Quarters for MLAs, officials in Amaravati to be ready by December: Narayana

Quarters for MLAs, MLCs and All India Services (AIS) officers in Amaravati capital city are expected to be completed by December, while the remaining buildings are targeted for completion by March 2026, Minister for Municipal Administration and Urban Development, P. Narayana, said on Monday. He stated that the construction of 4,000 flats—originally initiated during the previous TDP government—for MLAs, MLCs, AIS officers, secretaries, ministers, and judges in Amaravati is progressing swiftly, with tenders already finalised. Mr. Narayana, accompanied by engineers of the A.P. Capital Region Development Authority (APCRDA) and other senior officials, inspected the ongoing infrastructure development works and directed officials to adhere to the set timelines. He also reviewed the progress of housing and other official buildings meant for legislators and senior government officers. According to the Minister, 90% of the required manpower has been deployed, and machinery is expected to be fully mobilised by the end of July. Internal works are being prioritised during the monsoon to avoid weather-related delays. Mr. Narayana stressed that, unlike the previous YSR Congress Party (YSRCP) government—which he said created hardships for farmers and contractors—the current administration is proceeding with legal clarity in the tendering process. Reaffirming the goal of completing Amaravati's core infrastructure within three years, he said 72 companies have been allotted land in the capital region. Chief Minister N. Chandrababu Naidu has personally interacted with these companies, and most have committed to starting work by December, he added. The Minister also mentioned that discussions on the second phase of the Land Pooling Scheme (LPS 2.0) would be taken up by a Cabinet Sub-Committee. Meanwhile, representatives from Norman Fosters are scheduled to meet contractors soon to review the progress of Amaravati's iconic building projects.

Kiran Bedi: In today's world, self-promotion is almost inevitable. We live in a time of heightened visibility, intense competition, and a pervasive fear of missing out (FOMO). However, once we enter public service—particularly the All India Services—our role shifts from self to society. Public service demands responsibility, restraint, and a deeper understanding of our purpose. The focus must be on causes, not individuals. This is a realization that must come from within. Officers who cross red lines may not see the immediate consequences, but over time, it can erode credibility and hurt them professionally. Ultimately, it's a personal choice, but one that carries long-term implications. Kiran Bedi: Social media may be deleted, but it is never erased. That's a crucial point to internalize. The values of neutrality, humility, and institutional loyalty are central to public service. Training and reflection at various stages of one's career can reinforce these values. Officers must constantly introspect: Are they upholding the dignity of their office, or are they diluting it for personal image-building? Q: How does excessive social media use potentially affect the discipline, efficiency, and impartiality expected from AIS officers? Kiran Bedi: There must be a clear distinction between purpose and promotion, cause and ego. Restraint, caution, and integrity are non-negotiable. Officers must be mindful of the intent behind their posts. If the intention is noble, the message can stand on its own merit. But if it is driven by self-interest, it quickly becomes unethical and irresponsible. The system relies on impartiality and discipline, both of which can be compromised by reckless digital behaviour. Q: Have current service rules and association guidelines (e.g., AIS Conduct Rules) proven adequate in addressing this issue? Kiran Bedi: The existing rules are outdated and not fully aligned with the complexities of today's digitally connected public sphere. They require a reset. Public service now involves not just governance but communication and collaboration with citizens. There's a thin line between the 'right to know" and responsible public engagement. The rules must evolve to recognize this shift—while reinforcing maturity, discretion, and institutional decorum. Kiran Bedi: All digital engagement must be linked to a cause and the larger goal of public welfare. The priority is to earn and maintain the public's trust. Messaging should instil hope, create understanding, and demonstrate accountability. Officers must use digital platforms to educate, empower, and address grievances—not to seek applause. The communication must serve the people, not the ego. Q: Do you believe social media is being misused to build a public image for political, commercial, or career benefits, and if so, how should this be curbed? Kiran Bedi: Yes, especially when posts are sponsored or designed to build a brand around an officer. Paid promotion is transactional—and the public sees through it. It often backfires and ends up being a waste of credibility and public money. Restraint in spending and credibility in communication are key. Officers should ask: Is this message informative? Or is it marketing without substance? If it's the latter, it violates the spirit of public service. Q: How can young officers be encouraged to use digital platforms constructively—for public awareness, transparency, and grievance redressal—without falling into self-glorification? Kiran Bedi: By grounding themselves in their core values: responsibility, humility, and empathy. If young officers stay true to their conscience and remain committed to public service, their communication will naturally reflect purpose over pride. Their role is transformational, not transactional—even in a system where job security and visibility can tempt them towards self-promotion. New Delhi The Appointments Committee of the Cabinet(ACC) Friday approved extension in services of union home secretary Govind Mohan for another year, an order issued by the department said. Mohan, a 1989 officer of the Sikkim cadre, was set to retire on September 30, 2025. Govind Mohan has earlier worked as joint secretary (in 2018) and as additional secretary (from 2018 to 2021) in the ministry of home affairs (MHA). (HT PHOTO) The ACC order said, 'The Appointments Committee of the Cabinet has approved extension in services of Shri Govind Mohan, IAS(SK:1989) as home secretary, ministry of Home Affairs beyond the date of his superannuation i.e. 30.9.2025 upto 22.08.2026 or until further orders, whichever is earlier, in terms of the provisions of FR 56(d) and Rule 16(1A) of the All India Services(Death-Cum-Retirement Benefits) Rules, 1958). The ACC is composed of Prime Minister Narendra Modi and home minister Amit Shah. The senior IAS officer had taken charge as the home secretary on August 22, 2024 in place of then home secretary Ajay Bhalla, who was later appointed Manipur governor. Bhalla was the country's top bureau for nearly 5 years and was given four extensions of one year each before retiring last year. Mohan has earlier worked as joint secretary (in 2018) and as additional secretary (from 2018 to 2021) in the ministry of home affairs (MHA). A native of Uttar Pradesh, he was posted as culture secretary too. Even as the government has extended the home secretary's tenure, there is no clarity over the appointment of the new Delhi police commissioner. The current commissioner, Sanjay Arora is set to retire later this month. Arora, a Tamil Nadu cadre IPS, was the second consecutive officer from another cadre who was brought to head the Delhi police in August 2022. The government is yet to announce if Arora too will be given an extension, another officer from a non-AGMUT cadre will be appointed as the city's new top cop, or it will be someone from the AGMUT cadre itself. AGMUT stands for Arunachal Pradesh, Goa, Mizoram and union territories cadre.

