LAHAD DATU: Deputy Minister of Works, Datuk Seri Ahmad Maslan, has issued a firm reminder to contractors involved in the Pan Borneo Highway project, stressing that no further extension of time (EOT) should be granted for current and future phases of construction of the Package 1B. He said he had received a briefing about the Package 1A and 1B of the project, where work on 1A had been awarded some time ago, while contracts for 1B were only finalised at the end of last year. Advertisement Despite the differing timelines, he emphasised that no additional EOT should be considered, regardless of the reasons provided by the contractors. The minister said that approving an EOT for one company could set a precedent, potentially leading to a domino effect where other contractors also request delays. He explained that such a situation had occurred during the execution of Package 1A, which saw repeated extensions and substantial project delays. 'Delays in Package 1B would ultimately disadvantage the people, the government, and the contractors themselves,' he said. According to Ahmad Maslan projects that are carried out ahead of time (AOT) will provide benefit all parties especially the contractors. The AOT will also enable the people to enjoy the infrastructure and ends their misery. He said previously the road maintenance was handled by specific concessionaires, but areas under Pan Borneo are now the responsibility of appointed contractors. Failure to maintain these roads, he stressed, leads to damage that causes long-term hardship for road users. The Deputy Minister pointed out that several components under Package 1A had received as many as four or five EOT approvals, leading to delays of up to three years. He said that under his tenure—and that of Minister Datuk Seri Alexander Nanta Linggi—the ministry would no longer tolerate excessive or frivolous EOT applications. KOTA KINABALU: The government will no longer entertain requests for extensions of time (EOTs) from contractors involved in public infrastructure projects, as part of stricter efforts to ensure timely delivery. Issuing the firm warning, Deputy Works Minister Datuk Seri Ahmad Maslan said this directive is especially relevant to Package 1B of the Pan Borneo Highway project, stressing that the delays experienced during Package 1A, which saw multiple EOT approvals, must not be repeated. 'We have learned from Package 1A. We do not want similar delays for Package 1B, which was only awarded at the end of last year. "Any delay is a loss to the people, the government, and the contractors themselves,' he told reporters during a site visit to the SK Pekan Lahad Datu project on Tuesday (July 15). Ahmad, who is on a three-day working visit to Sabah, explained that Package 1A consists of 15 work packages (WPs), while Package 1B comprises 19 WPs that were newly awarded in late 2024. He said previous experiences have shown that when one contractor is granted an EOT, others tend to follow suit, resulting in cascading delays across the entire project. 'Eventually, everyone gets an extension, and the whole project is delayed. We cannot afford for that to happen again,' he said, adding that under his administration and that of Works Minister Datuk Seri Alexander Nanta Linggi, the ministry will not tolerate weak or fabricated excuses for EOTs. Citing examples from Package 1A, Ahmad said some contractors were given up to four or five EOTs, causing project delays of up to three years. He also reminded contractors that they are responsible for maintaining the roads under their segments during construction, not the federal road maintenance concessionaires. 'If these roads are not maintained, they will deteriorate and cause prolonged hardship for users. We do not want the public to continue suffering because of project delays,' he added. Ahmad also urged all stakeholders to focus on completing their projects AOT (ahead of time) not EOT, saying early delivery benefits all parties. 'Contractors save on operational costs, the government avoids unnecessary variation orders, and the public gets access to essential infrastructure sooner,' he said. As an example, he said if a contractor saves three months on a project with monthly operational costs of RM300,000, they stand to save RM900,000, while the government also avoids excess payments. Ahmad also reminded all stakeholders: 'Cosider this as an early warning … don't say later that you were not told. Let's avoid EOT for Package 1B and deliver on time, if not earlier.' Later, Ahmad inspected the progress on the RM29mil SK Pekan Lahad Datu upgrade project, which involves the replacement of 26 classrooms, four teachers' quarters, and various other facilities. The project, launched in April 2022, is currently 35% complete and is scheduled for completion by July 11, 2026. To prevent delays, Ahmad instructed the contractor to work overtime and recommended using Deed of Assignment (DOA) arrangements with suppliers, enabling direct government payment to speed up procurement. He also urged contractors to submit claims more than once a month and called on project officers to expedite material approvals to avoid bureaucratic bottlenecks. Ahmad also stressed that no EOT will be tolerated for the school project, and that the contractor must follow the timeline to ensure more than 1,900 students, expected to grow to 3,000, benefit from improved learning facilities on time. Established in 1937, SK Pekan Lahad Datu is one of the oldest schools in the district and currently operates in two sessions. The project is being implemented by the Public Works Department, through Special Project Team 2, with Bumi Daya Sdn Bhd as the main contractor.

