CUTTACK: The Orissa High Court has fixed July 17 to review the drainage upgrade work at the SCB Medical College and Hospital (SCB MCH), Acharya Harihar Post Graduate Institute for Cancer (AHPGIC) and Sardar Vallabhbhai Patel Post Graduate Institute of Pediatrics (Sishu Bhawan), in Cuttack. The bench of Justice SK Sahoo and V Narasingh, which is dealing with PILs on civic issues in Cuttack city, fixed the date after taking on record a report submitted by CMC on rain preparedness for the ensuing monsoon at the three premier medical institutions following the HC's order. According to the report, 80 per cent of the drain desilting work inside SCB MCH campus and AHPGIC completed and the rest will be finished by end of the month. It also stated that a high-power VOLVO pump bearing capacity of 24 HP has been installed for dewatering of storm water from the Sishu Bhawan campus. Another 10 HP pump will be provided, if required, at the time of heavy rains. For construction of drainage facility inside Sishu Bhawan Rs 8.08 crore has already been approved by the Health & Family Welfare department. The internal drainage network will be completed by August 31, 2026, the report said.

1 2 3 4 Cuttack: The Cuttack municipal corporation has informed the Orissa high court that efforts are being intensified to address persistent waterlogging issues at SCB Medical College and Hospital, Acharya Harihar Post Graduate Institute for Cancer (AHPGIC) and Sardar Vallabhbhai Patel Post Graduate Institute of Paediatrics (Sishu Bhawan) in Cuttack. A special bench for hearing PILs on civic issues in Cuttack was taking stock of preparations amid the ongoing rains at the three state-run premier medical institutions on June 19. In its report to the court, CMC stated that significant progress was made in compliance with the orders issued by the high court on May 16. According to the report, the desilting of drains within SCB and AHPGIC campuses located in close proximity is nearly complete, with 80% of the work done. The remaining work is expected to be done by the end of this month. To combat flooding during monsoon, four dewatering pump motors have been installed by the CMC at key locations within the campus, including near the casualty ward, post-mortem block and the cancer institute. The civic body has also begun clearing encroachments and desilting drains around Sishu Bhawan. A 24 HP VOLVO pump has been installed for dewatering, with provisions to install an additional 10 HP pump if needed. The absence of a discharge outlet in the vicinity underscores the need for a new internal drainage system. Tender for the new drainage network was floated on June 16, with the last date for submission set as July 18. Work orders are expected to be issued by Sept 1 and the project is scheduled for completion by Aug 31 next year. Authorities have instructed all departments to ensure pre-monsoon preparedness to avoid any health and infrastructural emergencies, the high court was further informed. The two-judge bench of Justice S K Sahoo and Justice V Narasingh posted the matter to July 17 for further review.

CUTTACK: The Orissa High Court has imposed restriction on recruitment to the post of assistant professor in different disciplines (super specialty) at the state-run Acharya Harihar Post Graduate Institute of Cancer (AHPGIC) in Cuttack. The vacation court on Friday allowed the recruitment process to continue but barred selection of candidates for the posts. On May 28, the director of AHPGIC issued an advertisement inviting applications for 17 posts of assistant professors in six super specialty disciplines. A petition challenged the legality of the advertisement alleging that the selection process outlined in it was a violation of the Odisha Medical Education Service (Method of Recruitment and Conditions of Service) Rules, 2021, and the institute's own bye-laws. Dr Paresh Chandra Mohanta, an assistant professor in the department of TB and chest diseases at MKCG medical college and hospital, Berhampur, along with four others filed the petition. The advertisement outlined selection based solely on academics - 40 per cent weightage to MBBS marks for candidates who completed their post-graduation before 2016/2017, and 20 per cent from PG - without holding a written test. However, as per Clause 4 of the Odisha Medical Education Service Rules, recruitment to the post must be conducted through a written examination. Advocate Jitendra Kumar Lenka, representing the petitioners, argued the Supreme Court of India has consistently held that appointments made in violation of statutory rules are null and void. He sought quashing of the advertisement and directions for issuing a fresh one in line with the statutory rules and bye-laws of AHPGIC. Taking note of it, Justice Aditya Kumar Mohapatra issued notices to both director and dean of AHPGIC seeking reply affidavits within two weeks. 'As an interim measure, it is directed that the selection process pursuant to the advertisement dated May 28, 2025 shall continue, however no final decision shall be taken without the leave of this court,' Justice Mohapatra ruled.

