still goes to the government. Ultimately, it is the same officers who will decide what action to take. What happens if the government just places the report in an almirah?' the judge remarked during the hearing.

HYDERABAD: The Telangana High Court on Thursday raised concerns over the slow pace of investigation and delay in relief measures following the fire accident at the Sigachi factory in which around 50 workers died. A bench comprising Chief Justice AK Singh and Justice Mohd Mohiuddin was hearing a Public Interest Litigation (PIL) filed by retired scientist Dr K Babu Rao, who questioned the progress of the probe, absence of safety protocols at the factory and delay in compensating the affected families. The counsel representing the petitioner pointed out that most workers at the Sigachi unit were migrants employed on a contract basis and not regular employees. The PIL urged the court to ensure that compensation is extended to all workers, regardless of their employment status, and that the state holds the factory management accountable. During the hearing, the bench sought details from the government on the status of the FIR, provisions invoked under the law and progress made in the investigation. Chief Justice Singh asked whether any arrests had been made in connection with the incident. The Government Pleader for the Home Department responded that no arrests had taken place so far. The court also asked the state to provide a breakdown of workers present on the day of the accident, distinguishing between permanent, casual, and daily wage workers, and the legal provisions under which the company might be held liable. It directed that details of compensation disbursed be included in the state's counter-affidavit.
