ICC confirms arrest of Khaled Al-Haishri in Germany in execution of its warrant
The Spokesman for the International Criminal Court (ICC), Fadi Al-Abdallah, confirmed that German authorities have arrested Libyan national Khaled Mohammed Ali Al-Haishri, known as 'Al-Buti,' in execution of an arrest warrant issued by the Court on July 10, 2025. Al-Abdallah told Libya Al-Ahrar TV channel that Al-Haishri is considered one of the senior officials at Mitiga Prison in Libya, where thousands of individuals were detained for extended periods during years of conflict. He added that Al-Haishri is accused of direct involvement in crimes against humanity and war crimes, including murder, torture, rape, and sexual violence, committed between 2015 and 2020. Al-Abdallah explained that Al-Haishri will remain in custody of the German authorities pending the completion of national procedures under Article 59 of the Rome Statute, which governs the surrender of suspects to the Court. In this context, the Libyan Crimes Watch Organization welcomed the arrest of Khaled Al-Haishri, known as 'Al-Buti,' describing it in a statement on Friday as a significant step toward holding perpetrators of serious violations in Libya accountable, and a sign that international justice can be activated in the absence of an independent and effective national judiciary. The human rights organization described the arrest as a glimmer of hope for the families of victims of the Special Deterrence Force, after years of systematic impunity. It also warned against returning Al-Haishri to Libya, citing the case of Osama Njeem, which could enable him to escape justice and undermine international accountability efforts. Libyan war crimes suspect arrested in Germany under ICC warrant
A Libyan man suspected of committing war crimes and crimes against humanity has been arrested in Germany on a warrant issued by the International Criminal Court (ICC).Khaled Mohamed Ali El Hishri, commonly known as "Al-Buti", is alleged to have been one of the most senior officials at the Mitiga Prison complex in the capital, Tripoli, where thousands of people were is suspected of having committed, ordered or overseen crimes including murder, torture and atrocities were allegedly committed in the detention unit near Tripoli in the five years from 2015. Italian Media: Njeem's aide 'Al-Buti' in German custody
German authorities have arrested Khaled Al-Haishri, known as 'Al-Buti,' the aide to Osama Njeem, head of the Judicial Police Authority, who was wanted by the International Criminal Court (ICC). According to the Italian newspaper La Stampa, Al-Buti had been under investigation by the ICC. The report noted that German authorities are currently considering submitting a formal extradition request to the ICC. Al-Buti is considered one of the prominent leaders of the so-called 'Rapid Intervention Force,' which had control over the 'Judicial Police Authority' under Njeem's command. He is also implicated in a series of crimes committed inside prisons run by the authority, according to a 2021 report by the UN Panel of Experts. The Italian newspaper added that the armed groups associated with Njeem—the Judicial Police and the Special Deterrence Force (Radaa)—are currently in a state of disintegration in Libya, though it did not provide further details. The arrest comes just weeks after the Libyan Attorney General's Office announced the initiation of public proceedings against Osama Njeem, under national jurisdiction, following the lifting of procedural immunity by the Ministry of Justice. A statement from the Attorney General explained that the legal procedures began with an examination of the crimes listed in the ICC arrest warrant for Anjem and a comparison with cases previously reviewed by the Libyan judiciary.
