DBKL says it gave Desa Pandan stallholders ample time to vacate site

PETALING JAYA : Kuala Lumpur City Hall (DBKL) said today it had ordered hawkers in Desa Pandan to vacate a site in January, following a brief standoff between enforcement officers and a parang-wielding man yesterday. DBKL said it wanted the area on Jalan 2/76 cleared to carry out road works and upgrade facilities. In a statement, it said it had engaged and informed the stakeholders, including the hawkers and their associations, of its plans. The hawkers were officially told to vacate the site on Jan 15, it said, and a final notice was issued on July 4. 'Demolition work was to be carried out on July 15, but it was put on hold due to the commotion at the site,' it said. Police arrested a 43-year-old man after he brandished a parang at DBKL officers during an operation to demolish the illegal structures at Desa Pandan. The man is said to have confronted the officers at about 11.15am during the operation, which also involved the police, Tenaga Nasional Bhd, and Air Selangor. Wangsa Maju police chief Lazim Ismail had said the man shouted profanities at the officers before being calmed down by members of the public.

Work on Sg Rasau WTP project to resume this month

Aerial view of Sungai Rasau Water Treatment Plant in Taman Mas, Puchong following the embankment collapse on Sept 7 last year. — Filepic CONSTRUCTION work on the intake component for the Sungai Rasau Water Treatment Plant (WTP) project at Taman Mas in Puchong, Selangor, is set to restart this month. The project was halted due to an embankment collapse on Sept 7, 2024, prompting a stop-work order to assess the situation and implement additional safety measures. This order has now been lifted, according to Selangor infrastructure and agriculture committee chairman Datuk Izham Hashim. He said the contractor was currently engaged in preliminary works, with mobilisation proceeding in phases. 'An independent consultant appointed by Air Selangor has completed the review on the repair works and the proposed new design for the collapsed embankment at the Sungai Rasau WTP intake, as submitted by the contractor,' he said at the Selangor State Assembly sitting at Bangunan Dewan Negeri Selangor in Shah Alam. The design improvements include the implementation of a cellular cofferdam or double wall, where the space between the walls will be filled with sand. Additionally, he said the project would utilise the latest design innovations, including a more robust 'flat web sheet pile', a technology imported from Japan. He added that works were expected to be completed by January next year. Izham said this in reply to Datuk Dr Ahmad Yunus Hairi (PN-Sijangkang) who asked when the project would resume. According to Air Selangor, the Sungai Rasau WTP is part of the RM3.4bil allocated for the first out of two stages of the Rasau Water Supply Scheme that was expected to become Malaysia's largest and most advanced water treatment facility. Stage 1 would have the capacity to produce 700 million litres of clean water daily by the end of next year. It will substantially reduce risk from river pollution, provide flood mitigation and support growing demand, including from industrial and technology sectors. It would encompass nine former tin mining ponds covering 489ha, serving as the country's first dual-function off-river storage system. When completed, it will be capable of supplying water and mitigating floods, including in flood-prone areas of Taman Sri Muda, Shah Alam. Stage 2 will begin development in 2027 and is expected to be fully completed by 2030.

The first MOC, signed with Universiti Selangor (Unisel) and Selangor Technical Skills Development Centre (STDC), aims to build a future-ready workforce through structured upskilling and reskilling programmes, career pathway development and technical training initiatives. The second MOC, signed with property developer Central Spectrum (M) Sdn Bhd (CSSB), focuses on enhancing long-term water security in Pulau Indah, Klang where the company is spearheading major development projects. Selangor Mentri Besar Datuk Seri Amirudin Shari said the collaborations aimed at enhancing technical training, boosting employability among youth and ensuring long-term water security for Selangor's rapidly developing industrial zones. He said the partnership between Air Selangor, Unisel and STDC would set out a framework for water management. 'Priority to enrol for the courses or programmes will be given to Air Selangor employees and vendors. 'The initiative includes industrial training placements, structured guidance, and real-world learning opportunities that enhance graduate employability. 'The opportunity to work with organisations such as Air Selangor will provide students with exposure that adds immense value to their learning, making the education process more relevant and future- oriented,' he said at the MOC signing ceremony at Langat 2 Water Treatment Plant in Hulu Langat, Selangor. On the MOC with Central Spectrum, the developer of Selangor BioBay Industrial Park in Pulau Indah, Amirudin said the aim was to implement sustainable alternative water supply solutions for industrial and commercial needs in the area. He said Pulau Indah was set to undergo major transformation that would see investments in critical infrastructure such as a Water Reclamation Plant, Seawater Desalination Plant and In-situ Desalination Plant. As such, it was crucial to ensure uninterrupted water access for high-tech sectors including manufacturing, research and development, and biotechnology, he said. 'Water is a fundamental component in any major development, especially for projects like Selangor BioBay, which demand a reliable and sustainable supply to attract local and international investors,' he added. Air Selangor chief executive officer Adam Saffian Ghazali said the MOCs represented a significant step in creating a holistic and sustainable water industry ecosystem. 'Our collaboration with Unisel and STDC will benefit not just Air Selangor, but the water supply services sector as a whole. 'The partnership with Central Spectrum will focus on long-term water security solutions for Pulau Indah through a joint steering committee that will oversee the planning and implementation of alternative water supply initiatives. 'These efforts will propose practical, sustainable water solutions to support the growing demands in Pulau Indah, particularly in industrial zones under its development,' he said.

Selangor to engage legal experts after Putra Heights gas blast

HULU LANGAT: Selangor will engage legal experts to help chart a regulatory framework aimed at preventing future incidents like the gas pipeline explosion and fire in Putra Heights, said Selangor Menteri Besar Datuk Seri Amirudin Shari. This comes after the state government announced the formation of a special committee to follow up on the findings of the investigation report released yesterday. "That is one of the objectives of the special committee, (which is) to study what form of regulation can be enforced," he told reporters after witnessing the signing of memoranda of cooperation (MoC) between Pengurusan Air Selangor Sdn Bhd (Air Selangor), the Selangor Technical Skills Development Centre (STDC), Universiti Selangor (Unisel), and Central Spectrum Sdn Bhd today. Amirudin said possible regulatory measures could take several forms, depending on what the committee deems most appropriate. "Regulations come in many forms, by-laws, licensing conditions, enactments, or full acts," he said. He said the committee will seek expertise, including legal specialists, to draft a framework that helps prevent such incidents in the future. "This is a learning process and a roadmap for how we move forward following the events of the past three months," he said. Yesterday, Department of Occupational Safety and Health (DOSH) Malaysia Petroleum Safety Division director Husdin Che Amat revealed that ground subsidence had been identified as the cause of the explosion. He said that, based on the findings, the gas pipe involved in the incident met all technical and safety specifications. Meanwhile, Selangor police chief Datuk Hussein Omar Khan said no elements of foul play, sabotage or negligence were found that could have caused damage to the pipeline.
