UAE Ambassador to the UN Mohamed Abushahab has called for early conflict prevention, the inclusion of women in peacebuilding, and stronger compliance with international humanitarian law during a United Nations Security Council debate on Tuesday. During the debate on multilateralism and the peaceful settlement of disputes, Abushahab stressed the need for tangible steps to reinforce international peace and security amid rising global violence and instability. He pushed for a whole-of-society approach, highlighting the importance of including women, youth and community leaders in peace processes. 'When peacebuilding is inclusive, the outcomes are more sustainable and resilient,' Abushahab stated, adding that long-term stability depends on the meaningful participation of all segments of society. He said that peace agreements are 35 per cent more likely to last when women are actively involved in the negotiation process. Emphasising prevention as the first line of defence, he urged the international community to enhance early warning systems and make better use of underutilised tools like Article 34 of the UN Charter, which allows the Security Council to investigate potential threats to peace before they escalate. Abushahab also spotlighted Security Council Resolution 2686, which is co-authored by the UAE and the UK, as a key source for detecting early signs of conflict, including hate speech, racism and acts of extremism. Addressing the legal and humanitarian dimensions of conflict, Abushahab reaffirmed the need for strict adherence to international humanitarian law. Violations, he warned, only serve to deepen mistrust and make reconciliation more difficult. He highlighted the role that humanitarian actions, such as opening safe corridors or arranging prisoner exchanges, can play in building confidence between parties to a conflict. The debate, chaired by Pakistan, comes at a time of heightened global instability. He also strongly condemned what he described as Israel's arbitrary restrictions on UNRWA and its illegitimate decisions to ban the agency's work. The Arab Group reiterated its outright rejection of any attempts at forcibly displacing the Palestinian people or seizing their land and heritage. In this context, Abushahab referenced the upcoming international conference to be held at the UN next month focused on implementing the two-state solution, urging the international community and all concerned parties to intensify efforts to ensure the conference produces meaningful, actionable outcomes. Algeria's Deputy Permanent Representative to the UN, Toufik Goudjil, also rejected the Israeli aid distribution plan, saying it "falls far short of meeting the urgent and essential needs of more than two million people." He called for a comprehensive and permanent end to the aggression, the lifting of the siege on Gaza, the opening of border crossings for humanitarian aid, and the cessation of all forms of forced displacement. Meanwhile, Palestine's Permanent Representative to the UN, Riyad Mansour, declared, "If further evidence was needed to prove an intent to destroy the Palestinian people in Gaza, then this manufactured famine is definitive proof." Mansour emphasized that the Israeli aid proposal was rejected by all UN agencies and humanitarian organizations because it merely perpetuates the weaponization of aid by pushing civilians and humanitarian workers into military zones to receive or distribute assistance—despite the grave risks to their lives. UAE Ambassador to the UN, Mohamed Abushahab, has reiterated the call for an immediate ceasefire in Sudan during talks with UN Under-Secretary-General for Political and Peacebuilding Affair, Rosemary DiCarlo. He stressed the need for the "unimpeded" delivery of humanitarian aid that's "free from political or military obstacles". The war in Sudan has entered the third year, leaving more than 30 million people in need of urgent assistance. Blocking humanitarian aid is ''unacceptable'' Abushahab said, affirming the Sudanese people's right to receive support, national news agency Wam reported. He reiterated the importance of "impartial international support" to see the transition to an independent civilian government in Sudan, away from military control. Abushahab further explained that bias could severely obstruct peace-building efforts and prolong the conflict. He also criticised selective leaks and the deliberate distortion of the work of UN experts, affirming that the integrity of UN mechanisms should remain a fundamental pillar. The war erupted in April 2023 amid a power struggle between the Sudanese army and the Rapid Support Forces (RSF) ahead of a planned transition to civilian rule. It has ruined much of Khartoum, uprooted more than 12 million Sudanese from their homes and left about half of the 50 million population suffering from acute hunger. Overall deaths are hard to estimate but a study published last year said the toll may have reached 61,000 in Khartoum state alone in the first 14 months of the conflict.

UN final report on Sudan does not make 'single finding against UAE', says official

Although one of the warring parties in Sudan, the SAF, has repeatedly made "baseless accusations" against UAE, a United Nations report "does not make a single finding" against the country, said Ambassador Mohamed Abushahab, Permanent Representative of the UAE to the UN. Earlier, Sudan filed a case against the UAE at the International Court of Justice. Such allegations were made to "distract international attention from their own atrocities, including the use of chemical weapons," Abushahab added. The final report by the UN Panel of Experts on Sudan was released by the UN Security Council, and provides "no support for the SAF's unsubstantiated allegations," he said. The report highlights widespread atrocities by both warring parties against the Sudanese people, which include attacks on civilians, sexual violence, and weaponisation of humanitarian aid, said the Permanent Representative of the UAE to the UN. The UAE reiterated its call on both the SAF and RSF for an end to the civil war, peace talks, and access to aid into and throughout Sudan. The international community must help the Sudanese people gain peace and stability by "unify[ing] its efforts behind a credible political process that leads to a civilian-led government, independent from the military," Abushahab said. Accusations against UAE, and response Sudan's case to the World Court alleged that UAE violated its obligations under the Genocide Convention by arming the paramilitary Rapid Support Forces (RSF). Government officials in the Emirates have called the case "a publicity stunt" and earlier, called for a dismissal of the application. When the ICJ convened to hear a response to Sudan's application, UAE emphasised a lack of jurisdictional basis for the case. The country also stressed that Sudan's accusations were "pure fabrication" and meant to 'distract attention from their own culpability.'
