Dr. Puneet Kumar Goel appointed as new Chief Secretary of Manipur
Guwahati: The Appointments Committee of the Cabinet (ACC) has appointed Dr. Puneet Kumar Goel , a 1991-batch IAS officer of the AGMUT cadre, as the new Chief Secretary of Manipur . Dr. Goel succeeds Prashant Kumar Singh a 1993-batch IAS officer of the Manipur cadre, who held the post for exactly six months before being reassigned. Manipur has been under President's Rule since February this year. His posting to Manipur was facilitated through an inter-cadre deputation from AGMUT to the Manipur cadre, as per the Ministry of Home Affairs order dated July 16. His appointment comes at a time when the state is grappling with ongoing ethnic unrest and complex rehabilitation efforts and is being seen as a strategic move to ensure stability and effective governance. Outgoing Chief Secretary Singh has now been appointed Secretary of the National Commission for Scheduled Tribes, the position formerly held by Dr. Goel. Singh's short tenure in Manipur was marked by sensitive handling of socio-political challenges and his public commitment to rehabilitate all inmates of relief camps by December 2025. Singh was appointed Manipur Chief Secretary in January this year replacing Vineet Joshi, who was then appointed as Union Higher Education Secretary. Singh was then working as the New and Renewable Energy Secretary. The senior official said that Goel's reputation for steady leadership and policy execution is expected to be crucial in managing the state's volatile landscape and delivering on urgent development and humanitarian commitments. More than 260 people have been killed and around 70,000 people of different communities rendered homeless in the ethnic violence between the Meiteis and Kuki-Zo-Hmar communities since May 3. Manipur has been under President's Rule since February 13, four days after the resignation of N. Biren Singh from the Chief Minister's post. Census Th. Chitra Devi, Director of Census Operations, Manipur, called on Governor of Manipur, Ajay Kumar Bhalla, at Raj Bhavan, Imphal. The Director briefed the Governor about the update on the preparations and activities undertaken by the department for the upcoming Census 2027, scheduled to commence in April 2026. She also highlighted the administrative and managerial challenges faced by the directorate and sought the Government's support. The Governor assured his support to address these issues to ensure smooth conduct of census operation in the state.

Third bureaucratic rejig by BJP govt, senior IAS officers get new postings
In its third bureaucratic rejig since it came to power, the BJP-led Delhi Government on Thursday transferred and posted seven senior IAS officers in key roles. Additional Chief Secretary (Finance and Revenue) Ashish Chandra Verma, who will be relieved on June 30, will be replaced by Bipul Pathak as the Additional Chief Secretary (Finance and Planning). Pathak, a 1992-batch IAS officer of Arunachal Pradesh-Goa-Mizoram and Union Territory (AGMUT) cadre, currently helms the Department of Industries. He also holds the additional charge of the Environment and Forest departments. Prashant Goyal, a 1993-batch IAS officer of AGMUT cadre – currently Additional Chief Secretary (Urban Development) with additional charges of Shahjahanabad Redevelopment Corporation (SRDC) – has been posted as Financial Commissioner with immediate effect from July 1. His posting follows the retirement of IAS officer Chetan B Sanghi. As part of the reshuffle, IAS officer Sandeep Kumar of the 1997 batch, who has been transferred to Delhi from Lakshadweep, will now be posted as Principal Secretary (Vigilance). He has also been given the additional charge of the Administrative Reforms, Environment and Forest departments. Pandurang K Pole, Secretary (Higher Education) and Department of Training and Technical Education (TTE), will hold additional charge of Secretary (Urban Development) from July 1. Apart from this, IAS officer Neduchezhiyan has been posted as Principal Director (Delhi Fire Services), while Arun Kumar Mishra has been placed at the disposal of the Municipal Corporation of Delhi. Sunil Anchipaka has been posted as Special Commissioner (Trade and Taxes).

Delhi Police chief Sanjay Arora to retire on July 31
A month and a half before Delhi Police Commissioner Sanjay Arora's retirement, the Delhi government's Home Department has issued a notification informing that the Commissioner will be leaving office on July 31, it is learnt. Arora, who is a 1988-batch IPS officer from the Tamil Nadu cadre, took charge of the Police Commissioner's office in August 2022. With Arora's retirement confirmed, police sources said that a call on his successor will be taken later. Director General of Prisons Satish Golcha (1992-batch IPS AGMUT cadre) and CISF Special Director General Praveen Ranjan (1993-batch IPS AGMUT cadre) are among the other senior officers in the force. However, sources have pointed out that the last two Police Commissioners, including Arora, have not been from the Arunachal Pradesh-Goa-Mizoram and Union Territory (AGMUT) cadre. The previous commissioner, Rakesh Asthana, was from the Gujarat cadre. Police Commissioner Arora's career has spanned over four decades. During his time in the Tamil Nadu Police, he was the Superintendent of Police (SP) of the Special Task Force and carried out operations against forest brigand Veerappan in the sandalwood forests of the state. In 2004, the sandalwood smuggler was killed in a shootout by Arora's team, which was led by famed IPS officer K Vijay Kumar. Arora would earn the CM's Gallantry Medal for Bravery and Heroic Action for his role. His work in Tamil Nadu would also earn him a Police Medal for meritorious service in 2004. Ten years later, he would be awarded the President's Police Medal for distinguished service. He was also part of the United Nations Peacekeeping Mission in Kosovo, for which he earned a UN Peacekeeping medal. He went on to serve as the Director General of the Indo-Tibetan Border Police and the Director General of the Sashastra Seema Bal from 2021 to 2022.

