AP JAC urges govt. to implement HR policy for outsourcing employees
The AP JAC (Amaravati) and the Contract and Outsourcing Employees Association have urged the State's coalition government to implement a dedicated Human Resource Policy for outsourcing employees, similar to the provisions extended to SERP and MEPMA employees. A delegation led by AP JAC Chairman Bopparaju, Association President K. Suman, General Secretary E. Madhu Babu, and Vice President Pasupuleti Shiva Saida Rao submitted a detailed memorandum to the Finance Minister and AP COS study committee member Payyavula Keshav on Thursday. The association highlighted the high hopes outsourcing employees had from the current coalition government, especially given the pro-employee steps taken during the 2014–19 TDP tenure. These included a 50% salary hike, GO granting ₹15,000 towards miscellaneous expenses, GO granting 180 days of maternity leave to female employees, and GO providing ex gratia for accidental or natural death. Key demands include the immediate implementation of HR policy for outsourcing employees through AP Corporation for Outsourced Services (APCOS); framing of exclusive service rules for full-time outsourcing staff in government departments; seniority-based increment benefits for long-serving employees; extension of all welfare schemes promised in the coalition manifesto to outsourcing workers; and provision of 30 days paid medical leave annually. They also cited the hardships faced under the previous administration, including only a 23% salary hike and the loss of welfare benefits due to treating employees as government staff under CFMS, leading to a withdrawal of schemes. Several private agency-led exploitation was also mentioned, where salaries were withheld or embezzled, seeking government intervention via the PD Act for recovery. The delegation expressed gratitude to the government for setting up a Cabinet subcommittee on outsourcing employees soon after assuming power and demanded swift, favourable action on long-pending issues. In response, Mr. Keshav assured the delegation of the government's intention to deliver better services to the public through outsourcing employees and that there was no plan to dismantle APCOS. He said all concerns will be thoroughly reviewed, and if necessary, the Group of Ministers will consult all stakeholders before arriving at a decision.

Aviation University may be set up in Visakhapatnam
VIJAYAWADA: Chief Minister N Chandrababu Naidu has suggested exploring the possibility of establishing a Civil Aviation University in Visakhapatnam. He underscored the need to enhance flight connectivity from airports in Vijayawada and Visakhapatnam to various cities in India and abroad. Chairing a review meeting at the State Secretariat on Wednesday, he reviewed the progress of Vijayawada International Airport terminal construction. Minister for Civil Aviation K Ram Mohan Naidu, senior ministry officials, and the Chairman of Airports Authority of India participated in the meeting virtually. Naidu instructed that the terminal's architectural design be visually striking and unique. He directed the airport authorities to ensure that various components like the terminal elevation, departure and arrival blocks, and passenger lounges reflect Andhra Pradesh's rich cultural heritage. Elements such as Kuchipudi dance, Kondapalli toys, Amaravati emblems, and Lepakshi art should be incorporated into the design, Naidu said.

VIJAYAWADA: Chief Minister N Chandrababu Naidu has suggested exploring the possibility of establishing a Civil Aviation University in Visakhapatnam. He underscored the need to enhance connectivity from airports in Vijayawada, Visakhapatnam and across the State to various domestic and international cities. At a review meeting held on Wednesday at the Secretariat at Velagapudi, Chandrababu Naidu assessed the progress of the Vijayawada International Airport terminal construction. Union Minister for Civil Aviation K Ram Mohan Naidu, senior ministry officials, and the Chairman of the Airports Authority of India participated virtually. The Chief Minister instructed that the terminal's architectural design should be visually striking and unique. He directed airport authorities to ensure that various components like the terminal elevation, departure and arrival blocks, and passenger lounges reflect Andhra Pradesh's rich cultural heritage. He called for elements such as Kuchipudi dance, Kondapalli toys, Amaravati emblems, and Lepakshi art to be incorporated into the design. He also issued clear instructions regarding the construction of the terminal building, including the ramp connection to the national highway. Additionally, the Chief Minister reviewed the progress of terminal works at Kadapa and Rajamahendravaram airports. Union Minister K Ram Mohan Naidu informed the Chief Minister that technical feasibility studies are underway for new airports at Dagadarthi, Kuppam and Palasa (Srikakulam district). Regarding the proposed Amaravati Airport, the Union Minister said land surveys were in progress and a RITES team will soon submit a report. If land pooling is completed, the project could commence within two years. Operations at Vijayawada and Visakhapatnam airports have grown by nearly 40%, and there is increased interest from operators to expand connectivity from Vijayawada, Tirupati, Rajamahendravaram and Kurnool airports. The Minister also mentioned that TruJet is set to launch services from Visakhapatnam to various locations starting in October, and that international flights between Vijayawada–Singapore and Tirupati–Muscat will commence soon. Seaplane operations are expected to begin after September. He further informed that the Qatar Aviation Fund has expressed investment interest in the Bhogapuram Airport project.

Union Civil Aviation Minister K. Rammohan Naidu, senior Ministry officials, and Chairman of the Airports Authority of India attended the meeting virtually. The Chief Minister instructed that the design of the terminal buildings at the Vijayawada airport be attractive and unique. He issued instructions regarding the construction of the terminal building, ramp connectivity to the national highway, etc. 'The terminal elevation, departure and arrival blocks, and passenger lounges should reflect Andhra Pradesh's cultural heritage in their design. Traditional dance forms such as Kuchipudi, Kondapalli toys, Amaravati motifs, and Lepakshi artworks should be incorporated into the architectural design,' he said. Mr. Rammohan Naidu also briefed the Chief Minister on the progress of the terminal building construction in Kadapa and Rajamahendravaram. He said technical feasibility reports were underway for new airports at Dagadarthi, Kuppam, and Palasa. Regarding the Amaravati airport, a land survey was in progress. A report from the RITES team was expected soon. Once the land pooling process was completed, the project could be initiated in two years. Operations at the Vijayawada and Visakhapatnam airports have increased by 40%. Airline operators are coming forward to enhance domestic connectivity from airports in Vijayawada, Tirupati, Rajamahendravaram, and Kurnool. TruJet has expressed interest in operating flights from Visakhapatnam to various locations starting October. Additionally, flights between Vijayawada–Singapore and Tirupati–Muscat are expected to commence soon. Seaplane operations are also scheduled to begin after September. The Union Minister said that Qatar Aviation Fund was showing interest in investing near the Bhogapuram airport, a press release said.
