6 July 2025 18:44 RIO DE JANEIRO, BRAZIL (WAM) The United Arab Emirates, represented by the Ministry of Finance, participated in the 10th annual meeting of the board of governors of the New Development Bank (NDB) of the BRICS group, held on July 4–5 in Rio de Janeiro, Brazil. The UAE delegation included Ali Abdullah Sharafi, Acting Assistant Undersecretary for International Financial Relations at the Ministry of Finance; Thuraiya Hamid Alhashmi, Director of International Financial Relations and Organisations at the Ministry of Finance and a Member of the NDB Board of Directors; and Hamad Issa Al Zaabi, Director of the Office of the Minister of State for Financial meeting focused on three key objectives - reviewing the progress made by the New Development Bank since its inception; discussing future steps to enhance its performance; and deliberating board of governors affairs alongside knowledge exchange among member bin Hadi Al Hussaini, UAE Minister of State for Financial Affairs, said: 'The UAE's accession to BRICS opens new avenues for cooperation with the bank, particularly through the development of strategic partnerships with development institutions and public and private sector stakeholders. These efforts will contribute to achieving sustainable growth among member states."The expansion of the bank's membership is a clear sign of its rising international stature. As the bank marks its tenth anniversary, this moment presents an opportunity to evaluate its achievements and reflect on its growing global role.'Al Hussaini also highlighted the bank's success in diversifying its financing tools - particularly through local currency lending - and its efforts to enhance private sector participation and broaden the funding base for countries across the Global South. He noted that the admission of new members marks an important step in supporting the bank's mission to promote better representation of emerging economies in the global development Hussaini affirmed that since joining BRICS, the UAE has remained committed to supporting the group's priorities and expanding cooperation with its partners. The bank is headquartered in Shanghai, China, with regional offices in South Africa and mandate is to mobilise resources through loans, guarantees, and equity to finance infrastructure and sustainable development projects in BRICS countries, other emerging markets, and developing economies. It complements the efforts of multilateral development finance institutions, and contributes to driving strong, sustainable, and balanced global growth. The bank focuses on key areas such as infrastructure and sustainability. Since its inception, the bank has approved funding for more than 120 projects with a total value of around $39 billion, covering sectors such as transport, water and sanitation, digital and social infrastructure, and clean energy.

In a step that reflects the UAE's commitment to expanding the presence of its national talent in international financial institutions Shanghai: The Ministry of Finance, in collaboration with the UAE Consulate General in Shanghai and the New Development Bank, organised an awareness session for Emirati students studying in China as part of the ' UAE Global Cadres ' initiative. Held at the New Development Bank's headquarters in Shanghai, the session aimed to explore recruitment and training mechanisms in multilateral organisations, as well as pathways to build a career in the international financial sector. Attendees included H.E. Muhannad Sulaiman Al Naqbi, Consul General of the UAE in Shanghai; Thuraiya Hamid Alhashmi, Director of International Financial Relations and Organisations Department at MoF and Board Member of the New Development Bank; and Qiangwu Zhou, Vice-President and CAO of the New Development Bank, as well as other senior bank officials. The event is part of the UAE's commitment to expanding the presence of its national talent in the global financial arena and increasing awareness among Emirati students about career opportunities within international financial institutions. Stimulate national talent Ali Abdullah Sharafi, Acting Assistant Undersecretary for International Financial Relations at the Ministry of Finance, said: 'The Ministry is committed to creating an interactive environment that brings together young Emirati talent with influential international organisations to stimulate national talent and enable them to explore career opportunities in the global financial sector.' 'Such meetings offer a direct window into the realities of working in multilateral organisations and give students the opportunity to learn from real-life experiences and discover promising career paths.' Sharafi added, 'We believe that building a strong Emirati cadre on the international stage begins with investing in knowledge and communication, an approach we are committed to advancing through initiatives like these.' Bridges of communication Meanwhile, Ambassador Muhannad Sulaiman Al Naqbi emphasised that the session is a testament to the collaborative efforts between the Ministry of Finance and the UAE's diplomatic missions with both sharing the same goal: empowering the nation's youth to succeed on the global stage. He added, 'The UAE Global Cadres initiative is an extension of the country's diplomatic approach to building bridges of communication between Emirati students and influential global organisations.' 