Chandigarh administration has more IAS officers than sanctioned posts
Chandigarh: The Chandigarh administration, infamous for its top-heavy babudom, now has more IAS officers posted than the sanctioned IAS posts in the city. According to the Jan 3, 2025 notification of the Govt of India, 'The Indian Administrative Service (Fixation of Cadre Strength) Amendment Regulations, 2025', there are 11 sanctioned posts for IAS officers in the city. Of these, the secretary-level posts are only six, but the UT has 13 such officers currently. After the latest joining of three new IAS officers, the total strength of the IAS officers with the UT increased to 12. This includes one IAS officer posted as municipal commissioner, who is also holding the charge of secretary, rural development and panchayats. In addition, there is also a Central Secretariat Service (CSS) officer serving as Secretary of the Social Welfare Department. Consequently, there are 13 secretary-level officers in the UT administration. In contrast to the fully filled IAS posts, there is a shortage of staff lower down the hierarchy. For instance, in the education department, there are 1,500 posts vacant. Of these, only recently, the administration started the recruitment process for 993 posts. Earlier this week, three officers - Swapnil M. Naik, Pradeep Kumar, and Mohamed Mansoor - joined the Chandigarh administration. He was also given the charge of Chairman, CITCO, relieving Ajay Chagti of the charge. In addition, he was appointed as Officer on Special Duty (OSD), Personnel. Pradeep Kumar, a 2013 batch officer of the AGMUT cadre, has been posted as Special Commissioner, MC. So, now we have a secretary being posted as OSD or having main charges of Agriculture and Animal Husbandry, both of which have a very small footprint in an urban area like Chandigarh," said a retired IAS officer who didn't want to be named. A senior UT official, however, contended, "We have IAS officers heading multiple departments and are overburdened. The posts are sanctioned by the central govt. There are 11 posts sanctioned, and 11 IAS officers have been posted. The MC commissioner post is not counted in these 11 sanctioned posts."

UT's control: AGMUT cadre edges out Hry-Pb big time
1 2 Chandigarh: Even as Punjab and Haryana slug it out over river-water share, their capital city, the Union Territory of Chandigarh, is now predominantly manned by the AGMUT cadre IAS officers, edging out both Haryana and Punjab cadre IAS officers. Traditionally an itchy point in the Centre-state relations in this region, the control over Chandigarh is now surely resting in the hands of the AGMUT cadre IAS officers, who not only have a majority in the UT's administration but also hold the major chunk of key departments under their reign. At present, there are five AGMUT cadre IAS officers. Three more AGMUT cadre IAS officers were recently transferred to the Chandigarh administration and are likely to join the administration in the near future. This will take the strength of the AGMUT level officers to eight. In addition to this, there is one Central Secretariat Service (CSS) officer. There are two IAS officers each from Haryana and Punjab. The edging out of the Haryana and Punjab cadre IAS officers is all the more glaring at the top echelons of the administration, that is, at the 'secretary' level positions. At present, there are five AGMUT cadre IAS officers, including the chief secretary at this level. In addition, the CSS officer is also assigned secretaryship of a number of departments. At the secretary level, one officer from the Haryana cadre is the UT home secretary, and one officer from Punjab is the finance secretary. The deputy commissioner, a Haryana cadre IAS officer, has been assigned secretaryship of one department. In the boards and corporations, except for the Chandigarh municipal corporation, which has a Punjab cadre IAS officer as municipal commissioner, all other corporations and boards are now headed by the AGMUT cadre IAS officers. The top posts in the Chandigarh Housing Board (CHB) and Chandigarh Industrial and Tourism Development Corporation Limited (CITCO), traditionally reserved for Punjab cadre IAS officers, are manned by the AGMUT officers. Similarly, originally the post of commissioner, excise and taxation rested with a Haryana cadre IAS officer, but now an AGMUT cadre IAS officer has been assigned the post. The post was taken away from the Haryana cadre IAS officer and assigned to an AGMUT cadre officer in 2024. Traditionally, it was a Punjab cadre IAS officer who was posted as secretary, excise and taxation officer, but now it is an AGMUT cadre IAS officer. "In the recent past, a lot of friction was seen between the AGMUT and the Haryana-Punjab cadre officers. In one instance, the tussle between AGMUT cadre officers and a Haryana cadre officer even entered the public space," said a UT official.
