Bihar Voter Roll Review: 10 Days To Go, Less Than 10% Enumeration Forms Yet To Be Collected

In a key digital push, the Election Commission of India (ECI) announced that voters will now be able to check the status of their enumeration form (EF) submission through a newly launched module on going live Tuesday night. So far, 6.81 crore filled EFs—86.32% of the total electorate—have been collected, the ECI said. When accounting for voters who are dead, have permanently shifted, or are enrolled in multiple places, the collection drive has effectively covered 90.84% of the electorate. 'Accounting for the deceased, permanently shifted, and people enrolled in more than one place, the EF collection phase of the SIR has covered 90.84% of the nearly 7.9 crore strong electorate in Bihar. Only 9.16% electors remain to submit their filled EFs before the July 25 deadline," the poll body said. The ECI also said that, sparing no effort to ensure that all eligible electors are included in the draft electoral roll, the third round of household visits by the nearly one lakh booth-level officers (BLOs) will soon begin to collect the filled EFs of the remaining electors in the ongoing SIR. 'The BLOs will again visit those households where the electors were temporarily absent in the previous visits," the ECI added. More than 1.5 lakh booth-level agents (BLAs) appointed by all political parties are 'supporting the efforts" of the BLOs, the ECI said, adding that each BLA can certify and submit up to 50 EFs per day. Special camps, newspaper adverts to reach each voter Special camps have been established in all 5,683 wards of all 261 urban local bodies (ULBs) of Bihar, and newspaper advertisements have been issued to ensure that the remaining electors fill their EFs well in time and have their names also included in the draft ER to be published on August 1. Such electors are also being encouraged by the BLOs to fill up their forms online using their mobile phones through the ECINet App or the online form on 6.20 crore forms uploaded online Uploading of forms on ECINet has further picked up, with over 6.20 crore EFs uploaded on the platform as of 6 pm on Tuesday. On Monday, News18 reported that under the SIR, more than 35 lakh names that were on the voter list will be excluded from the upcoming Bihar assembly election. This figure includes at least 12.55 lakh (1.59%) registered voters who have died, 17.37 lakh who have permanently moved out of the state (2.2%), and another 5.76 lakh who are duplicate enrolments (0.73%), as per ECI data. Third round of house-to-house visits to collect enumeration forms begins soon for Bihar SIR
Booth Level Officers will soon begin their third round of house-to-house visits to collect the enumeration forms of the remaining voters as part of the Special Intensive Revision (SIR) of electoral rolls in Bihar, the Election Commission of India (ECI) said on Tuesday (July 15, 2025). The Booth Level Officers will again visit households where the electors were temporarily absent in the previous visits. The last date for submission of forms is July 25, and the draft electoral rolls, including the names of all the individuals who have submitted the forms, will be published on August 1. Forms of 86.32% voters have been collected so far, the ECI said in a statement. With 10 more days left for the last date of submission of filled enumeration forms in the ongoing Bihar SIR, out of the 7,89,69,844 electors in Bihar, forms for 6,81,67,861 (or 86.32% of electors) have been collected. Accounting for the deceased, permanently shifted, and people enrolled in more than one place, the SIR's enumeration form collection phase had covered 90.84% of the nearly 7.9 crore-strong electorate in Bihar. Only 9.16% electors remain to submit their filled enumeration forms before the July 25 deadline, according to the ECI. Special camps had been established in all the 5,683 wards of all 261 Urban Local Bodies in the State, and newspaper advertisements issued to ensure that the remaining electors filled their enumeration forms well in time, and also had their names included in the draft electoral rolls to be published on August 1, 2025. Such electors are also being encouraged by Booth Level Officers to fill up their forms online (in accordance with para 3(d) of the SIR guidelines), using their mobile phones through the ECINet app, or through the online form on Electors can also fill their enumeration forms online through the ECINet portal, and also search for their names in the 2003 voter rolls, wherever applicable.

