Prima Facie...RCB Is Responsible For...: CAT Blames IPL 2025 Champions For Bengaluru Stampede; Check Full Statement

The Central Administrative Tribunal (CAT) on Tuesday found that the Royal Challengers Bengaluru (RCB) are "prima facie responsible" for the stampede that occurred on June 4 outside the M Chinnaswamy Stadium during the team's IPL 2025 victory celebrations and led to the death of 11 people and left several others injured. More than 2 lakh fans gathered around the MG Road and Cubbon Road areas near the stadium M Chinnaswamy Stadium after RCB announced a victory parade and a fan engagement programme to celebrate the team's maiden IPL trophy win. The chaotic celebrations turned into a full-blown tragedy, leading to the loss of lives, injuries and trauma for people. While hearing a petition filed by Additional Commissioner of Police Vikash Kumar Vikash, who had been suspended in the aftermath of the Bengaluru incident, the CAT observed that RCB's lack of coordination was a key factor behind the chaos. "Prima facie it appears that the RCB is responsible for the gathering of about three to five lakh people. The RCB did not take the appropriate permission or consent from the Police. Suddenly, they posted on social media platforms and as a result of aforesaid information the public were gathered," noted the Tribunal. Notably, RCB on their social media handles had posted about the parade and the fan engagement on the morning of June 4. The CAT noted that the police department was not given adequate notice or time to make the necessary security arrangements for a large gathering. "It cannot expected from the Police that within a short time of about 12 hours the Police will make all arrangements required in the Police Act or in the other rules. Police personnel are also human control the aforesaid type of gathering and for making the proper arrangements sufficient time should be given to the Police," the CAT observed, as reported by Cricbuzz. The Tribunal further mentioned the lack of formal communication from the Karnataka State Cricket Association (KSCA). "But neither the information was given to the Police for making the arrangements nor the permission was applied or granted by the Police. The KSCA submitted a letter which also did not contain any request for granting the permission or for making the arrangements. The letter shows only the information regarding the intention. Therefore, it was not expected from the Police that upon the basis of letter submitted before the Station In-charge of one Police Station, the Police will make all arrangements all of a sudden," the Tribunal noted. RCB, who had clinched their maiden IPL title on June 3 after defeating Punjab Kings in the final, at the Narendra Modi Stadium in Ahmedabad, haven't said anything on the development so far. Earlier, KSCA secretary A Shankar and treasurer ES Jairam had stepped down from their posts, accepting moral responsibility for the incident.

RCB banned from IPL 2026? Bengaluru stampede at Chinnaswamy stadium sparks speculation

Eleven people lost their lives and several others were injured during Royal Challengers Bengaluru's (RCB) IPL 2025 victory parade in Bengaluru. The event, meant to mark the team's first-ever IPL title win, turned into a stampede due to overcrowding and poor crowd control. Eyewitness accounts and video footage indicated a lack of proper exits, emergency medical services, and coordination between organisers and authorities. Police file FIR, arrests and resignations follow The Bengaluru Police have filed an FIR against RCB, the event management firm DNA Entertainment, and the Karnataka State Cricket Association (KSCA). Police arrested Nikhil Sosale, RCB's head of marketing and an employee of its parent company Diageo, on Friday. Two KSCA officials — Secretary A Shankar and Treasurer ES Jairam — resigned on Saturday amid mounting political and public pressure. Several victims' families have also moved court, demanding strict action and compensation. BCCI says it was a franchise event The Board of Control for Cricket in India (BCCI) has clarified that the parade was a franchise-led programme and not organised by the board. BCCI secretary Devajit Saikia said it was 'an unfortunate incident'. 'At some stage BCCI will have to do something. We cannot be a silent spectator,' Saikia told Cricbuzz. 'It was a private affair of RCB, but we at the BCCI are responsible for cricket in India, and we will try to ensure such incidents do not recur in future,' he added. The IPL is the BCCI's most valuable property, and the incident has placed the board in a difficult position. Calls for accountability are growing, but punishing a franchise could carry major commercial and legal consequences. However, the current matter involves loss of lives, and any decision to act will depend on the findings of the Karnataka government's ongoing investigation. If gross negligence is proven, BCCI may face pressure to act. No BCCI action yet As of now, there is no official word from BCCI on any punitive measure against RCB. The investigation continues, and the outcome will likely determine what steps, if any, are taken.

Bengaluru stampede: KSCA Secretary, Treasurer resign after emergency meeting

Bengaluru (Karnataka) [India], June 7 (ANI): Two top Karnataka State Cricket Association (KSCA) officials -- secretary A Shankar and treasurer ES Jairam -- resigned from their posts during an emergency managing committee meeting held on Saturday, accepting 'moral responsibility' for stampede near M Chinnaswamy Stadium in Bengaluru. The incident occurred during celebrations following Royal Challengers Bengaluru's (RCB) maiden IPL title win and claimed 11 lives and left dozens injured. KSCA President Raghuram Bhat confirmed the development, saying that the resignations were discussed and accepted during an emergency meeting on Saturday. 'I had called an emergency managing committee meeting. Two of our members -- the secretary and treasurer -- have resigned on moral grounds. The committee has accepted their resignations. So far, nothing has come in. When the inquiry takes place, we have already told the government and the High Court that we will never shy away from anything that is there. We are ready to cooperate with the investigation,' Bhat told reporters. Speaking to ANI later, the KSCA said, 'The two resignation letters have been accepted by the managing committee. Today, it was important to accept the resignations as it has already come into the public domain.' The stampede occurred during the celebrations following Royal Challengers Bengaluru's (RCB) maiden Indian Premier League (IPL) title win on Wednesday, June 4. The incident sparked widespread concern regarding crowd management and safety arrangements at major public events. The stampede left 11 people dead and several others injured. Communicating to KSCA on Friday night, both Shankar and Jairam wrote as quoted by ESPNCricinfo, 'Due to the unforeseen and unfortunate events that have unfolded in the last two days, and though our role was very limited, but owing moral responsibility, we wish to state that last night we have tendered our resignation to our respective posts as secretary and treasurer of the KSCA.' The Bengaluru Police also filed a first information report (FIR) against the popular IPL franchise on Thursday, as per ESPNCricinfo. The police have said that RCB was not given permission to conduct the event at the stadium. RCB has been listed as the first accused in the FIR, along with DNA Entertainment, the franchise's event partners, and the KSCA, which is in control of the stadium. On Friday, the cops also confirmed the arrest of RCB's marketing and revenue head Nikhil Sosale, while acting on directives of newly appointed police commissioner SK Singh, who took over after his predecessor was removed by the chief minister Siddaramaiah after the incident. Later that day, a writ petition was filed by KSCA, arguing that the FIR against them was a move made under pressure of state government by the police and hence a 'knee-jerk' reaction. KSCA said that the stampede was caused due to an unexpected crowd surge and no intent or motive could be attributed to the petitioners. They also stressed that the crowd management was a responsibility which lied with the franchise's management, event organisers and the police. The council defending the state's cricket governing body also raised concerns about Sosale's arrest, claiming that it indicated a targeted approach. Sosale also approached the Karnataka High Court and challenged his arrest, as per Bar and Bench, an Indian legal news platform. RCB is yet to issue an official statement on Sosale's arrest, though on Thursday, they announced compensation worth Rs 10 lakh for the family of each deceased and also pledged to cover the medical expenses of those who sustained injuries.