'We hope this session inspires students to explore new horizons in the international financial sector and, in doing so, strengthen their contributions to both the national and global economies,' Al Naqbi said. The session began with a welcome speech by Qiangwu Zhou, who greeted the students and commended the ongoing collaboration between the bank and the UAE. Zhou said, 'We are delighted to host this panel discussion, which highlighted the strong interest and awareness among Emirati students in international business. Investing in young talent has been and will continue to be a top priority for us.' He added, 'Events such as this provide invaluable opportunities to introduce the next generation to fulfilling careers within multilateral organisations, while fostering diversity and expertise in the Bank's future workforce.' Presentations The session explored the importance of the UAE Global Cadres Initiative in empowering Emiratis to pursue career and training opportunities within leading international financial institutions. The initiative supports this goal by offering introductory programmes, specialised knowledge content, and fostering strategic partnerships with entities such as the New Development Bank (NDB). The discussions also touched on the Ministry of Finance's efforts to create an enabling environment for Emiratis seeking to enter multilateral institutions. Themed 'Diversifying the Economy, Enriching Lives,' the meetings provided a high-level platform for strengthening development cooperation and exchanging expertise. H.E. Mohamed bin Hadi Al Hussaini, Minister of State for Financial Affairs, and Ali Abdullah Sharafi, Acting Assistant Undersecretary for International Financial Relations at the Ministry, attended the meeting along with several MoF specialists. The meetings featured extensive discussions on key development challenges facing member countries and explored avenues for strengthening economies' resilience amidst global economic shifts. The Annual Meetings included a series of high-level assemblies: the 50th Annual Meeting of the Board of Governors of the Islamic Development Bank, the 32nd Annual Meeting of the Board of Governors of the Islamic Corporation for the Insurance of Investment and Export Credit (ICIEC), the 25th General Assembly of the Islamic Corporation for the Development of the Private Sector, the 20th Assembly Meeting of the International Islamic Trade Finance Corporation, the 18th Annual Meeting of the Board of Governors of the Islamic Solidarity Fund for Development, the Supreme Committee Meeting of the Al Aqsa Fund, and the Roundtable of Their Excellencies the Governors. Innovative financing mechanisms The sessions discussed the importance of adopting innovative financing mechanisms and strengthening South-South partnerships while highlighting institutional reforms to enhance the Bank Group's development role. His Excellency Mohamed bin Hadi Al Hussaini emphasised that the theme of this year's meetings, 'Diversifying the Economy, Enriching Lives', reflects the strategic vision of the IsDB Group. He noted that economic diversification has become a top priority to overcome challenges and ensure sustainable growth. His Excellency stressed that partnerships with multilateral financial institutions, including the Bank Group, play a key role in driving innovation and attracting investment across key sectors such as renewable energy, education, and health. He also highlighted the need to invest in human capital, promote the digital economy, and foster entrepreneurship, while calling for greater solidarity among member states to address shared global challenges. It's worth noting that the UAE is one of the founding members of the Islamic Development Bank (IsDB), having joined in 1974. It holds a 6.0 percent share of the bank's subscribed capital. The UAE also hosts the regional offices of two key IsDB Group institutions: the Islamic Corporation for the Insurance of Investment and Export Credit (ICIEC) and the International Islamic Trade Finance Corporation (ITFC).

Building Professional Relationships: Ali Abdullah Sharafi, Acting Assistant Undersecretary for International Financial Relations at the Ministry of Finance, stressed that the UAE Global Cadres programme plays a key role in opening up new horizons for young Emirati talents, adding that the programme is designed to raise awareness among Emirati youth about the work environment within international financial institutions and prepare them for internships, secondments, and employment opportunities with these entities. Sharafi added that the initiative aims to help students build international networks and enable them to contribute to global decision-making platforms. Meanwhile, Sheikh Khalid Saud Al Qasimi, Deputy Chief of Mission at the UAE Embassy in London, reaffirmed the country's commitment to supporting its students overseas. 'We firmly believe in the importance of preparing a generation of young Emiratis who are empowered, well-informed about international systems, and capable of representing the UAE on the global stage,' he said. He noted that the session has provided a platform for promoting dialogue and forging long-term professional relationships that extend well beyond graduation. For his part, Abdulrahman Al Dhaheri, Acting Education Attaché at the Office of Education and Technology Affairs at the UAE Embassy in the UK, stated: 'The Ministry of Higher Education and Scientific Research's participation in the UAE Global Cadres initiative reaffirms its commitment to empowering students on scholarship by equipping them with the skills and experiences necessary to excel in international work environments, particularly in the financial, economic, and political sectors. 'We truly believe it's important to prepare a generation of confident, capable Emiratis who can represent the UAE proudly in global organisations and play an active role in shaping decisions on the international stage,' Al Dhaheri said. He added: 'What's really exciting about this session is how it brings different parts of the government together to support students in a practical way. It's an opportunity for strengthening dialogue, networking, and building relationships that can help students both during their studies and as they start their careers. It also aligns closely with the UAE's aspirations for leadership and global competitiveness.' The initiative aims to empower young people by equipping them with the knowledge and skills necessary to launch successful international careers, in line with the aspirations of the UAE's wise leadership and its vision. Through this programme, the Ministry seeks to strengthen the UAE's presence within international financial institutions and increase the contribution of national talent to advancing global sustainable development goals.
