PM urges acceleration of work on Tripoli's pivotal urban projects
Tripoli based Libyan Prime Minister Abd Alhamid Aldabaiba chaired an expanded meeting today devoted to following up on the latest developments in the implementation of the 'Emmar Tripoli' (Tripoli Re/Development) programme, launched by the his government, with the aim of improving infrastructure and enhancing the aesthetic and urban character of the capital. During the meeting, the Prime Minister was briefed on the progress of work and completion rates in the various targeted sites within the programme, in addition to the technical and administrative challenges facing the implementation teams. In this context, Aldabaiba stressed the need to overcome obstacles and accelerate the pace of work according to the approved timetables, stressing the importance of daily field follow-up to achieve the set goals. Pivotal projects The meeting dealt with several pivotal projects, most notably the maintenance and renovation of the facades of 44 buildings along Istiklal (Independence) Street, the maintenance of 6 buildings in the downtown area, in addition to the development of Swehli Square, and the maintenance and restoration of the Red Saraya Fort, one of the most important historical landmarks of the capital. Efforts to develop the Old City, the construction of five multi-storey car parks, as well as the development of the vital Shatt Road were also reviewed. Creating a harmonious historical urban character The meeting discussed plans to develop public spaces and main squares, by rehabilitating sidewalks and removing damaged ones, improving public lighting to highlight historical monuments, and unifying the colours of building facades in line with the visual identity of the capital, thus contributing to creating a harmonious urban character that reflects the aesthetic of Tripoli and its history. A strategic government project At the end of the meeting, the Prime Minister stressed that the programme is one of the strategic projects of the government, and aims to create an integrated urban environment that keeps pace with the aspirations of the residents of the capital, calling for adherence to the highest technical specifications and approved standards, and benefiting from national competencies to ensure the quality and sustainability of business. The meeting was attended by the head of the Executive Team for the PM's Initiatives and Strategic Projects, the mayor of Tripoli Municipality, the director of the Projects Department in the Municipality, the head of the Tripoli City Development Authority, and the head of the Old City Administration Authority.

Tripoli based Libyan Prime Minister Abd Alhamid Aldabaiba said 'There is no state built by gangs and criminality, the state is built by engineers, young people and consultants, security, police and army.' ''We will continue (the Power Station and state building) with Gods help the project together.'' Aldabaiba was speaking during an inspection tour of the Tripoli South Power Station project last Saturday (21 June) which is having its generation capacity expanded to meet increased power consumption. The Aldabaiba government describes this projects as ''one of the most important strategic projects in (Libya's) the energy sector'' and says it ''represents a key pillar in the government's plan to secure sustainable sources of electricity and stabilize the electricity supply''. The project is implemented by the consortium of the Turkish Galik Company for Energy, Trade and Industry Joint-Stock Company, under the supervision of a consortium of consultants from HILL International, ASESCO, and includes four Siemens SGT5-4000F gas turbines, with a total production capacity of 1300 MW, and relies on natural gas as the primary fuel. The Prime Minister pointed out that the government has provided full support to the project in terms of budgets and supplies, explaining that the expected operating date of the first production unit will be in 2026, calling on the implementing authorities to adhere to schedules and overcome any possible delays, especially with regard to providing fuel supplies and enhancing the capacity of the electric transmission network. Aldabaiba stressed that the completion of the project on time will contribute to raising the generating capacity effectively, and reduce the burden on the public network, especially during peak periods. Aldabaiba stresses need to complete Airport Road works in full in conjunction with imminent opening of Tripoli International Airport
Tripoli based Libyan Prime Minister, Abd Alhamid Aldabaiba, emphasised the need to complete the Airport Road works in full in conjunction with the imminent opening of Tripoli International Airport. This came during a meeting held at the Cabinet Office today to follow up on the project to improve and develop the Airport Road, in the presence of the Minister of Transportation, the head of the Transport Projects Implementation Authority, and the head of the Executive Team for the Prime Minister's Initiatives. During the meeting, Aldabaiba stressed the importance of the readiness of this vital axis, which represents the southern façade of the capital, and is directly related to the movement of visitors and passengers. The project includes the development of the road extending from the airport to Bab Al Salam Island, with a length of 23 kilometres, and a width of 19 meters, distributed over five lanes in each direction. It also includes the construction of a service road parallel to the main road, which facilitates the movement of service vehicles and enhances the efficiency of movement along the route. The works also include the maintenance of damaged parts, the treatment of cracks, the repainting of lanes, the installation of modern traffic signals, the implementation of an advanced lighting network along the road, the improvement of sidewalks and afforestation, and the development of the main entrance to the airport. It is noteworthy that the Council of Ministers had approved the project earlier, as part of a comprehensive plan to improve the entrances to the capital and raise the efficiency of infrastructure, especially in areas related to the operation of Tripoli International Airport. Tripoli based Libyan Prime Minister Aldabaiba launches Three-Track Political Initiative
