BARMM officials ordered to submit courtesy resignations

PHOTO: BARMM Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) Chief Minister Abdulraof Macacua ordered all ministers, deputy ministers, and heads of offices and agencies in the Bangsamoro Region to submit their courtesy resignation no later than June 30, 2025. In a memorandum dated June 23, Macacua said the decision is due to the 'serious and grave complaints' he received and to 'improve efficiency and effectiveness of service delivery in this crucial phase of the end of the transition period in the Bangsamoro Autonomous Region'. 'To ensure continuity of government services, all concerned shall continue to report for work and perform only their routinary functions not involving discretion until any action on the courtesy resignations are taken,' the memorandum said. 'In case a Minister, Deputy Minister, Head of Office or Agency covered by this Memorandum Circular fails or refuses for any reason to tender his or her unqualified courtesy resignations on or before the deadline, the refusing or failing official shall be deemed resigned,' it added. BARMM polls The Commission on Elections (Comelec) confirmed the issuance of the memorandum. However, poll chief George Erwin Garcia said this will have no significant effect on the preparations for the Bangsamoro elections in October. 'Tinanong din po natin sa mga taga-BARMM kung totoo ito at kinumpirma na legit po. Importante po sa amin na malaman dahil sa proper coordination natin sa mga tamang opisyal bilang paghahanda sa nalalapit na BARMM parliamentary election,' Garcia told GMA News Online. This is important for our proper coordination with the proper officials as part of preparations for the upcoming BARMM parliamentary elections.) Comelec officials, including Garcia, are set to meet with stakeholders in Cotabato City on Wednesday, June 25, to discuss preparations for the Bangsamoro polls. This includes a walkthrough of the facilities that will be used for the parliamentary elections that includes voting precincts, canvassing centers and media centers. Relief ops underway in flood-stricken areas in Maguindanao
The Bangsamoro government has reported that emergency response operations have been beefed up in areas affected by the recent massive flooding in Maguindanao del Norte and Maguindanao del Sur. According to the Bangsamoro government, up to 138 barangays in 14 towns were affected by the flooding following continuous rains triggered by the Intertropical Convergence Zone (ITCZ). The Ministry of Interior and Local Government (MILG) also reported that hundreds of residents were displaced and more than 2,033 hectares of crops and livestock were destroyed-subject to verification by the Ministry of Agriculture, Fisheries, and Agrarian Reform (MAFAR). The Bangsamoro government said two wooden bridges in Barangay Bagumbong, Mamasapano were reported damaged and some schools in Datu Piang experienced flooding. Datu Piang has been placed under a state of calamity on May 21, 2025. Response teams were deployed to the areas affected to carry out rescue and relief operations. Bangsamoro Chief Minister Abdulraof Macacua assured the public that his office is coordinating closely with key agencies to deliver critical aid and safeguard the communities affected. 'In Sha Allah, through our collective efforts, we will overcome this safely, ' Macacua was quoted as saying. As part of response efforts, relief distribution continues in flood-affected areas. Up to 1,000 food packs and hygiene kits were distributed in Mamasapano on May 20, and 500 food packs each in Ampatuan and Guindulungan towns on May 21. The Ministry of Social Services and Development (MSSD) also delivered 238 food packs, hygiene kits, and sleeping kits in Ampatuan; 1,045 sets of same aid in 20 barangays in Datu Piang; and served 1,000 hot meals and distributed 500 food packs, 500 hygiene kits, and 335 sleeping kits in Datu Anggal Midtimbang. MSSD also provided assistance to evacuees in temporary shelters. Macacua called on key agencies to maintain close monitoring of the affected areas and issue timely advisories until weather conditions return to normal.

"The Chief Minister assured the public that his office is now in close coordination with key agencies." Meanwhile, the Provincial Sanggunian of Maguindanao del Sur declared a State of Calamity in Datu Piang under MDRRMC Resolution No. 001 s. 2025 on May 21, 2025. The Bangsamoro Rapid Emergency Action on Disaster Incidence (READi) facilitated rescue operations in Datu Anggal Midtimbang, where families were reportedly trapped inside their homes while 1,000 food and hygiene kits were distributed in Mamasapano on May 20, and food packs were delivered to Ampatuan and Guindulungan on May 21. 'The Municipal Social Welfare and Development Office, in coordination with the MDRRMO, was deployed to the affected areas last night to support and ensure the evacuation of the affected families. Despite the logistical challenges, emergency reliefs were successfully delivered to the affected families just this morning,' said Dumama-Alba. The Ministry of Social Services and Development (MSSD) conducted relief operations and delivered 238 food packs, hygiene kits, and sleeping kits in Ampatuan; 1,045 sets across 20 barangays in Datu Piang; and in Datu Anggal Midtimbang while 1,000 hot meals were served and 500 food packs, 500 hygiene kits, and 335 sleeping kits were distributed. The agency also extended assistance to individuals in temporary shelters, particularly in Datu Piang, in coordination with local social welfare and disaster offices.
