Michael Madsen's official cause of death revealed: doctor
The cause of death for Michael Madsen has been revealed. His personal cardiologist has revealed the legendary actor died from heart failure. Madsen was discovered unresponsive by authorities in his Malibu, California, home on the morning of Thursday, July 3. Incomplete, factually incorrect replies submitted to panels causing embarrassment to govt: Haryana finance dept
The Haryana government's finance department has directed all top bureaucrats and heads of departments to furnish correct and timely replies and 'implement/ settle' issues raised by the Haryana Vidhan Sabha's Public Accounts Committee (PAC), Committee on Public Undertakings (COPU) and the Comptroller and Auditor General (CAG). The department also raised concerns on the 'incomplete, factually incorrect replies' submitted to the committees that cause 'unnecessary embarrassment to the government'. In the instructions issued last week, the department mentioned that it has come to its notice that 'according to the 91 PAC report, there are 1,653 recommendations awaiting final implementation or settlement'. Similarly, the '71st COPU of Vidhan Sabha's report indicates that there are 265 recommendations awaiting final implementation/ settlement'. The department mentioned that the committees have taken a serious view of the delay resulting in huge pendency, which need settlement at the earliest. 'Non-compliance of these instructions not only pile up the arrears of the recommendations/paras of PAC/COPU Reports but also hampers the work of PAC/COPU causing unnecessary embarrassment to the government,' the finance department mentioned. Reiterating its previous instructions, the FD wrote that 'an officer of the rank of under-secretary or above was to be appointed nodal officer by each department to ensure furnishing of action taken notes on the paras of CAG reports and action taken reports on PAC/COPU recommendations and replies in respect of matters relating to audit within the prescribed time limit. If nodal officer has not yet been appointed, the same may now be appointed and the information in respect of their names, posts/designation, telephone numbers etc. be intimated to Vidhan Sabha, principal accountant general (audit) and Finance Department within 7 days of receipt of this letter. In case of transfer of nodal officer, his charge be handed over to other officer and the information thereof be also conveyed to the concerned authorities. The nodal officers will be held responsible to get the replies sent within prescribed time limit in respect of all audit matters. In case of default action would be initiated against them.' The FD also wrote that 'it is a matter of regret that the departments are not adhering to the recommendations of Shakdhar Committee already accepted by the Haryana government and forwarded to all administrative secretaries, which emphasise that the replies of all the paras must be sent from the level of the administrative departments within a period of three months regarding action taken by the concerned department towards settlement of audit objections/ paras in the prescribed Proforma'. Issuing detailed instructions to the concerned officers, the FD mentioned, 'Replies of all the draft paras are required to be sent to the Principal Accountant General (Audit), Haryana within a stipulated period of six weeks by the Administrative Department itself and not by any subordinate office. Evidence/examination by the Committees should not be got postponed in any circumstance. The Administrative Secretaries are requested to attend the meetings as and when desired by the PAC/COPU/Estimates Committees.' Talking about the cases of misappropriation, defalcation etc, the FD said, 'Cases of misappropriation, defalcation etc. brought to the notice of the departments by principal accountant general must be investigated and decided quickly. 'The material being sent to the PAC/COPU/Estimates Committee should be neat, clear and legible without any grammatical/spelling mistakes. Hindi and English version both should be sent. The material should be sent in time and not on the 11th hour,' the FD's instructions mentioned adding that the replies should be submitted in the prescribed proformas only and added that 'the quarterly progress reports should be sent by July 15, October 15, January 15th and April 15th without any delay to the PAC/ COPU'.