KUALA LUMPUR: Engineering and project management consultant HSS Engineers Bhd (HEB Group) is looking to accelerate diversification and drive sustainable growth in the financial year ending Dec 31, 2025 (FY25) and beyond. HEB Group has strategically deepened its involvement in emerging high-growth sectors to broaden its sectoral coverage, while maintaining an entrenched presence in its core infrastructure domains of highways, roads, rail, ports and water infrastructure. With the rapid expansion of the data centre industry, the group anticipates sustained growth in this sector, supported by favourable government policies and robust foreign investment. HEB Group's substantial RM2.1 billion order book will provide earnings visibility over the next eight years, building upon the momentum created by the record-high net profit of RM25.2 million achieved in FY24. The order book includes key projects such as the Pan Borneo Highway Sabah Phase 1A, Westports Expansion Development, Klang Valley Double Tracking Phase 2, East Coast Rail Link, Jajaran Rel Selangor Kita, multiple water infrastructure and data centre projects in Malaysia, in addition to several overseas projects. The group also has a healthy tender book of RM475 million as it proactively pursues new opportunities in Malaysia and abroad. 'HEB Group has demonstrated agility by adapting its business model to meet the rapidly evolving engineering needs of various industries,' executive vice-chairman Tan Sri Kuna Sittampalam said after HEB Group's annual general meeting today. 'We are rapidly expanding our capabilities to take a leading role in emerging industries that are set to reshape the region.' Kuna said the group's timely diversification strategy will pave the way for sustainable growth and long-term value creation. Concurrently, HEB Group remains steadfast in its role of supporting governments, both at home and abroad, in implementing strategic infrastructure projects to stimulate economic growth and elevate living standards. As for its international operations, HEB Group is well on its way to achieving its target of deriving 25% of revenue from overseas projects by 2027. Overseas projects contributed 18.8% of revenue as at March 31, supported by numerous contracts wins in developing countries across Asia. Kuna said the group is associated with nine countries for projects and that a project in Iraq is providing value-accretive yields with RM1.5 billion in fees. 'However, I expect our Southeast Asian partners like Indonesia and the Philippines will start to contribute more to the company over the next two to three years.' At the AGM, shareholders approved all the resolutions tabled by the group, including the payment of a final single-tier dividend of 1.46 sen per share for FY24. The dividend payout of RM7.4 million represents about 30% of the HEB Group's net profit last year, and is in line with its dividend policy, which targets 30% distribution of annual net profit to shareholders.

PEORIA, Ill. (WTVO/WQRF) — Dakota's Class 1A state semifinal game Friday against LeRoy was literally a game of inches. A tenth inning ground ball by LeRoy's Emil Mennega glanced off the glove of Dakota's diving shortstop Finley Banks. The ball caromed into short centerfield allowing LeRoy to score the game-winning run and take the game two starting pitchers were superb. Dakota sophomore AJ Howarth pitched 9.2 innings allowing only six hits and two runs. Only one run was earned. She struck out nine sophomore Jacey Hagerman pitched ten innings She allowed eight hits and one run for the win to improve her record to scored its only run in the top of the second inning when Natalie Bartha sent a fly ball to deep right field for a triple that drove in Hailey Kerchner. Dakota led 1-0 until LeRoy answered in the fifth inning on a pop fly that dropped into short centerfield. An ill-advised throw to third base to try to get a LeRoy base runner was late and wild. It got away allowing the LeRoy runner to score and tie the record is now 25-6. The Indians have one more game to play in Peoria. At 9 a.m. Saturday they'll face Casey-Westfield in the 1A third-place see highlights of this game and get postgame thoughts from Dakota coach Jeff Kinney, watch the media player above.
