WASHINGTON (AP) — U.S. Rep. Don Bacon, a centrist Republican who represents Nebraska's second district with its so-called 'blue dot' that includes many progressive voters around Omaha, will not seek reelection. That's according to a person familiar with his plans and granted anonymity to discuss them Friday. Bacon is known as an independent-minded Air Force veteran who serves on the House Armed Services Committee and has been at the center of many debates in Congress. He has also been chairman of the conservative-centrist Republican Main Street Caucus in the House. First elected in 2016, he won reelection in 2024, is expected to finish his term. Punchbowl News was first to report Bacon's expected decision.

Spring Creek residents evacuated from their homes as a precaution on Friday can return home today, says the Marlborough District Council. It is also safe for Renwick residents to return to their homes. The council said the Spring Creek stopbank held up well during Friday's flooding with no signs of seepage, slumping or overlapping but there is considerable surface flooding in the area. Marlborough Emergency Management, council and response agencies are currently working throughout the province to ascertain damage particularly in the Awatere, Wairau Valley, Northbank and Waihopai areas. Meanwhile, an Air Force Unimog was used to evacuate people from their vehicles in the Para Swamp area at State Highway 1 on Friday night. Flight Lieutenant Mark Brain said about 20 people became stranded when rising water from the Wairau River flooded the road in front and behind them. A Unimog was used as the water was too deep for four wheel drive vehicles and and those affected were taken to Spring Creek and on to the Civil Defence Centre at Stadium 2000. They were taken back to retrieve their vehicles this morning and State Highway One, which was down to one lane under stop/go management, has reopened. Agencies will continue to closely monitor flood prevention infrastructure in the region for any changes after the significant weather event of the past 24 hours. The Wairau River has peaked and is now tracking down. Rai Falls received 281mm of rain with many parts of the district getting more than 200mm of rain in line with initial MetService New Zealand forecasts. There continues to be widespread flooding throughout the region and travel was still not recommended unless absolutely necessary, a council spokesperson said. "If travel is required, please drive with extreme caution and to the road conditions." U.S. government cuts key hurricane forecasting data from satellites

Social Sharing Weather experts are warning that hurricane forecasts will be severely hampered by the upcoming cutoff of key data from U.S. Department of Defence satellites, the latest Trump administration move with potential consequences for the quality of forecasting. The National Oceanic and Atmospheric Administration (NOAA) said it would discontinue the "ingest, processing and distribution" of data collected by three weather satellites that the agency jointly runs with the Defense Department. The data is used by scientists, researchers and forecasters, including at the National Hurricane Center. It wasn't immediately clear why the government planned to cut off the Defense Meteorological Satellite Program's microwave data by Monday. The Defence Department referred questions to the Air Force, which referred them to the Navy, which did not immediately provide comment. In a statement, NOAA spokesperson Kim Doster called it a "routine process of data rotation and replacement," and said the remaining data sources "are fully capable of providing a complete set of cutting-edge data and models that ensure the gold-standard weather forecasting the American people deserve." Data helps identify rapid intensification Traditional visible or infrared satellites provide data that becomes images showing the structure, intensity and temperature of a storm, according to NOAA information, along with features such as lightning. But those miss the three-dimensional details of a storm. The microwave data gives critical information that can't be gleaned from the conventional satellites, and helps peer under a regular image of a hurricane or a tropical cyclone to see what's going on inside. It is especially helpful at night. The news is especially noteworthy during the ongoing hurricane season and as lesser storms have become more frequent, deadly and costly as climate change is worsened by the burning of fossil fuels. Experts say that can help in detecting the rapid intensification of storms and in more accurately plotting the likely path of dangerous weather. "If a hurricane, let's say, is approaching the Gulf Coast, it's a day away from making landfall, it's nighttime," said Marc Alessi, a science fellow with the Union of Concerned Scientists. "We will no longer be able to say, 'OK, this storm is definitely undergoing rapid intensification, we need to update our