Kota Madani, a misplaced priority amidst budget cuts, says Pas Youth

The youth wing's chief argued that such a project represents a misplaced priority at a time when Malaysia is grappling with subsidy reductions and a worsening fiscal deficit. By SINAR DAILY REPORTER 01 Jul 2025 08:18pm The initial phase of development, spanning 41.28 hectares in Precinct 19, is slated to commence in September 2025 and is projected for completion by the end of 2027. - Bernama photo SHAH ALAM – Pas Youth has slammed the Federal Government's ambitious "Kota Madani" development in Putrajaya, labelling it an "elitist" undertaking that could exacerbate the nation's financial woes. The youth wing's chief, Afnan Hamimi Taib Azamudden argued that such a project represents a misplaced priority at a time when Malaysia is grappling with subsidy reductions and a worsening fiscal deficit. The initial phase of development, spanning 41.28 hectares in Precinct 19, is slated to commence in September 2025 and is projected for completion by the end of 2027. - Bernama photo Afnan cautioned the government against pursuing what he termed "vanity symbols" for the Prime Minister, urging fiscal prudence instead of new commitments. He highlighted concerns that the project, despite an estimated cost of RM4 billion, could incur a substantially higher financial burden if funded through a private finance initiative (PFI). The PFI model, he noted, has historically drawn criticism for potentially masking a government's true debt obligations in official records. Afnan called on the administration to disclose the precise cost of the project, including annual commitments stretching over the next 20 to 25 years. "What tangible benefits can the people expect, especially the younger generation who will inherit the weight of this debt? "Why is such a extravagant project being prioritised when funding for education, healthcare, food security and social welfare continues to diminish?" Afnan questioned in a statement today. The Alor Setar MP also raised objections to the involvement of Putrajaya Holdings Sdn Bhd, a subsidiary of Petronas, as the project's primary driver. He pointed out that this comes at a time when the national oil and gas corporation faces declining profits, workforce reductions and increasing investment pressures across various sectors. "The government should be safeguarding Petronas, not transforming the company into a 'political ATM' to finance elitist projects that do not offer equitable commercial returns," Afnan added. Calling for an immediate halt to the Putrajaya government quarters project, Afnan demanded that a comprehensive cost-benefit analysis be presented in Parliament. "If the government insists on proceeding, it will become evident that the true purpose behind Kota Madani is not national advancement, but rather the pursuit of political ambition and the legacy of a particular individual," he concluded. On June 26, Prime Minister Datuk Seri Anwar Ibrahim officially launched the Kota Madani project, conceived as a smart city initiative designed to be people-centric and environmentally sustainable. Reports indicate the project will operate on a build, lease, maintain and transfer model, meaning the government will not directly bear maintenance costs but will pay through a long-term lease arrangement. The initial phase of development, spanning 41.28 hectares in Precinct 19, is slated to commence in September 2025 and is projected for completion by the end of 2027. This phase will comprise 10,000 high-density vertical residential units, designed to accommodate over 30,000 residents.

Following the incident, Afnan informed the insurance company and sought compensation. A surveyor was appointed by the insurer, and the vehicle was inspected both physically and via video conference with officials at the police station concerned. Later, the insurer sent a letter to the complainant asking him to submit the accident-related documents. Afnan responded that he could not furnish the documents as the vehicle was still in police custody. He contended that the insurance company had already obtained the relevant documents during the survey and claim form submission. On February 1, 2024, as per court orders, the vehicle was released and taken to a garage in Shivamogga for repairs, which were estimated at Rs 6,01,482. Afnan requested the insurer to treat the claim as a total loss, as the repair cost exceeded 75 percent of the IDV. However, the insurer declined, stating the claim had been closed due to delayed submission of documents. Afnan also stated that the second respondent, IndusInd Bank Ltd, had repossessed the vehicle as he failed to pay EMIs following the accident. He approached the consumer commission, alleging that the insurer had failed to process the claim despite having all necessary documents and had thereby caused a deficiency in service. After reviewing the evidence and arguments from all parties, the Commission observed that the second and third respondents -- IndusInd Bank's Chennai and Shivamogga branches -- had only provided the vehicle loan and bore no responsibility in processing the insurance claim. The Commission ruled that the insurance company had wrongfully denied the claim despite proper documentation and deemed it a service deficiency. The bench comprising commission president T Shivanna and member B D Yogananda Bhandya issued the final order recently. The commission directed that within 45 days from the date of the order, the second and third respondents must hand over the vehicle to the insurer, and the insurer must pay Rs 7,30,550 to the complainant at 9 percent annual interest from May 8, 2024, until the full amount is paid. If delayed, the interest rate will increase to 10 per cent until settlement. The commission further instructed the complainant to cooperate with the insurer in transferring the vehicle records at the relevant authority as and when required.

