Student delegation visits Delhi Assembly
New Delhi: Aspart of the National Governance Tour 2025, a delegation of 45 bright students from 28 states—representing premier institutions such as IITs, IIMs, NLUs, and other leading universities,visited the Delhi Legislative Assembly on Monday. The group held an interactive session with Speaker Vijender Gupta on the theme: 'Strengthening Legislative Transparency and Accountability in Urban Governance.' In a vibrant dialogue, students explored various facets of public participation and institutional oversight within Delhi's legislative processes. They engaged actively with Speaker Gupta, asking insightful questions and exchanging views on the role of youth in strengthening democratic governance. Addressing the delegation, Speaker Vijender Gupta emphasized the pivotal role of legislative institutions in a democracy and encouraged students to contribute actively to public life with integrity and a spirit of service. Applauding the participants' keen interest in planned and democratic governance, he answered their questions during a 20-minute Q&A session. 'This Assembly belongs to the people,' said Gupta. 'Your curiosity and participation are powerful symbols of India's democratic future.' He also informed the students about several reform initiatives currently underway in the Delhi Assembly, including the recent adoption of the Audit Para Monitoring System (APMS) developed by the Government of India. This system enables real-time tracking of audit objections raised by the Comptroller and Auditor General (CAG), marking a significant stride toward greater transparency and accountability. Further showcasing the Assembly's commitment to sustainable governance, Gupta shared that a 500-kilowatt solar power project is being installed within the Assembly premises, expected to be completed by July. Once operational, this initiative will reduce the annual electricity expenditure by approximately Rs 2 crore. 'This project reflects our commitment to environmental sustainability and economic prudence,' he added. Delving into India's legislative history, Gupta recounted a significant moment from March 18, 1919, when the Rowlatt Act was passed in Delhi. During the heated debate, Mahatma Gandhi was present in the visitors' gallery and later addressed the public outside the Assembly premises. Speaker Gupta described this event as a defining example of civil resistance and people's participation, marking the deep roots of India's democratic journey. In conclusion, Gupta urged the youth to become future torchbearers of democratic values, transparency, and accountability, and to act as a bridge between citizen leadership and institutional governance.

World Bank may give extra $50m financing to Discos
ISLAMABAD: The World Bank is likely to extend an additional $50 million in financing to power distribution companies (Discos) under the Electricity Distribution Efficiency Improvement Project – Additional Financing (EDEIP-AF). According to the World Bank, technical discussions will be held today (Thursday) at the World Bank's Islamabad office. The proposed additional financing aims to further enhance the operational and financial performance of the Hyderabad Electric Supply Company (HESCO) and Peshawar Electric Supply Company (PESCO) through the scaled deployment of Asset Performance Management Systems (APMS). Both HESCO and PESCO, currently among the poorest-performing Discos, have not been slated for privatisation so far. Sources indicate that the technical discussions were originally scheduled for June 17, 2025. However, they were postponed after the Central Development Working Party (CDWP) delayed its approval. A senior Planning Commission official had raised questions about the PC-I and suggested revisions to the submitted documents. The additional financing is fully aligned with the project's development objectives, which include improving operational efficiency in targeted areas of selected distribution companies, supporting progress on the power sector reform agenda, and advancing the Country Partnership Framework (CPF) between the Government of Pakistan and the World Bank. During negotiations, discussions covered the draft Financing Agreement between the Government of Pakistan (the Recipient) and the World Bank (the Association), the draft Project Agreements with HESCO and PESCO (the Project Implementing Entities), the draft Project Paper (PP), the Disbursement and Financial Information Letter (DFIL), and the Environmental and Social Commitment Plan (ESCP). In line with the World Bank's Access to Information Policy, once a project is approved by the Country Director for financing, the Association publicly discloses the PP, legal agreements, and other relevant documentation. The Association may also release the PP upon its distribution