A five-year-old boy has died from wounds he suffered in a Ukrainian drone strike on a public beach in the city of Kursk, interim regional governor Aleksandr Khinshtein said. The boy died while being transferred to Moscow for treatment, Khinstein reported in a Telegram post on Wednesday. The governor expressed his condolences to the family of the deceased child and promised to provide them with all necessary support. 'Medics did everything they could to save him, but the injuries were too severe: the child had burns on more than 30% of his body – this is extremely, extremely high for a small person,' Khinstein wrote. The fatality brings the death toll from the beach attack to four. At least nine civilians received shrapnel wounds and burns in the strike. A Ukrainian drone struck the public beach on Tuesday as people gathered to celebrate the Day of Family, Love, and Fidelity, a holiday celebrated on July 8, according to the governor. Russian Foreign Ministry spokeswoman Maria Zakharova condemned the strike, while criticizing the countries that provide military aid to Ukraine. 'Those supplying weapons to the Kiev regime should understand that they are being used to kill children,' she stated. Kursk Region has become one of the prime targets for Ukrainian drone, artillery, and missile strikes amid the ongoing conflict between Moscow and Kiev. The region also endured a major invasion that was launched last August, when dozens of villages and the border town of Sudzha were seized by Ukrainian troops. After finally fully liberating the region in April, Russian authorities found evidence of widespread atrocities committed against the local population.

Two elderly people have been killed in Ukrainian shelling of the village of Zvannoe in Kursk Region, western Russia, Governor Aleksandr Khinshtein said on Tuesday. The victims were identified as a woman, 59, and a man, 69, Khinshtein said on Telegram, expressing condolences to their families. At least four homes and a local school were damaged in the attack, he added. The governor denounced the strike as 'barbarian' and branded the Ukrainian military behind it 'cruel and merciless.' He also urged the region's residents to avoid travelling to areas bordering Ukraine because of 'very high' security risks. Zvannoe is located less than 20 kilometers from Ukraine. Ukraine launched a large-scale incursion into the region last August, in what Kiev officials hyped as a blow to Russia. However, Russian forces quickly turned the tide, and by the time the Ukrainians were fully expelled in late April, the Defense Ministry in Moscow estimated that Kiev had sustained more than 76,000 casualties in the operation. Ukraine has regularly launched cross-border drone, artillery, and missile strikes targeting Belgorod, Kursk and Bryansk regions, since the escalation of the conflict in February 2022. In recent weeks, Ukraine has significantly ramped up drone attacks targeting Russian territory, both border regions and more distant targets, including Moscow. Russia has accused Kiev of 'terrorist' attacks on the country's railway infrastructure, which have led to civilian fatalities. According to the Kremlin, the indiscriminate raids are intended to derail direct bilateral talks that resumed between Moscow and Kiev in Istanbul in May. Earlier on Tuesday, the Russian Defense Ministry reported intercepting almost 150 Ukrainian drones overnight that targeted a dozen Russian regions. Rodion Miroshnik, the Russian Foreign Ministry's ambassador-at-large, reported on the same day that nearly 70 civilians, including 14 children, were casualties of Kiev's FPV drone strikes over the past week.

Russian President Vladimir Putin has visited Kursk Region for the first time since its full liberation from Ukrainian forces, the Kremlin has said. In late April, Putin announced the full liberation of the border areas of Kursk Region, which had been seized by Kiev's troops after they launched an incursion last August. During his tour of the region on Tuesday, the Russian leader visited the construction site of the new Kursk 2 nuclear power plant in the city of Kurchatov. He also held a meeting with Governor Aleksandr Khinshtein, as well as the heads of local municipalities and volunteers who have been helping those affected by the incursion, the Kremlin said on Wednesday. Putin thanked the volunteers for 'the noble, important and… unfortunately, dangerous' work that they had been doing. 'You and I are a team, and the whole country today is one united team. And this is the unquestionable success of all our endeavors. This is a necessary condition for achieving all our goals,' he stressed. The president said that the situation in Kursk Region remains 'difficult' even after its full liberation, as Ukrainian forces continue their attempts to move towards the Russian border. Putin has also ordered an increase in the number of mine clearance specialists working in Kursk Region so that people can return home as soon as possible. Payments to residents who lost their property during the incursion will continue, while state funds will also be allocated to repair damaged residential buildings in the region, he said. According to Putin, a museum will be set up in Kursk Region dedicated to the efforts to repel the incursion.

A missile hit the town of Rylsk in Kursk Region on Sunday, acting regional head Aleksandr Khinshtein reported. The blast heavily damaged a hotel and several nearby homes, according to footage shared by Khinshtein on Telegram. 'Two men suffered serious shrapnel wounds to the head and arms, as well as bone fractures – they are in critical condition. A woman received shrapnel wounds to the forearm and thigh, but her life is not in danger,' Khinshtein wrote, adding that all the victims are receiving medical assistance. A Ukrainian assault on the neighboring Belgorod Region involved UAV strikes on several locations. One woman was injured when a first-person view (FPV) drone struck her moving car on the Krasny Oktyabr-Bessonovka road, Governor Vyacheslav Gladkov said on Telegram. 'She was hospitalized with shrapnel wounds to her arm and leg,' Gladkov wrote. In a similar incident in the village of Borki, a 17-year-old boy suffered a leg injury when an FPV drone struck a vehicle. Another civilian sustained shrapnel wounds to the back in an attack on the village of Bogun-Gorodok. Additional strikes caused damage across several areas. In Arkhangelskoye, windows were broken in a private home, while a production facility was hit in Sobolevka. Vehicles were struck in Urazovo and along the Arkatovo–Posokhovo road. In Chaiki, a drone exploded mid-air, damaging an agricultural building. Last year, Kiev targeted Russia's Kursk Region in a major incursion, briefly capturing border territories that Ukrainian officials had hoped to use as leverage in future peace negotiations. The Russian military announced the full liberation of the area in late April, but Kiev has said its cross-border operations continue, with the increasing use of drones and missiles. During Russian President Vladimir Putin's unilaterally declared Victory Day truce from May 8 to May 11, Ukrainian forces attempted five cross-border incursions into Belgorod and Kursk regions, all of which failed, according to Russian officials. Despite Ukraine's repeated refusal to honor past ceasefires – and efforts to 'intimidate' world leaders who gathered in Moscow for the anniversary celebrations – Putin again offered Kiev the opportunity to restart direct negotiations without any preconditions in Istanbul. Ukraine's Vladimir Zelensky, however, reiterated that Kiev expects nothing less than a full 30-day ceasefire before any talks can resume.