In Xavier's first-round Big East Tournament loss to Marquette in March, Freemantle became the fourth Xavier player to rank top 10 all-time in scoring and rebounding, joining David West, Romain Sato and Tyrone Hill. Freemantle also played in the National Association of Basketball Coaches (NABC) Reese's Division I College All-Star Game at the Final Four in San Antionio earlier this month. Zelensky alleges at least 155 Chinese mercenaries fighting in Russian army
April 10 (UPI) -- Ukrainian President Volodymyr Zelensky said his intelligence services had documentary evidence that at least 155 Chinese nationals were fighting on the Russian side in its war on Ukraine. "There are 155 Chinese citizens who are fighting against Ukrainians on the territory of Ukraine," President Volodymyr Zelensky told reporters at a news briefing Wednesday night. "We are collecting information, we believe that there are many more. For these 155, we have passport data, where they are from, their Chinese documents, age, etc. Also units where they're serving, 70th, 71st, 255th motorized rifle regiments and others," he said. "After recruitment, these people arrive in Moscow, where they undergo 3-4 days of medical examinations and 1-2 months in training centers. They fight on the territory of Ukraine. They receive migration cards, as well as a card of the Mir payment system [Russia's equivalent of the Visa or Mastercard payment networks], for which they receive money, respectively." The men had been recruited through a Russian advertising campaign rolled out over Chinese social networking channels and more mainstream social media, including TikTok, which is Chinese-owned, using promotional videos, according to Zelensky. He added that "official Beijing" was aware of what was going on but suggested clandestine recruitment may also be happening alongside. The claims came a day after Ukraine said it had captured two Chinese citizens fighting for Russia in Ukraine's eastern Donbas region, one of the frontlines in the war. Ukraine Foreign Minister Andrii Sybiha summoned China's charge d'affaires to get answers, warning the discovery called into question China's claim to support peace and undermined its credibility as a "responsible" permanent member of the U.N. Security Council. China's Foreign Ministry said it was working to verify the reported involvement of Chinese citizens in the war with Ukrainian officials but rejected the claim there were many more than the two that had been captured. "Such claim has no basis in fact. Let me stress that the Chinese government always asks Chinese nationals to stay away from areas of armed conflict, avoid any form of involvement in armed conflict, and in particular avoid participation in any party's military operations," said spokesman Lin Jian at his regular briefing Wednesday. He said Ukraine needed to "correctly view" the clearly constructive role China was playing in working toward a political settlement of the Ukraine conflict, insisting its positive stance was widely recognized by the rest of the international community. Lin said he had no information on whether Ukraine had previously raised the issue with Beijing through formal channels. Ukraine's Pravda news website reported that one of the Chinese men had told his Ukrainian captors that he had paid $3,530 to an intermediary to enlist in Russian forces as a route to Russian citizenship and that he trained among a group of other Chinese in Russian-occupied Luhansk, which together with Donetsk makes up the Donbas region. The prisoner said some of his countrymen in the group were escaping "legal issues" back home in China and that he had traveled to Russia as a "tourist." North Koreans have also become involved in the conflict, with some 11,000 believed to be fighting Ukrainian forces in Russia's Kursk province after Kyiv invaded part of the region in a counteroffensive in August.

Zelenskyy: 155 Chinese citizens are fighting for Russia
Ukrainian President Volodymyr Zelenskyy has reported that 155 Chinese nationals are fighting against Ukraine on its territory, although the number may be higher. Details: Zelenskyy stated that the Russians are recruiting Chinese citizens, particularly through social media platforms such as TikTok and other Chinese social networks. There may also be secret recruitment." The two citizens of the People's Republic of China were captured in Donetsk Oblast by soldiers from the 81st Separate Airborne Slobozhanska Brigade of the Ukrainian Air Assault Forces and the 157th Separate Mechanised Brigade. US Department of State spokesperson Tammy Bruce stressed China's role in supporting Russian aggression after evidence had been published of Chinese citizens participating in the war against Ukraine. A Chinese citizen captured by Ukrainian forces during the fighting near the settlement of Bilohorivka in Luhansk Oblast revealed that he joined the Russian military through an intermediary in China, paying RUB 300,000 (approximately US$3,480). His motivation was the promise of Russian citizenship. He underwent military training in occupied Luhansk Oblast, where he had no interpreter, relying instead on gestures and a phone to communicate.