Do you put Malay-Muslim interests first? Then come and join PAS, Youth chief tells allies within Umno

KUALA LUMPUR, May 3 – Umno members who advocate for Malay-Muslim unity are encouraged to leave the party and join PAS instead, its Youth chief Afnan Hamimi Taib Azamudden said today. Sinar Harian quoted him saying the Islamist party remains open to accepting individuals who align with its core principles of unity and who prioritise Islam and the Malay community above political power. 'There are two groups within Umno — those who want cooperation in the name of Malay-Muslim unity, and those who choose DAP for the sake of power,' he told a press conference here. 'So those who prioritise Malay-Muslim interests should join us and leave Umno.' Afnan said PAS and Umno share ideological similarities, particularly in their focus on religion, race and national interests. He emphasised that PAS's political stance has remained consistent, as repeatedly stated by its president, Tan Sri Abdul Hadi Awang. 'We've worked with Umno before, although we've since parted ways. As for Bersatu, we had no prior cooperation but are now working together,' he said. He added that political consensus forms the basis of PAS's engagements and that Islam remains its top priority. 'For a religion-based party like PAS, Islam takes priority, followed by the Malay race, which forms the majority in Malaysia,' he said. He stressed that PAS is always open to building alliances with parties that share similar values. This comes after Bersatu Deputy President Datuk Seri Hamzah Zainudin recently said in a podcast that the party is open to working with Umno. In response, Umno Supreme Council member Datuk Seri Ahmad Maslan said earlier today that Bersatu should initiate formal discussions, including submitting a written request, if it wishes to cooperate or rejoin the party.

Claiming Urban Renewal Bill opens door to exploiting vulnerable communities, PAS plans June 14 protest in Klang Valley

KUALA LUMPUR, May 3 — PAS Youth will hold a peaceful protest on June 14 in the Klang Valley to oppose the proposed Urban Renewal Act (URA) Bill. The Opposition party's Youth chief Afnan Hamimi Taib Azamudden claimed the Bill could harm vulnerable communities by putting them at risk of losing their homes and breaking up long-standing neighbourhoods, Sinar Harian reported today. 'PAS Youth Malaysia does not reject the principle of viable and inclusive urban redevelopment. 'However, we stress that any implementation of the Urban Renewal Act (URA) must be carried out fairly, transparently, and should never sacrifice the rights of original residents for the profit of vested interests,' he was quoted as telling reporters at the party headquarters here. Afnan called on all groups, including NGOs and university students, to join the protest and show their opposition to the Bill. He also said PAS Youth would send representatives to deliver protest memorandums to all MPs. The Urban Renewal Bill could allow the 'en bloc' sale of entire strata developments, even if not all owners agree. — Picture by Firdaus Latif He gave warning that the Bill proposes to reduce the consent needed from residents for redevelopment projects. 'This reduction opens the door for exploitation by developers, where the voices of minority or dissenting residents could be sidelined — whereas previously, 100 per cent consent was required for redevelopment. 'More worryingly, the implementation of this Bill could potentially conflict with Article 13 of the Federal Constitution, which guarantees citizens' rights to property ownership. 'If not handled transparently and fairly, its long-term effects could contribute to racial polarisation, where elite areas are only occupied by a single ethnic group, while others are displaced due to economic pressure and urban gentrification,' he said. Under current laws, 100 per cent agreement from all residents and stakeholders is required, but the Bill is proposing: 80 per cent for buildings over 30 years old 75 per cent if those buildings are damaged 51 per cent for buildings that are unsafe or abandoned.
