Permanent posts, better pay key to retaining local doctors
by HIDAYATH HISHAM OFFERING permanent positions and more competitive salaries are among the most effective ways to retain local medical graduates and curb the outflow of healthcare professionals abroad. Former Deputy Health Minister Dr Lee Boon Chye said the government must ensure that doctors are given opportunities to pursue specialist training — whether in a specific field or as family medicine officers — once they complete their housemanship. 'They must also be offered permanent appointments so that their future in the Health Ministry (MOH) is more secure, instead of being placed on two-year contracts that are renewed periodically. 'I believe the most reasonable and effective approach is to provide a clear career path for medical officers. 'This means that once they finish their housemanship, they should be given room to progress in their careers,' he told Utusan Malaysia. The daily earlier reported that a Singapore-based recruitment agency is actively seeking qualified and experienced Malaysian doctors and nurses, luring them with significantly higher salaries and allowances. The agency is expected to hold an open interview session at a hotel in Kuala Lumpur (KL) next month, advertising an annual package worth up to RM365,106, including housing and various other benefits. Following this development, there have been suggestions for the government to impose new conditions or regulations to bind local medical graduates — particularly those sponsored by public bodies like Majlis Amanah Rakyat (Mara) — to serve in the domestic public health sector. However, Dr Lee said such measures would be less effective without strong career assurances and appropriate compensation. He stressed that incentives such as permanent positions, structured specialisation pathways and competitive remuneration are critical in ensuring medical graduates remain in Malaysia. 'When a graduate receives sponsorship from agencies like Mara or the Public Service Department (JPA), they are bound by contract terms. 'If they choose to resign before completing the required service period, they will be subject to penalties as stipulated in the agreement,' he said.

CPO Futures End Lower On Profit-Taking
WORLD By K. Naveen Prabu KUALA LUMPUR, July 15 (Bernama) -- The crude palm oil (CPO) futures contract on Bursa Malaysia Derivatives closed lower today on profit-taking by traders. Fastmarkets Palm Oil Analytics senior analyst Dr Sathia Varqa said traders locked in profits following Monday's rally, which had lifted prices to a three-month high. He added that the stronger ringgit also pressured the market. 'The ringgit strengthened sharply against the United States (US) dollar, making ringgit-denominated CPO more expensive for international buyers,' he told Bernama. Meanwhile, palm oil trader David Ng said expectations of slower export performance weighed on prices. 'CPO plunged below RM4,200 per tonne as concerns over export weakness in the coming weeks weigh on market sentiment. 'We see price support at RM4,100 per tonne and resistance at RM4,300,' he said. At the close, the spot-month July contract remained unchanged at RM4,109 per tonne, August 2025 declined by RM77 to RM4,106 per tonne, and September 2025 fell RM84 to RM4,146 per tonne.

Kuwait enhances laws to combat money laundering and terror funding
KUWAIT CITY, June 30: Kuwait is intensifying efforts to combat money laundering and terrorist financing by enhancing its legislative framework, announced Minister of Finance and Minister of State for Economic Affairs and Investment Noura Al-Fassam on Monday. The minister spoke in a statement issued by the Ministry of Finance following the publication of Decree Law No. (76) of 2025 in the official gazette, Kuwait Today. This decree introduces important amendments to Law No. (106) of 2013, reflecting Kuwait's integrated government efforts to strengthen measures against financial crimes. During the Cabinet meeting on June 17, the draft of the amended decree law was approved, underlining Kuwait's commitment to raising the effectiveness of the national response to money laundering and terrorism financing. The amendments align with the requirements of the Financial Action Task Force (FATF) and relevant international standards. The new decree law includes two significant amendments: Article One replaces Article (25) of Law No. (106) of 2013, empowering the Council of Ministers, upon the recommendation of the Minister of Foreign Affairs, to issue necessary decisions to implement United Nations Security Council resolutions related to terrorism, terrorism financing, and the proliferation of weapons of mass destruction under Chapter VII of the UN Charter. These decisions will take effect immediately upon issuance, consistent with Security Council Resolution No. 1373 of 2001. The executive regulations will define the rules for publishing these decisions, appealing them, authorizing the release of frozen funds for essential living expenses, and managing such assets.n Article Two adds a new Article (33 bis) to Law No. (106) of 2013, stating that any violation of decisions issued under Article (25) will result in fines ranging from 10,000 to 500,000 Kuwaiti dinars per violation. This penalty complements any additional sanctions imposed by regulatory authorities on financial institutions or designated non-financial businesses.n The Ministry emphasized that these amendments support the National Committee for Combating Money Laundering and Terrorism Financing by broadening its powers to apply targeted financial sanctions in compliance with FATF standards. This includes the mandatory freezing of assets belonging to individuals and entities listed locally as terrorists, effective immediately upon decision issuance. Furthermore, the amendments enable the Committee to impose fines on violators and require publishing the national list of designated terrorists on the Committee's official website, enhancing transparency and meeting international obligations. Minister Al-Fassam concluded that the updated legislative measures reaffirm Kuwait's strong commitment to fighting financial crimes, safeguarding national security and stability, and fulfilling its global responsibilities.