to the Board, subject to the Recipient's consent. The Pakistani delegation will share data contained in the PP that may be confidential or sensitive and could potentially impact the relationship between the World Bank and the Government of Pakistan. Suggested revisions to the PP's wording were discussed to resolve any issues related to its release. The outcomes of the negotiations have been documented in mutually agreed minutes, which were signed by the heads of both delegations. These signatures represent the Government of Pakistan's approval of the legal documents. As agreed with Pakistan's Governor on the World Bank's IDA Board of Governors, the head of the Pakistan delegation's signature will also be considered as the Governor's endorsement of the statutory committee's recommendation. Metro to India Gate, T1, and Kalindi Kunj: Delhi to get 3 new metro corridors worth Rs 11,150 Cr; cabinet nod likely soon NEW DELHI: The Centre has prioritised the construction of three new metro rail corridors - R K Ashram to Indraprastha, Aerocity to Terminal-1 and Tughlakabad to Kalindi Kunj - in Delhi, entailing an investment of around Rs 11,150 crore and having a cumulative length of a little over 16 km. These links were recently evaluated by the National Planning Group (NPG) under the PM GatiShakti framework for planning of infrastructure projects and are likely to be placed before the Cabinet soon for approval. Details of the plans presented before the NPG show that R K Ashram to Indraprastha will be the longest among the three corridors and it will be an underground route with nine stations - at Indraprastha, Bharat Mandapam, Baroda House, India Gate (adjacent to C-Hexagon), the newly built Common Central Secretariat (CCS) buildings along the Kartavya Path, Central Secretariat, Yuge Yugeen Bharat Museum (near Rakabganj Gurdwara), Shivaji Stadium and R K Ashram Marg. "So, this will be a complete loop connecting the Green Line (Indralok-Indraprastha link) with the Blue Line, and the Janakpuri West-R K Ashram Marg corridor. This will also help reduce footfall at Rajiv Chowk," said a source. The proposed station at India Gate will offer visitors a safe and convenient transport alternative, and reduce reliance on private vehicles, officials said. At present, the nearest metro connectivity is the Central Secretariat metro station and people either need to walk or take auto-rickshaws to reach India Gate. The corridor will also provide faster connectivity to the proposed 10 big central govt office buildings along the Kartavya Path. Two stations on this line at the CCS buildings and the Central Secretariat will ensure govt employees reach office quickly and without any hassle. Earlier, there was a proposal to have an automated people mover system (APMS) to link all the CCS buildings to basements, but it was abandoned as such a transportation system would have been used only by the govt employees. Officials said the extension of the metro line from Aerocity to Terminal-1 (2.3 km) will be completely underground and it will have only one station at Terminal-1. This will provide direct airport connectivity to people living in areas such as Tughlakabad, Khanpur, Saket, Mehrauli and Vasant Kunj. This will enhance airport access and regional transit, especially for commuters from Faridabad via the Tughlakabad interchange. The Tughlakabad-Kalindi Kunj link (4 km) will have three stations and it will be an elevated corridor. It will pass through Ali Village, Ali Vihar, and Madanpur Khadar. The new link will facilitate interchange at Kalindi Kunj with the existing Magenta Line, linking the Violet and Magenta corridors.

Assembly meet seeks to address audit compliance
New Delhi: Delhi assembly speaker Vijender Gupta convened a high-level meeting on Monday to address key matters related to audit compliance and financial governance . During the meeting, Gupta reiterated the importance of timely submission of action-taken notes on audit reports submitted by Comptroller and Auditor General (CAG) and emphasised the need for improved inter-departmental coordination. Apart from public accounts committee (PAC) chairperson Ajay Mahawar, accountant general (Audit) Roli Shukla Malge, additional chief secretary (Finance) Ashish Chand Verma, and senior officials of finance, excise, and health and family welfare departments were present at the meeting. PAC is currently scrutinising the CAG reports on health, excise, and pollution, which were tabled in Delhi assembly earlier this year. These measures aim to ensure accountability, enhance transparency, and promote timely response to audit findings. During the deliberations, the need for improved inter-departmental coordination and the timely submission of ATNs was emphasised to ensure that the recommendations of the CAG are adequately addressed. tnn