Home Secretary Govind Mohan is a 1989 Batch Sikkim cadre IAS officer. 'The Appointments Committee of the Cabinet has approved extension in services of Shri Govind Mohan, IAS (SK:89) as Home Secretary, Ministry of Home Affairs beyond the date of his superannuation i.e. 30.09.2025 upto 22.08.2026 or until further orders, whichever is earlier, in terms of the provisions of FR 56 (d) and Rule 16 (1A) of the All India Services (Death-Cum-Retirement Benefits) Rules, 1958,' the official order read. Meanwhile, President Droupadi Murmu also approved the appointment of Vivek Kumar Gupta, HAG/IRSE, presently working as Managing Director, National High Speed Rail Corporation Limited(MD/NHSRCL), as General Manager, Western Railway, until further orders, by curtailing his tenure as MD/NHSRCL. Centre extends Union Home Secretary Govind Mohan's tenure till August 22 next year

The Centre on July 11 extended the tenure of Union Home Secretary Govind Mohan till August 22 next year, according to an official order. The extension comes as the country prepares for the long-delayed census with caste enumeration. India's 16th Census with caste enumeration will be carried out in 2027, with the reference date of October 1, 2026, in snow-bound areas like Ladakh and March 1, 2027, in the rest of the country. Mohan, a 1989 batch Indian Administrative Service (IAS) officer of the Sikkim cadre, was named the Union Home Secretary in August 2024. He took over the charge from Ajay Kumar Bhalla on completion of his tenure on August 22 last year. The rules have provisions to extend the services of such officers. With this extension, Mohan will have two years' tenure on the crucial post, which is mandated to ensure internal security matters, among other things. A seasoned bureaucrat, Mohan was also the government's key officer during the COVID-19 pandemic and was tasked with overseeing the implementation of decisions taken for various protocols and ensuring smooth coordination with the states. Before joining MHA, Mohan worked as Joint Secretary, Department of Economic Affairs, in the Finance Ministry from August 2017 to May 2018. He also worked as Principal Resident Commissioner, Sikkim in 2015. Mohan worked as Minister (Economic), Embassy of India, Washington DC, USA from July 2012 to August, 2015. Before that, he worked as Joint Secretary, in the Cabinet Secretariat, from January 2011 to July 2012 -Post Graduate Diploma in Management, Indian Institute of Management, Ahmedabad (July 1986–March 1988). -Bachelor of Technology, Institute of Technology, Banaras Hindu University, Varanasi (July 1982–March 1986) specialising in the general discipline of Electrical Engineering, with electives in the area of Computer Software and Engineering. -Indian School Certificate, St. Francis' College, Lucknow (March 1982).
