Speaking at the opening of the annual World Artificial Intelligence Conference in Shanghai, Li called AI a new engine for growth but said governance is fragmented and emphasised the need to step up coordination between countries to form a globally recognised framework for AI. The three-day event brings together industry leaders and policymakers at a time of escalating technological competition between China and the U.S., with AI emerging as a key battleground between the world's two largest economies. Washington has imposed export restrictions on advanced technology to China, including AI chips and chipmaking equipment, citing concerns the technology could enhance China's military capabilities. Despite these restrictions, China has continued making AI breakthroughs that have drawn close scrutiny from U.S. officials. Li said AI technologies were rapidly evolving but that there were constraints, such as the lack of high-end computing chips and restrictions on talent exchange. He called for breaking through bottlenecks for open and coordinated innovation. REUTERS

China can maintain high growth and transition to consumer-led economy, premier Li says

(Pool via REUTERS) TIANJIN, China--China's Premier Li Qiang said on Wednesday he was confident the world's No.2 economy could maintain a 'relatively rapid' growth rate as it transitions from a manufacturing-led model to a consumer-driven one, a shift analysts say is key to securing its future. Li's keynote speech, delivered at a World Economic Forum meeting in Tianjin, comes as Chinese officials seek to cushion the economic damage caused by the trade war with the United States through policy support - a particularly daunting challenge for authorities grappling with the pressing need to undertake painful structural reforms. Most analysts believe China's $19 trillion economy faces two broad paths: it can sustain relatively high, albeit slowing, growth driven by strong exports - a trend likely to fade as trade tensions with the West escalate - or it can endure several years of slower growth while implementing reforms aimed at unlocking longer-term gains through its vast consumer market. But China's second-ranking official told delegates he was optimistic that Beijing could pull off both. 'We are confident in our ability to maintain a relatively rapid growth rate for China's economy,' Li said. 'China's economy showed steady improvement in the second quarter,' he added. 'Regardless of how the international environment evolves, China's economy has consistently maintained a strong momentum for growth.' Beijing has set an ambitious 2025 growth target of 'around 5%', although most analysts expect China will struggle to keep expanding at those rates in the coming years if a lasting truce cannot be secured with Washington. Oxford Economics expects average annual GDP growth this decade to halve from the 1999-2019 average to 4.5% and slow to 3% in the decade after. Economists say more policy support for households could ease the transition to consumption-led growth, but the shift remains politically sensitive for the ruling Communist Party, which has long tied its legitimacy to high growth - a key reason why policymakers have delayed seriously pursuing it for over a decade. Household consumption has remained at around 39% of GDP over the past two decades, according to analysts at Rhodium Group, a China-focused U.S. think tank, far below averages in OECD economies of 54%. On Tuesday, China released guidelines aimed at using financial tools to boost consumption, including pledges to support employment and raise household incomes. The International Monetary Fund last year said deeper reforms are needed to convert China's economy to one led by consumption, including pension reforms, and erecting a social safety net to reduce the need for massive precautionary savings. 'We aim to help China transition from a major manufacturing power to a colossal consumer market,' Li said. 'This will open up vast and untapped markets for businesses from many countries.'

Primeaux holds tenuous lead with 18 holes left

Primeaux shot a 3-under 69 Saturday and is 2-under for the tournament. The 2017 champion leads 5-time champ Matt Nicholas by one stroke. Primeaux made his move on the par-5 No. 13 with an eagle to take a one-stroke lead. He dropped back into a tie after a bogey on No. 15 but birdied No. 16 for the second consecutive round. Nicholas, the first-round leader, couldn't reproduce the same magic he had in the first round when he made the turn at 5-under. He shot a 73 after a 69 on Friday. Charles Spencer had a great front nine and briefly took the tournament lead at 3-under after his third birdie on the front nine on No. 8. But he got tripped up on the back nine with four bogeys and a double-bogey from the 10th to the 15th. Garrett Trahan sits in third, two shots behind Primeaux after a one-under 71 on Saturday. Nicholas leads City Championship, in control with opening-round 69 thanks to strong front nine

Matt Nicholas blistered the front nine on Friday in the first round of the Lake Charles City Championship at Mallard Golf Club. The back nine was a different story, but he still found himself in familiar territory as the first-round leader. 'Ultimately, it was a good start and a good day,' Nicholas said. 'I have been playing well when I do play.' Nicholas was the lone golfer in the Championship Flight to shoot under par. He entered the clubhouse with a 3-under 69. Nicholas, who won his fifth title in 2023 and tied for second last year, was golden early with birdies on Nos. 3, 4, 5, 8 and 9. 'On the range, I started swinging really well, so I just trusted what I had going out there,' Nicholas said. 'I played really well on the front. 'I was in total control of my golf balls. It was hitting it where I wanted to. It was really fun front nine.' He opened the back nine with back-to-back bogeys. After a brief respite, he took another bogey on the par-4 14th hole, but he never lost the lead and regained composure with a birdie on No. 16. 'I get to the back and I had an in-between yardage shot,' Nicholas said. 'I probably made an error with a club, and then it just compounded into a three-putt. 'I didn't hit it as well on the back. My iron play was a tad off, but towards the end, I started to correct it. I knew what I was doing wrong.' The five-time champion, who won his first city title in 2001, said he can keep the lead if he stays steady, despite a field full of younger golfers. 'Are they capable of shooting 8 or 9 under, sure,' Nicholas said. 'They hit it so far, but as long as I am controlling the golf ball like I did today, it will take some good golf to beat me.' Mallard played tough Friday with difficult pin positions and extreme heat. Aside from Nicholas, the only other golfers who spent time under par were John Morrissey and Blake DeReese. Morrissey started the day with a birdie on No. 1 but was 1 over at the turn. DeReese, the 2007 champ, got under par with a birdie on No. 14 but stumbled into the clubhouse with a bogey on Nos. 14 and 18 and a double bogey on No. 17. 2017 champion Gage Primeaux pulled within three shots of Nicholas after a birdie on No. 16 but dropped a stroke on the next hole and carded a 1-over 73. Primeaux was tied with two-time champ Jacob Lejeune, Morrissey, and Grant Trahan for third place.