Tripoli based Libyan Prime Minister, Abd Alhamid Aldabaiba, announced his intention to launch a new political initiative in the coming days that includes three tracks to get Libya out of its current political impasse. Aldabaiba launched the initiative at yesterday's 2nd Ordinary Cabinet meeting of 2025 held at Tripoli's Al-Nasser Woods Complex (formerly Rixos complex). Aldabaiba only initially announced the headings of these Three Tracks, leaving much to interpretation. The First track The First Track involved restructuring the government based on efficiency/meritocracy, and away from regional/tribal ministerial/appointment quotas or the effects of the eastern based parallel government. This implies and confirms the general public consensus that several current ministers are incompetent and are in post based only on tribal/regional pressures. It implies a desire to appoint ministers loyal to a national idea vision rather than their tribe or region – at the expense of the advancement of the Libyan state. The Second Track The Second Track involves the launch of the 'National Survey' project as an inclusive tool and an expression of the popular will. This is an idea previously launched by the Presidency Council. Aldabaiba and the Presidency Council seek to appeal to the general public through surveys which confirm the public's desire and mandate to create a strong state of institutions. Primarily, they seek to use the responses to these surveys to empower them to move forward against the status quo and the current political quagmire and impasse. This would presumably include using this political mandate to confront and demobilize the powerful militias that act as hurdles to the sovereign state and the government in achieving development and progress. The Third Track The Third Track involves establishing a realistic mechanism to secure the elections and end to the pretext of a parallel government. A translation of this could mean that Aldabaiba and the recently politically proactive Presidency Council seek to somehow bypass the blocking effect of the House of Representatives, led by Ageela Salah and supported by the Hafter family, in decreeing ''fair'' elections laws. These new fair election laws would to enable the holding of elections resulting in one unified Libyan government and extracting Libya out of its current moribund transition state.

Aldabaiba rejects continued spending by eastern Libya government outside the legal budget
Tripoli based Libyan Prime Minister, Abd Alhamid Aldabaiba, rejected any parallel paths of public spending outside the legal frameworks. Aldabaiba was responding to the Benghazi based House of Representatives approving on 2 June a budget of LD 69 billion over 3 years (2025 to 2027) for the Libya Development and Reconstruction Fund. The Fund is controlled by the Hafter family and is exempt from any administrative and financial oversight. Aldabaiba was speaking during a meeting at his Tripoli Cabinet Office last Monday (2 June) with several members of the High State Council, ''to discuss ongoing political and economic developments, and follow up on the government's project to extend stability, unify institutions, and protect the national economy from parallel financial tampering''. During the meeting, Aldabaiba stressed the government's categorical rejection of any parallel paths of public spending outside the legal frameworks, warning that these practices impose huge financial burdens on the state that are spent in unreal doors, and then re-compensated through public debt, which practically means a deduction from the citizen's pocket and an actual reduction in the value of his income. The Prime Minister stressed that the Libyan citizen will not benefit from projects implemented at double prices outside the unified financial system, saying: 'What is the use of projects if they are implemented at double prices and deducted from the citizen's pocket through the public debt?!' In this context, Aldabaiba called on the Speaker of the House of Representatives, Ageela Saleh, to disclose the fate of more than 100 billion dinars spent outside the Public Budget during the past two years, stressing that this demand does not come only as a matter of transparency, but as a direct result of the deterioration caused by this spending in the value of the Libyan dinar, and serious repercussions on the citizen's income and market confidence. The Prime Minister also pointed out that a number of economic experts warned that the adoption of a parallel budget, despite its legal violation, would lead directly to a rise in the exchange rate of the dollar in the parallel market, as a result of the imbalance of financial confidence and increased pressure on reserves, which negatively affects the stability of the currency and the standard of living of citizens. Aldabaiba concluded the meeting by stressing that the national and legal responsibility falls on all institutions to stop this financial haemorrhage, defend the unity of public finances, and maintain the stability of the economy and the Libyan dinar.
