‘Composite' move helps UP earn Rs 14,229 crore excise duty in first quarter; 21% more than last yr
Lucknow: The strategic move by the excise department to increase the density of retail English liquor and beer vends has resulted in a 21% increase in the excise duty collected through the sale of alcoholic beverages in Uttar Pradesh in the first quarter of the 2025-26 as compared to last year. The department managed to rake in Rs 14,229 crore this time, while during the April-May-June period last year, the state coffers were strengthened by Rs 11,784 crore. In another achievement, the retail liquor trade in June saw revenue increase by 30%, with collections rising from Rs 3,431 crore in June 2024 to Rs 4,458 crore. Excise minister Nitin Agarwal said, "For the first time, the department has been able to achieve the target set by the state govt. It has been possible because of regular monitoring and team efforts." The department achieved 99% of the target set by the state govt in the first quarter. "We have witnessed the highest single-month growth in June. An increase of 30% in a month is unprecedented. Only 3 apply, interest low in low-alcohol bar permit
Noida: Two months after the UP government introduced a low-cost bar licence aimed at helping small restaurants and cafés serve beer and wine, the response in Noida and Ghaziabad remains lukewarm. Officials have received just two applications in Noida and one in Ghaziabad for the FL-7(1) licence, as most businesses adopt a wait-and-watch approach. The FL-7(1) category, introduced under the revised-UP excise policy, is priced at Rs 4 lakh, significantly lower than the Rs 10–15 lakh needed for a regular bar licence. The policy was designed to encourage smaller eateries to serve low-alcohol beverages alongside food without the financial burden of a full-fledged bar licence. In April, the National Restaurant Association of India (NRAI)'s Noida chapter met with excise commissioner Dr Adarsh Singh and had shown interest in the scheme. But enthusiasm has since given way to caution, with most restaurateurs holding off on applying until the first few licences are operational. "There are two applications in the pipeline for the low-alcohol bar licence. 24 Kanpur cricketers to try luck in 45 slots in UP-T-20 league auction
Kanpur: As many as 170 cricketers, including 24 from Kanpur, will try their luck in 45 vacant slots in the UP T-20 league auction scheduled to be held in Lucknow on Wednesday. Uttar Pradesh Cricket Association (UPCA), which is the organiser of the UP T-20 league, has released the list of players who would be auctioned. Kanpur Cricket Association had organised the Kanpur Premier League this year which attracted team owners to pick players for their squads. On the basis of performance, UPCA has picked 30 players from KPL, with 24 out of them belonging to Kanpur. The remaining six are from other districts. According to UPCA sources, two Kanpur players--Adarsh Singh and Mohd Sharim--have already been retained by Kanpur Superstars and Noida Superkings teams. UP's new retail liquor trade yields Rs 1000 crore rise in April revenue
Lucknow: Switching to a new retail liquor trade structure has started yielding positive results, with the excise department generating Rs 1,000 crore more revenue in April compared to the same period last year. The duty collected through the sale of beer, IMFL, and country liquor amounted to Rs 4,319 crore in April, compared to Rs 3,313 crore in the same period last year. Officials said daily income through the sale of alcohol has increased since composite shops were introduced, catering to both patrons of IMFL and brew. Officials are confident of achieving the target set by the govt. From the annual revenue of Rs 52,575 crore achieved in the last financial year, the department has been asked to chase Rs 63,000 crore of revenue this time. "We have introduced a lot of new licence categories and created room for offering low alcoholic beverages at reduced licence fees. Many entry barriers have been relaxed or scrapped to improve the ease of doing business. All these measures are going to help us achieve increased revenue," said Singh. Continuing with the crackdowns on illicit liquor trade last month, the department registered 9,768 cases against offenders for violating different sections of the excise rules while arresting 324 individuals. Thirteen motor vehicles involved in smuggling liquor into the state were also seized.

Under the new excise policy, which came into effect on April 1, the excise department has allowed country liquor shops to be upgraded to add a counter for sale of beers as long as no composite shop is present within 3km distance. The move is expected to generate Rs 150 crore just through licence fees. The department has started the process of upgrading 3,138 shops that would cater to brew lovers in addition to 9,362 composite shops. Permission is being granted after carrying out local surveys. Compared to the 2019-20 financial year, when 35.15 crore units (each unit being 650 ml) were sold in Uttar Pradesh, the demand increased to 53.6 crore units during the 2023-24 financial year, an increase of 53%. "Over the past few years, the temperatures have gone up in the state. Also, the urban heat island effect is being experienced, and the younger population prefers beer. You do not require glasses or water to consume it, and cans can be disposed of easily after consumption," said Devesh Jaiswal, co-owner of a composite shop in Talkatora locality. Excise commissioner Adarsh Singh said from 9,362 retail vends, the overall number is expected to go up to 12,518. "Apart from generating additional revenue through the licence fees, year-long sale of beer would provide a substantial amount of excise duty to the department. A survey of country liquor shops is being carried out to check whether adequate space is available on the premises and to ensure no other composite vend is operational within a 3-km distance," said Singh. Chasing a target of Rs 63,000 crore for the 2025-26 financial year, the department is expecting to mop up close to Rs 150 crore through additional licence fees and Rs 1,000 crore to Rs 1,500 crore as duty over the brew sold through the increased number of vends. Breaking past records, the department made Rs 52,575 crore in the 2024-25 financial year and needs to increase its collection by an additional Rs 10,425 crore to achieve the target set forth by the state govt.