forecasts to reflect that.' " Other microwave data will be available but only roughly half as much, hurricane specialist Michael Lowry said in a blog post. He said that greatly increases the odds that forecasters will miss rapid intensification, underestimate intensity or misplace the storm. That "will severely impede and degrade hurricane forecasts for this season and beyond, affecting tens of millions of Americans who live along its hurricane-prone shorelines," he said. Ending satellite access 'is insanity,' researcher says University of Miami hurricane researcher Brian McNoldy called the loss of data "alarmingly bad news" in a post on Bluesky. "Microwave data are already relatively sparse, so any loss — even gradual as satellites or instruments fail — is a big deal; but to abruptly end three active functioning satellites is insanity." NOAA and its National Weather Service office have been the target of cuts and changes in U.S. President Donald Trump's second term. Already, hurricane forecasts were anticipated to be less accurate this year because weather balloons launches have been curtailed due to lack of staffing. "What happened this week is another attempt by the Trump administration to sabotage our weather and climate infrastructure," Alessi said. Canadian impact of NOAA cuts When the NOAA cuts were first announced earlier this year, Eddie Sheerr was among a growing number of Canadian scientists sounding the alarm about sweeping NOAA cuts made by the U.S. Department of Government Efficiency, then run by billionaire Elon Musk. Sheerr, a meteorologist with NTV in St. John's, said he uses NOAA's data and modelling "literally every day." "They have some of the best hurricane forecasters and meteorologists in the world. I rely on that data and their expertise heavily when tracking these tropical systems, as do meteorologists throughout the country," he said in a recent interview. "They provide life-saving information. Period." Sheerr said he was using NOAA data when he decided to phone Port aux Basques Mayor Brian Button the night before Fiona slammed into the community on Newfoundland's southwestern tip in September 2022. He said he figured people would tell the mayor they'd seen plenty of bad storms. "And I said, 'Brian, you haven't seen this before. And that's what you need to tell the residents.' " Sheerr urged Button to evacuate homes closest to the water, and Button took his advice. Fiona destroyed about 100 houses in the area and swept a woman out to sea. Data from NOAA makes Canadian forecasts and weather warnings more accurate, Sheerr said, adding that he worries the cuts will reduce the accuracy of forecasts and ultimately make it harder to predict the impacts of dangerous storms.

Air Force F-35 buy would be cut in half under Pentagon spending plan

The Air Force would cut its F-35A purchase for fiscal 2026 roughly in half under the White House's draft defense budget. The service typically buys about four dozen Joint Strike Fighters each year, with some years' purchases topping 60. But a budget document obtained by Defense News shows the service would procure 24 F-35s next year, for a cost of nearly $4 billion. That is less than the 44 F-35s, costing $4.8 billion, the Air Force is on track to buy this year, and the 51 jets worth $5.5 billion the service bought in 2024. And while the number of jets the Air Force plans to buy would drop by 45% between 2025 and 2026, the savings would lag far behind. The cost of the F-35 purchases in 2026 would drop less than 18% over the 2025 cost, suggesting economies of scale would suffer from the reduced buy. The slow emergence of budget documents and administration spending plans in this way is highly unusual, even for an administration in its first months. Proposed budgets for the upcoming fiscal year are often released formally sometime in the spring and accompanied by briefings explaining the spending plans. But President Donald Trump's administration has not rolled out its full budget proposal for fiscal 2026, though it has trickled out broad outlines of spending plans. The House Appropriations subcommittee on defense advanced Tuesday its own version of a Defense Department spending bill that looks closer to a typical F-35 purchasing plan. That bill would provide $4.5 billion for the Air Force to buy 42 F-35As, as well as another $1.9 billion for the Marine Corps to buy 13 short takeoff and vertical landing F-35Bs. Another $2 billion was included for the Navy and Marine Corps to buy the F-35C carrier variant. While the Air Force has sought to pare back some F-35 purchases in recent years, primarily due to dissatisfaction with delayed upgrades known as Technology Refresh 3, the apparent plan to slash purchases to this degree would be a surprise. Top Air Force leaders have stressed consistently that the F-35 is the centerpiece of its fighter fleet. Some have referred to it as a 'quarterback' that uses advanced data sharing capabilities to tie together multiple