SHRC orders 5L relief for medical negligence
Chennai: State human rights commission (SHRC) has directed state govt to pay 5lakh as relief to a woman who delivered a stillborn baby due to an alleged delay in medical attention at Murukkeri primary health centre (PHC) in Villupuram. SHRC member V Kannadasan passed the order on a complaint moved by the woman's mother, K Devamani, alleging medical negligence and inhumane treatment at the PHC, which led to the stillbirth of her daughter Subbulakshmi's baby. According to the complaint, Subbulakshmi, who was eight months pregnant, experienced heavy bleeding and was admitted to the PHC on Apr 26, 2021. She contracted COVID-19 during treatment and experienced severe physical and mental distress. Opposing the plea, the PHC's medical officer, Dr K Varadaraj, and auxiliary nurse midwife (ANM) Prabavathi denied instructing the complainant to clean the blood stains. They also denied negligence and emphasised timely medical response and referral to a higher facility. Recording the submissions, the commission found that delay in shifting the patient contributed to the death of the baby. "It was established that a worker, Muthulakshmi, was responsible for instructing the complainant to clean the delivery area, which caused the delay. The worker was later dismissed from service on Nov 6, 2022," SHRC said. The commission also noted the director of public health and preventive medicine failed to include critical documents, including statements from the victim, in the enquiry report submitted to the commission. While dismissing the complaint against the medical officer and ANM on duty for lack of direct evidence, SHRC held govt liable and ordered the relief for violation of the fundamental right to timely medical care under Article 21 of Constitution. SHRC also recommended that govt increase the number of doctors, nurses, and medical staff in PHCs, especially in rural areas, and improve ambulance services with a focus on maternal care.

Govt launches 'Anak Merdeka Malaysia' initiative to boost patriotic spirit
KUALA LUMPUR: The National Unity Ministry, through the National Archives of Malaysia (ANM), has introduced the "Anak Merdeka Malaysia" initiative to ignite patriotic spirit in conjunction with this year's National Day and Malaysia Day (HKHM) celebrations. It said the programme also aims to honour Malaysians born on two of the nation's most historic dates – August 31 and September 16 – as a symbol of the country's struggle, independence and unity. Minister of National Unity Datuk Aaron Ago Dagang said in the statement that the initiative is not merely about celebrating birthdays, but also about recognising the profound meaning those dates hold in strengthening national identity and patriotism. "Through 'Anak Merdeka Malaysia', we are not only celebrating their birthdays, but also uniting the voices of the people under one national identity. "This is the true face of Malaysia Madani – a nation that honours its history, nurtures hope, and unites its people," said Aaron. According to the ministry, registration is now open to all Malaysian citizens who share a birthday on either of these two historic dates, regardless of background, age or ethnicity. The statement added that those who register will be given the special opportunity to take part in various activities during the official national-level celebrations, receive commemorative gifts, and be honoured as symbolic national heroes representing the spirit of Malaysian unity. "The ministry calls on all Malaysians to help spread this information to family members, friends and local communities, so that more people can be celebrated as part of the Merdeka legacy. "This is our chance as citizens to strengthen patriotism through inclusive and meaningful participation," it said in a statement yesterday. – Bernama

Romania faces one of driest agricultural years since 1901
BUCHAREST, July 25 (Xinhua) -- Romania is facing one of its driest agricultural years in over a century, with rainfall far below normal levels, the head of the National Meteorological Administration (ANM) said on Friday. Speaking at the "Climate Change and Economic Impact" conference, ANM Director General Elena Mateescu said the 2023-2024 agricultural year ranks as the fifth driest since records began in 1901, with cumulative rainfall from September 2023 to July 2024 totaling just 534.7 liters per square meter. Mateescu warned that the current 2024-2025 agricultural year is also on track to be among the driest, with only 500.7 liters per square meter recorded so far. "It's very close to the top of the driest agricultural years," she said. Severe soil drought continues to affect wide areas in Romania's west, south, and southeast, threatening crop yields and economic stability. Mateescu pointed to a growing trend, saying dry years have occurred five to six times per decade since 2000. She called for urgent adaptation strategies in agriculture and climate change, alongside emergency planning, to tackle escalating climate risks.
