ANP to convene 'Pakhtun Jirga', APC

The Awami National Party (ANP) has announced it will convene a Pakhtun Jirga in Peshawar and an All Parties Conference (APC) in Islamabad over the deteriorating law and order situation in the province, target killings, minerals bill, provincial rights and the possible abolition of the 18th Amendment. ANP President Aimal Wali Khan held the state responsible for the murder of senior party leader Maulana Khan Zeb in Bajaur. He said he will write a letter to Prime Minister Shehbaz Sharif to investigate the murder. A think-tank meeting of ANP was chaired by Aimal Wali Khan on Tuesday. The meeting discussed the law and order situation. After the meeting, The ANP chief addressed a press conference along with former chief minister Haider Hoti, Haji Ghulam Ahmad Bilour and other members of the think-tank. They said ANP's central secretary for Ulema Affairs Maulana Khan Zeb was killed in a tragic incident in Bajaur. The incident occurred at a place, which is considered as the stronghold of state institutions. Surprisingly, not only did the killers disappear immediately after the incident, all the CCTV cameras installed at the location also vanished. The people of Bajaur believe that state actors are involved in the murder, the ANP leaders noted. They demanded that a powerful judicial commission headed by the Chief Justice of Pakistan be formed if the state truly has no role in the recent killing. They also insisted to include a member of Maulana Khanzeb's family in the proposed commission to ensure transparency and justice for the family. The ANP leaders said their workers are being killed, but the culprits are not being traced. Neither Taliban nor ISIS has claimed responsibility for Maulana Khanzeb's murder, they added, asking if both the entities are denying their role, who is the killer then? They demanded that the name and face of the person involved in the murder be brought to light. They indicated to approach international forums if justice is not provided within the country. They announced that ANP will convene a Pakhtun Jirga in Peshawar and an All Parties Conference (APC) in Islamabad, with dates to be revealed soon. "It is a delusion of those who think they can force us to retreat from the 18th or 25th Constitutional Amendments through intimidation, terrorism and killing," said the ANP leaders. They added that the entire nation knows who is behind terrorism from Waziristan to Bajaur and what their objectives are. They warned of street agitation if a judicial commission is not formed to investigate the murder. "We won't budge up a little even if we are thrown out of parliament or deleted from Form 45 and Form 47," the ANP leaders vowed. The ANP has proven through its opposition to the Mines and Minerals Bill that no law can be passed without its consent, they highlighted. They also pointed out that ANP leaders are being tempted to join other parties with promises of greener pastures.

ANP chief Aimal Wali Khan has lambasted the judiciary for undoing its earlier verdict with regard to allocation of reserved seats to Imran Khan's PTI, stating that the June 28 order of the Supreme Court is even more shameful than the alleged rigging that took place in Feb 8, 2024 general elections. "The buying and selling on February 8 was shameful but the decision on the reserved seats is even more disgraceful," Aimal said on Saturday. "If you have already brought them [PTI lawmakers] in, then go ahead and give them the reserved seats too. You were not afraid back when you handed them 93 MPAs [in the Khyber Pakhtunkhwa (K-P) Assembly] because people in uniform managed each and every seat," he claimed. The ruling parties got another victory on the legal front as a constitutional bench (CB) of the SC on June 28 set aside the apex court's July 12, 2024 judgement, which had resurrected the PTI as a parliamentary party and allowed it to get reserved seats in legislatures. The order ended the chance for the PTI to enter parliament. It also affected the Senate election in the K-P Assembly, while also posing existential threat to the PTI government in the K-P. The ANP president also rejected the prime minister's committee formed for the former tribal districts. He said even the nominated chairman of the committee would not be acceptable. "What would members brought in from Punjab know about Pashtun traditions?" he asked. Aimal warned that if there is any backtracking on the 25th Constitutional Amendment then his party would take to the streets. "Even after sacrificing 18 lives, the state remains silent. This is not normal; it is a tragedy." He said there will also be no compromise on the 18th Amendment, which, according to him, was secured by his father, Asfandyar Wali Khan. He lamented that helicopters that did not come for flood victims arrived to transport VIPs.