assets. The Air Force's fighter fleet is rapidly aging, and older F-15s and F-16s are retiring. Air Force leaders have often said the service needs to buy at least 72 fighters each year to modernize its aircraft and bring down the average age of its fleet. US Air Force warns of aging fighters, poor purchasing efforts Buying 24 F-35As, along with 21 F-15EX fighters also budgeted in the Pentagon's plan, would leave the Air Force far short of that goal in 2026. The Air Force's future budget plans, which it released last year, included proposals to buy 42 F-35As in 2026, 47 apiece in 2027 and 2028, and 48 in 2029. The service eventually wants to buy a total of 1,763 F-35As. Doug Birkey, executive director for the Mitchell Institute for Aerospace Studies, said in an interview that cutting F-35 purchases this severely would be disastrous to the Air Force and irrevocably set it further back in its effort to modernize its fighter fleet. 'There's no way the Air Force or the nation can afford to bring down the fighter buy rate,' Birkey told Defense News. 'The legacy [fighter] assets are rapidly failing due to age, and we need 72 fighters per year just to tread water ... We will never regain the time.' A reduction in F-35 purchases would also throw the supplier base for the jet into disarray, Birkey said, not just Lockheed Martin, but also the more than 1,900 other companies that feed its supply chain. Without consistent targets to work toward every year, the supplier base will get 'whiplashed around,' he said. 'Everyone says we need to rebuild the defense industrial base, but this is not how you do it,' Birkey said. 'The workforce, access to long-lead supply — everything that's required for maintaining the ability to produce [F-35s] and surge [when more production is necessary], you destroy it through cuts like this.' Birkey said the Pentagon is likely considering such drastic cuts due to rising expenses that are squeezing its budget, but he expects Congress will ultimately bring the F-35 buy rate back up to normal. Trump has spoken highly of the F-35 and its stealth capabilities in the past. Former Trump adviser Elon Musk has been a prominent skeptic of crewed fighters such as the F-35, calling them 'obsolete in the age of drones.' Musk has dramatically and publicly fallen out of favor with the administration in recent weeks amid his criticism of the president's signature spending bill. Lockheed Martin's stock dropped more than 6% after news broke Wednesday of the possible purchase cut, although the company has since pared back some of that loss. The Air Force did not respond to a request for comment.

US Air Force to retire all A-10s, cancel E-7 under 2026 spending plan

The Air Force wants to retire its final 162 A-10 Warthog attack jets in fiscal 2026, as part of a plan to divest 340 total aircraft. The Pentagon also plans to cancel the E-7 Wedgetail program over what an official said were 'significant delays' and cost increases. The service released its list of planned aircraft retirements as the Pentagon released its belated 2026 budget plan, which calls for a $211 billion discretionary budget for the Department of the Air Force. That includes a $184.9 billion discretionary budget for the U.S. Air Force itself, and a $26.1 billion discretionary budget for the Space Force. The Pentagon also wants to add another $38.6 billion in 'mandatory' spending as part of the budget reconciliation bill, which would include $24.7 billion for the Air Force and $13.8 billion for the Space Force. If that passes, the department would receive $249.5 billion in total funding, which would be a 17.2% increase over enacted spending in 2025. But if the reconciliation bill does not pass, and the administration's request is enacted unchanged, the Space Force would see an 8.7% cut in spending from 2025, while the Air Force's spending would be virtually flat from the $184.1 billion enacted in 2025. If Congress grants the Air Force all of its requested retirements, it would be the biggest aircraft retirement in years. The service said earlier this year that, in response to Defense Secretary Pete Hegseth's order to cut and reallocate about 8% of defense spending, it planned to accelerate its plans to retire old and outdated aircraft. The plan to completely shutter the A-10 program would be a dramatic acceleration of the service's previous timeline, which would have retired all Warthogs by the end of this decade. And while lawmakers have in recent years acquiesced to Air Force requests to retire some Warthogs — after years of bitter disagreements between the service and Capitol Hill over the future utility of the jet — it remains far from clear whether Congress has the appetite to mothball all of the attack jets. In addition to the A-10s, the Air Force wants to retire 62 F-16Cs and Ds, 21 F-15Es, 13 F-15Cs and Ds, 14 C-130H Hercules cargo planes, and 3 EC-130H Compass Call electronic warfare planes. The service's retirement list also