ECI says 'large number' of foreigners found during Bihar voter list revision

Election commission officials on Sunday claimed that field-level functionaries of the ECI have found "a large number of people" from Nepal, Bangladesh, and Myanmar during house-to-house visits made for the ongoing intensive review of the voters' list in Bihar. District Election Officer and District Magistrate Aman Sameer carries out a house-to-house visit in various panchayats under the Ekma Assembly Constituency to verify the work being done by Booth Level Officers (BLO) and review the ongoing activities related to the special intensive revision campaign of the voter list, in Saran on Thursday. (District Administration Saran - ) According to a PTI report, the names of illegal migrants will not be included in the final electoral roll to be published on September 30 after a proper enquiry into such people is conducted after August 1. Citing ground reports, ECI officials said that booth-level officers found "a large number" of people from Nepal, Bangladesh, and Myanmar during house-to-house visits. The Election Commission will eventually carry out a special intensive revision of electoral rolls across India to weed out foreign illegal migrants by checking their place of birth, the PTI report added. Meanwhile, the ECI said that as of Saturday evening, 80.11 percent of electors in Bihar had submitted their forms. The commission is moving ahead to complete the collection of Enumeration Forms (EFs) before the stipulated time, July 25. The Bihar assembly polls are due in October or November this year, and the voter list revision has already become a major topic in state politics. Assembly polls in five other states—Assam, Kerala, Puducherry, Tamil Nadu, and West Bengal—are due in 2026. The move assumes significance in the wake of a crackdown in various states on illegal foreign migrants, including from Bangladesh and Myanmar. Opposition flags Bihar voter list revision The opposition parties have campaigned against the voter list revision in Bihar, with the leader of the opposition in the Lok Sabha, Rahul Gandhi, recently joining RJD leader Tejaswi Yadav in a rally in Purnea. Congress has called the exercise 'dangerous and bizarre'. Party leader Abhishek Manu Singhvi said EC's plan to consider voters who were added after 2003 as 'suspects' was an 'arbitrary and legally questionable move.' He made the remarks while addressing a press conference at Indira Bhavan, the Congress headquarters, on Saturday. The Supreme Court on Thursday asked the ECI to also consider Aadhaar cards, voter IDs and ration cards, as acceptable proof of eligibility for inclusion in electoral rolls in its ongoing revision of the list, even as it agreed to examine whether the poll body's exercise violated legal provisions or could potentially lead to mass disenfranchisement ahead of assembly elections due later this year.

Chhapra: Saran district has achieved the top position in making Ayushman cards, in the state level ranking by scoring 80.9%. On the other hand, Saran secured the second position in the enlistment of private hospitals under Ayushman Bharat Yojna . The govt has planned to provide free medical facilities to every citizen of the country. Saran civil surgeon Sagar Dulal Sinha said that the district planned to prepare 'Ayushman cards' for 27, 61,472 beneficiaries, and out of this, the district has prepared 12, 89, 488 cards. He further mentioned that altogether 9,960 Ayushman cards were prepared for those beneficiaries who crossed the age of 70 years. Under this scheme, a person can take advantage of free treatment up to Rs 5 lakh, said the civil surgeon adding that during the current financial year, 130 patients were treated under the 'Ayushman Bharat Yojna' in the district. He credited the dedicated team members of the District Health Society, which acted under the direction of Saran DM Aman Sameer.

Chhapra: Chhapra is finally set to get a permanent bus stand of international standard. Tenders for the construction have recently been issued. Currently, private buses park haphazardly along roadsides, leaving passengers without basic amenities such as waiting halls and washrooms. Saran DM Aman Sameer has approved administrative sanction for Rs 19 crore to construct a three-storey bus stand. Zila Parishad chairperson Jai Mitra Devi said the district board had allocated the funds to the administration. "There will be separate terminals for district, state and interstate buses," she said. The DM said special attention had been paid to passenger amenities. About five acres of land have been earmarked in Ratanpura under Karinga Panchayat for the project. The design includes two entry and two exit gates, and separate lanes for taxis, rickshaws and autos. Facilities will include a feeding cabin for infants, a public address system, ATMs, a cafeteria and other passenger conveniences.

Chhapra: In the final phase of first level check (FLC) of EVMs and VVPATs ahead of the assembly elections, mock polling will be conducted from May 27 to May 30 in Saran district. Saran district election officer-cum-DM Aman Sameer said, "A mock poll will be conducted on around 250 EVMs. All political parties have been informed via official communication and prior meetings. They have been asked to randomly select EVMs, cast mock votes and observe the process vigilantly," he said. Deputy election officer Zaved Iqbal said as per ECI guidelines, 5% of FLC-cleared EVMs will undergo mock polling. "On 1% of the selected machines, 1,200 votes will be polled; on another 2%, 1,000; and on the remaining 2%, 500 votes," he said. After the polling, VVPAT slips will be verified against the control unit results. EVM cell nodal officer Ravi Prakash added, "Load testing will be conducted on about 1% of EVMs or approximately 50 machines. The FLC work in Saran has been fully transparent and ECI observers have expressed satisfaction with the process."

Chhapra: Saran district magistrate and district election officer Aman Sameer on Sunday said the first level check (FLC) of electronic voting machines (EVMs) has been underway for the past 10 days with full transparency, strictly adhering to the guidelines of the Election Commission of India (ECI).He said so far, 1,220 ballot units (BUs), control units (CUs) and voter verifiable paper audit trails (VVPATs) have been declared fit for use while 19 BUs, 9 CUs and 19 VVPATs have been rejected. "A total of 6,210 BUs, 4,993 CUs and 6,134 VVPATs of the M3 model are scheduled to undergo FLC," Sameer said, adding that only those machines which clear the FLC will be deployed in the elections. The remaining units will be returned to their respective added that the presence of political party representatives during the FLC is mandatory, as per ECI guidelines. Deputy election officer Zaved Iqbal said the FLC process was being conducted in the presence of political party representatives. "As per the directions of the chief electoral officer of Bihar, memorandums are being issued to parties that fail to attend. So far, 13 such memorandums have been issued," he added that, following instructions from the DM, all notified Returning Officers (ROs) and assistant returning officers (AROs) are also invited to participate in observation and review during the FLC said a three-tier security arrangement has been put in place for the safekeeping of ballot boxes.