PTA chairman reconciles with ANP president

Chairman of the Pakistan Telecommunication Authority (PTA), Major General (retd) Hafeez-ur-Rehman, visited the Bacha Khan Markaz to mend ties with the Awami National Party (ANP) President, Aimal Wali Khan, following a recent dispute. The meeting ended on a positive note, with both leaders embracing and reconciling their differences. The two had a disagreement during a session of the National Assembly's Standing Committee. In a gesture of goodwill and in accordance with Pashtun traditions, the PTA chairman arrived at Bacha Khan Markaz accompanied by a Jirga. Aimal Wali Khan warmly received the delegation and accepted their apology. Speaking on the occasion, Rehman said the misunderstanding that occurred was unintentional and regrettable. "I had expressed my regret at the time and have come here again to clear the air. I hold Senator Aimal Wali Khan and his family in the highest esteem," he stated.

The Peshawar High Court (PHC) has dismissed a petition filed by ANP leader Aimal Wali Khan seeking formation of a high power fact finding committee and a judicial commission to explore the repercussions of the PTI government's policy to resettle TTP operatives in Khyber Pakhtunkhwa (K-P). In his petition, Senator Aimal had contended that he was aggrieved by the resettlement of the TTP members, a proscribed organization, after the exit of the international forces from Afghanistan in 2021. He claimed that the K-P in general and the leadership of his party in particular bore the brunt of terrorist activities carried out by the TTP and yet the PTI government in 2022 allowed resettlement of terrorists in the province as a "goodwill gesture". In its order, the court admitted that for the last few decades, the K-P has suffered a lot from the menace of terrorism. "Thousands of personnel of law enforcement agencies as well as the civilians embraced martyrdom in the war of terror, besides the loss of the economy in billions of dollars. Terrorism and terrorists badly damaged the reputation of this country [as well as] the people of this province. "Many renowned political leaders were targeted in the suicide attacks. It would not be out of context to mention that in the recent past, there was hardly a day that passed without a suicide blast." The court noted that the petitioner has requested formation of a high powered commission to unveil as to what were the reasons for the resettlement of the members of the proscribed group. "However, the available record suggests that he has not annexed any document that could be found violative of any of his fundamental rights guaranteed to him under the Constitution." The order said framing of various policies and strategies and then pursuing or enforcing them is the function of the government and no individual can claim as a matter of right his inclusion in the policymaking process. "No doubt, sometime government does consult private individuals [experts] on fiscal and administrative issues to seek their suggestions, but so far a move to start some peace process and talks with someone on any intricate and sensitive issue is concerned, suffice it to say that neither such process can be put into discussion with any individual or group of individuals nor he or the group can be taken into confidence or associated therewith." It said the Constitution is based on the basic principle of separation of powers, adding that there are mainly three pillars of state with separate powers. "Each [pillar] of the state has the power to act in its own sphere of activity. Legislature is to make laws. Executive is to make policies subject to law, implement them, and run the administration.

We are once again warning the entire nation and state that the players have changed but another war is being planned to kill your and our children. He expressed concern over the ongoing tension in Khyber-Pakhtunkhwa and Balochistan and said that in the past, when America and Russia were fighting, we had warned that this was not jihad, but chaos. Then our words were not taken seriously, but in return we were accused of being Russian agents. Today, not only our naive nation but the entire world is supporting our stance. Those religious leaders who were sending your children to jihad yesterday, are now calling it as chaos. Pointing to the recent incidents in Balochistan, he said that violence is not the solution to any problem, it only complicates the problems. Wali said that the real power of the people lies in politics, their weapon is to keep the flag of non-violence high. Mutual trust and negotiations are indispensable for a permanent solution to internal problems. The solution to separatist movements is only political. Seriousness should be shown, we feel sad for whoever is martyred, we can feel the pain of the people who are facing difficulties, he added. Demanding steps from the government for peace, Aimal Wali Khan said that peace must be prioritized at all times, which is the only way forward. The problems must be resolved immediately, otherwise the situation may worsen. Transparency should be brought in the policies and they should be discussed in the parliament and the people should be taken into confidence. A clear and effective strategy is needed regarding terrorism and separatist movements. He further said that there should be no place for terrorism in the country and there should be no ambiguity on it.