While allowing the recruitment process to go ahead, the vacation bench of Justice Aditya Kumar Mohapatra restrained authorities from finalising appointments without its permission and posted the matter for hearing in the week commencing August 4. The court's direction came while hearing a petition filed by Dr Paresh Chandra Mohanta, an assistant professor in the department of TB at MKCG Medical College and Hospital, Berhampur, and four others. Their petition alleged that the selection process outlined in the advertisement is in violation of the Odisha Medical Education Service (Method of Recruitment and Conditions of Service) Rules, 2021, and the institute's own bye-laws. Appearing on behalf of the petitioners, advocate Jitendra Kumar Lenka argued that appointments made in violation of statutory recruitment rules are "null and void from the beginning," as consistently held by the Supreme Court. Lenka sought the quashing of the impugned advertisement and directions for issuing a fresh one in line with statutory rules and bye-laws of AHPGIC. Odisha hikes medical infrastructure budget to Rs 9,200 crore; to add 4,000 hospital beds

BHUBANESWAR: The Odisha government has revised the estimate for redevelopment of four key medical institutions and hospitals in the state and approved the capacity augmentation plan of Capital Hospital in the city. During a high-level meeting chaired by Chief Minister Mohan Charan Majhi on Tuesday night, it was decided that Rs 9,200 crore will be spent for transformation of VIMSAR in Burla, MKCG Medical College and Hospital (MCH) at Berhampur, Acharya Harihar Post Graduate Cancer Institute (AHPGIC) at Cuttack and Rourkela Government Hospital (RGH), apart from the Capital Hospital. Earlier, the state government had estimated to invest around Rs 3,360 crore for redevelopment of four medical institutions as per the Indian Public Health Standards (IPHS) guidelines. Once the five medical facilities are redeveloped, the bed capacity in these hospitals will go up to 8,859 from existing 4,762. One of the key recommendations of IPHS was to increase sanctioned bed strength to one bed per 1,000 population. At present, Odisha has 0.4 beds for 1,000 population. Sources said, VIMSAR will be redeveloped at a cost of Rs 1,594 crore instead of Rs 950 crore as estimated earlier. Three campuses of the MCH will be developed in an integrated manner along with the expansion of the teaching hospital, burn unit, trauma care unit and cancer wing. All residential buildings, hostels and paramedical institutions have also been planned. Once completed, the hospital's bed capacity will go up from 1,485 to 2,861. The Health department has modified the estimate for redevelopment of MKCG MCH from Rs 850 crore to Rs 1,014.13 crore. The plan includes a state-of-the-art trauma care centre, burn care unit and dental college besides the expansion of the cancer wing and PG department. Its bed strength will increase from 1,583 to 2,033. While the estimate for the redevelopment work of AHPGIC has been revised to Rs 895.89 crore, RGH will be redeveloped at a cost of Rs 627.16 crore. This would enhance the bed strength from 507 to 1,127 in AHPGIC and 437 to 763 in RGH. Along with the clinical beds, the cancer institute will have hostels for PG students and senior residents, besides five VIP guest houses in a single block. The chief minister has also approved the redevelopment plan of the Post Graduate Institute of Medical Education and Research and Capital Hospital in the city at an estimate of Rs 5,958 crore. The plan includes academic building, hostels, staff quarters, auditorium and facility for patients' attendants along with clinical beds. 'The CM has also decided to develop SCB MCH in Cuttack as an AIIMS++ institution for which construction work is underway at an estimated cost of Rs 4,474.49 crore. The new facilities with an enhanced bed capacity of 3,796 will be ready by June 2026,' the CMO said in a statement.