includes 14 KC-135 Stratotankers, 11 HH-60G combat rescue helicopters, 35 T-1 Texan trainers, 4 UH-1N helicopters and a B-1 Lancer. But the proposed retirement list does not include Block 20 F-22A Raptors, roughly 32 of which the Air Force has tried to retire in recent years over concerns that they are not combat-capable. Congress has repeatedly blocked those efforts. In a June 26 briefing with reporters, an Air Force official said the cost of an E-7 airborne battle management aircraft had grown from $588 million to $724 million, helping prompt its cancellation. The official said the department had concerns over whether it would survive in a contested environment. Instead, the Pentagon is looking for ways to accomplish the mission that would have been done by the Wedgetail with space-based assets, and adding more Northrop E-2D Hawkeye aircraft. This would be a major shift for the Air Force, which is retiring its aging E-3 Sentry airborne warning and control, or AWACS, aircraft and has for years seen the E-7 as the best successor. The budget would also call for $10.3 billion in spending for the B-21 Raider, the Northrop Grumman-made stealth bomber that will be capable of carrying nuclear weapons, and $4.2 billion for the LGM-35A Sentinel intercontinental ballistic missile, which will replace the aging Minuteman III. Northrop is also building a Sentinel. Procurement funding for the B-21 would grow from $1.9 billion in 2025 to $2.6 billion in 2026, plus another $2.1 billion in reconciliation spending. If all spending is enacted by Congress, that would more than double the procurement budget for the Raider. The budget calls for $3.1 billion to keep procuring the F-15EX Eagle II, which the Air Force had previously considered winding down after 2025. The Pentagon next year wants to buy 21 of the Boeing-made jets, which are an updated version of the fourth-generation F-15E, up from 18 in 2025. The military plans to sharply cut its purchase of F-35 Joint Strike Fighters to 47 across the Air Force, Navy and Marine Corps in 2026. That would be down from 74 in 2025. For the Air Force, the F-35A procurement would be cut nearly in half, from 44 tails in 2025 to 24 next year. Air Force spending on the Lockheed Martin-made jet would drop from $4.5 billion this year to $3.6 billion in 2026. This would mean the Air Force would get 45 new fighters in 2026, which is below the benchmark of 72 annual fighter procurements the service says is necessary to modernize its fleet. The Pentagon said money that would have been spent on procuring more F-35s will instead go to sustainment of the jets, and ensuring it has a strong enough supply base to support all the needed operations and maintenance. The Pentagon also wants to dedicate money to ensuring the jets' Block 4 upgrades will stay on track. The Air Force's budget also includes $807 million in funding for its drone wingmen program, called Collaborative Combat Aircraft, which it hopes will accelerate development of platforms and autonomy. The service is also requesting a $73.2 billion discretionary budget and a $4.5 billion mandatory — or reconciliation bill — budget for operations and maintenance, $44.3 billion in discretionary spending and about $200 million in mandatory spending for personnel. The research development, test and evaluation budget would total $46.4 billion, including $36.2 billion in discretionary spending and $10.2 billion in mandatory spending. The F-47 fighter, also known as Next Generation Air Dominance, would see its R&D budget increase from $2.4 billion in 2025 to nearly $2.6 billion in 2026. If another $900 million in spending requested as part of the reconciliation bill passes, that would bring the Boeing-made F-47's budget to almost $3.5 billion. The service's total procurement budget request would reach $36.2 billion, or $26.5 billion in discretionary spending and $9.7 billion in reconciliation bill spending. With reconciliation spending included, the Air Force's procurement budget would include $24.8 billion for aircraft, $6.1 billion for missiles and $784 million for ammunition. The Air Force wants to buy 14 Boeing-made T-7A Red Hawk trainer aircraft for $362 million in 2026. But there would be no new funding for the E-7 airborne battle management aircraft, also made by Boeing, amid a disagreement between the service and top Pentagon leadership over whether space-based target tracking would be better than an airborne platform. The proposed budget would restore $387 million in funding for Lockheed's hypersonic AGM-183A Air-launched Rapid Response Weapon. This could resurrect a program that once seemed doomed after several failed tests in recent years. Procurement spending on the GBU-57 Massive Ordnance Penetrator, or MOP — which was used for the first time last weekend to strike multiple Iranian nuclear sites — would be slightly lower in 2026. The Air Force has nearly $8.6 million budgeted for the MOP in 2025, which would drop to $6.8 million in 2026.
