EU court rules against green groups trying to block Spanish wind farms

MADRID, Aug 1 (Reuters) - The European Court of Justice on Friday dealt a blow to environmental groups trying to stop wind farms from being built in Spain's northwestern Galicia region, in a ruling affecting billions of euros of investment. Companies developing wind farms in Galicia and regional authorities welcomed the decision, which is a setback to opponents' strategy of using the courts to block plans they say encroach on the environment and the lives of local people. The court rejected the environmentalists' argument that the public's rights to consultation had been violated. The decision affects dozens of planned wind projects that were approved by the regional government and then halted by the highest regional court after locals and environmental groups filed hundreds of lawsuits. Last year, the Galician court asked the European Court of Justice to rule on whether Galician and Spanish laws comply with EU access to information rules in the permitting process. Carmen Bouso from the regional government's environment department said the court's decision "clearly and emphatically supports" the procedures used to approve wind energy projects and the government's full respect of the public's rights to participate in the process. She urged regional judges to resume their consideration of lawsuits that they had put on hold pending the ruling of the European court. The AEE, a Spanish wind industry group, welcomed the ruling as "a key step toward restoring legal certainty" in the region. "Now it's time to act quickly and responsibly so that the projects that have been stalled until now can resume operations as soon as possible," AEE General Director Juan Virgilio Marquez said. There are 92 wind farms targeted by legal actions in Galicia, 86 of which have been halted before construction started, according to data provided by regional authorities. They involve an estimated investment of 3 billion euros ($3.42 billion) and have a total planned capacity of almost 2.5 gigawatts (GW). ($1 = 0.8762 euros)

Key stretch near Arunachaleswara temple in Tiruvannamalai to be widened

The State Highways will soon widen the existing narrow Tiruvannamalai Road near Arunachaleswara temple in the town to provide more road space especially for ambulances, government buses and school vans on the route. Officials of State Highways said that the narrow stretch is a key route to connect surrounding villages with the town. It also provides a short route for long distance travellers and pilgrims to reach the town, especially the 14-km-long Girivalam Path and the temple. 'The stretch near the road over bridge, will be widened to provide more road space for motorists and pedestrians. Adequate land on both sides of the bridge will be acquired for the purpose,' S. Anbarasu, Assistant Executive Engineer (AEE), State Highways (Tiruvannamalai), told The Hindu. Widening work will be funded under the Chief Minister Road Development Project (CMRDP). The stretch will be widened from the existing seven metres to 10.5 metres to utilize the unused road space and will acquire private land. The work will be done in coordination with Tiruvannamalai Corporation, police and Tangedco as key water pipelines from Sathanur dam for domestic consumption within the civic body passes through the stretch. 'During rush hour, school vehicles, government buses and office goers find it difficult to navigate the narrow carriageway, resulting in traffic congestion. The widening of the stretch is a welcome measure,' said P. Bhaskan, secretary, Tiruvannamalai All Traders' Association. As part of land acquisition for the work, Collector K. Tharpagaraj chaired a meeting with stakeholders including officials from Revenue Department, State Highways, Corporation, police to fasten the process and compensate affected families on the route. Highway officials said that 1.90 of land should be acquired on both sides of the stretch to widen it. Except for a few government buildings like the market committee building, most of the land is owned by private individuals. As per plan, the stretch will be widened to a distance of 425 metres especially below the bridge to allow vehicles to navigate easily within the town. The existing narrow storm water drain on both sides of the stretch will be widened to discharge excess rainwater and prevent inundation of the town during monsoon. Each drain will be three feet wide and four feet deep. Tiled footpaths will be laid on the widened drain to allow pedestrians to use the space rather than walking on the carriageway. Also, separate space, which measures 50 cm wide, between the drain and carriageway is being laid with pavement blocks for utility works including electrical lines and internet cables. It will prevent unnecessary road cutting works to attend to any fault in these lines on the stretch. The entire work will start in the coming months.

Ameren's stock prices have soared 33.3% over the past 52 weeks, significantly outperforming the S&P 500 Index's ($SPX) 13.4% returns and the Utilities Select Sector SPDR Fund's (XLU) 20.3% gains during the same time frame. Ameren's stock prices gained 1.4% in the trading session after the release of its mixed Q1 results on May 1. The company's operating revenues from electric sales soared 18.9% year-over-year to $1.6 billion, along with a notable uptick in natural gas sales to $475 million. This led to its overall revenues growing 15.5% year-over-year to $2.1 billion, surpassing the consensus estimates by 5.7%. However, Ameren's profitability didn't flare as expected, due to an increase in operating and interest expenses. Its non-GAAP EPS grew by a modest 4.9% compared to the year-ago quarter to $1.07, and missed the Street's expectations by 93 bps. Nevertheless, the stock maintains a consensus 'Moderate Buy' rating overall. Of the 15 analysts covering the AEE stock, opinions include nine 'Strong Buys' and six 'Holds.' Its mean price target of $105 suggests a modest 4% upside potential from current price levels. KHB employee among three booked for selling govt site

The Lokayukta police on Wednesday booked an Assistant Executive Engineer (AEE) with Karnataka Housing Board (KHB) and two private individuals, for illegally selling a KHB site for ₹10 crore in Yelahanka New Town, causing a loss to the exchequer. The accused Syed Asghar, AEE with KHB (Yelahanka New Town) was arrested along with Govindaiah and Harini Satish from T. Dasarahalli, charging them under Prevention of Corruption Act, 1988 and also under section 409 (criminal breach of trust by a public servant), 420 (cheating), and 468 (forgery for the purpose of cheating) of Indian Penal Code. According to the Lokayukta police, Asghar sold KHB site 271 'A' Sector site measuring 50.5 x 80 ft to Govindaiah and Harini, causing wrongful loss to the government. The suspects have been issued notices to appear for an inquiry, a senior officer said. The role of a fourth suspect is yet to be established. On Wednesday, Lokayukta police launched raids at the KHB's Yelahanka New Town office and the residences of Asghar and Govindaiah. Officials said that the searches yielded documents and their photocopies related to the site.