Bihar voter verification: In 10 days, 94% of forms handed out, only 21% filled and returned
On the 12th day of the month-long Special Intensive Revision of electoral rolls in Bihar on Sunday, the Election Commission (EC) said that the initial phase of the campaign of printing and distributing enumeration forms to all the registered voters in the state is 'almost complete' and that 21.46% of the filled out forms had been submitted. 'The initial phase of the exercise, during which enumeration forms were to be printed and distributed, is almost complete with the forms being made available to all electors who were available,' EC Deputy Director P Pawan said in a statement. However, there is a significant backlog in the number of forms uploaded to the poll body's ECINET database, with only around 7.25% of the 1.69 crore now up on the system. 'The partially filled forms are also available for download on the portal as well on the ECINET app. The filled forms can be uploaded by the electors themselves on the app,' Pawan said. Till 6 pm Sunday, EC data shows that enumeration forms of 1.69 crore (21.46%) of nearly 7.9 crore electors enrolled as on June 24, 2025, have been received. 'In the last 24 hours 65.32 lakh enumeration forms have been collected. There are still 19 days to go for the last date for submission of forms,' Pawan noted. Another data set provided by the office of the Bihar Chief Electoral Officer (CEO) showed that as of July 5, 23.9 lakh forms were uploaded on the ECINET system, of which Booth-Level Officers (BLOs) put up 23.14 lakh forms, while 75,789 voters directly uploaded them online. Vaishali tops the list in the collective submissions (BLO and citizen-initiated uploads) with over 1.78 lakh forms submitted. It is followed by Patna (1.69 lakh), East Champaran (1.46 lakh), Nalanda (1.37 lakh), and Samastipur (1.05 lakh). The bottom-five districts are Lakhisarai (4,674 forms), Buxar (14,415), Kaimur (17,781), Munger (19,532), and Sheohar (22,317). In terms of collection percentage too, Vaishali tops the list with 25.83% forms collected. It is followed by Supaul (22.46%), Nawada (22.29%), Kaimur (21.98%), and Arwal (20.54%). The lowest collection percentages till now are in Saharsa (6.43%), Katihar (7.54%), Aurangabad (8.18%), Lakhisarai (8.93%), and Madhubani (9.39%). The EC has said 77,895 BLOs are conducting door-to-door drives to help 'electors fill out the enumeration forms' and that in many cases 'photographs are being taken for immediate uploads'. A senior EC official said more than 20,000 additional BLOs had been pressed into service to ensure the timely completion of the drive. 'They (BLOs) are being supported by over 1.5 lakh booth-level agents in addition to the four lakh volunteers, including government servants and National Cadet Corps and National Service Scheme members to assist the elderly, persons with disabilities and vulnerable groups,' the official said. Bihar CEO Vinod Singh Gunjiyaal said the poll panel was actively collaborating with all stakeholders to spread awareness among voters and ensure no eligible voter is left out. A total of 239 Electoral Registration Officers (EROs), 963 Assistant EROs, 38 District Election Officers (DEOs), along with the state CEO, are involved in the drive.

U.S. goods imports plummeted in April, per data out Thursday, as President Trump's tariff policies rocked the global trade system. Why it matters: The decline is a sharp reversal of the front-loading effect the previous month, when firms raced to import stuff before the tariffs took hold. Zoom in: The monthly drop in imports is the largest on record, per the Commerce Department. Imports were still up from this time last year, however. The big picture: Trade with China fell to its lowest point since a historic pandemic shut the global economy. April imports from China, at $25.4 billion, were the lowest since March 2020 ($19.6 billion). And U.S. exports to the country also fell off a cliff to $8.2 billion — compared to $7.9 billion, as COVID-19 first hit the U.S. What they're saying: "It sure looks as though triple-digit tariff rates made a difference to trade flows, eh?" writes Carl Weinberg, chief economist at High Frequency Economics, in a note Thursday morning. The data is not really a sign of a weakening economy — unlike in the pandemic, companies stockpiled ahead of the tariff shock, and are now going to be drawing down elevated inventories of goods, he writes.
