Digital tools launched for citizen-centric governance
Patna: In a major stride towards citizen-centric governance, state chief secretary Amrit Lal Meena on Friday launched several digital platforms and initiatives under the Bihar Prashasnik Sudhar Mission Society (BPSMS) of the general administration department (GAD). These include an online portal for appeal and review under the Right to Public Service (RTPS) and a mobile app enabling govt employees to manage leave requests, service book details and corrections. According to an official press release, the RTPS digital platform is a mechanism under the Bihar Right to Public Services Act, 2011. It allows citizens to file appeals and request reviews online in case of delays or denial of public services. With features such as paperless processing, digital signatures and real-time dashboards, the system is aimed at enhancing transparency, efficiency and accessibility. "Technology must serve the people and this portal ensures that the right to timely services is not just a promise, but a practical reality," said Meena. "GAD and BPSMS have introduced several milestones in e-governance through technological innovation in line with current needs." The newly launched human resource management system (HRMS) app enables govt employees and officers to apply for leave and manage HR services from their smartphones. "The iOS version of the app is expected to be launched soon," the press release said. Also announced was the rollout of Phase II of the HRMS platform, which will expand digital access to services related to disciplinary proceedings, pensions, insurance, promotions, training and exit management. A key highlight of the event was the signing of a memorandum of understanding (MoU) between BPSMS and SBI General Insurance Company Limited to provide group health insurance (GHI) to contractual employees. This scheme will benefit 3,560 contractual staff, including 2,850 executive assistants, 608 IT assistants and 102 IT managers, across state, district, sub-divisional and block-level departments. The policy offers Rs 5 lakh in annual cashless health insurance per employee with the Rs 1.42 crore annual premium plus GST fully covered by the Mission Society. The MoU is valid for three years and is extendable. Beneficiaries will have access to treatment in over 17,500 hospitals across India, including 185 in Patna and 375 in Bihar. Speaking at the event, development commissioner Pratyaya Amrit said, "This initiative is of great benefit to contractual employees as it provides them with social security. Technology-enabled platforms bring transparency and good governance, ensuring not only efficiency but also compassion in administration. "

CS directs intensive vehicle-checking drive from Aug 1
Patna: Amid a surge in crimes, chief Secretary (CS) Amrit Lal Meena on Tuesday instructed the officials of home department and district administration, besides police, to establish permanent check posts at important locations in all districts, and prepare action plans to conduct intensive vehicle-checking drives from Aug 1. He, specifically, directed the traffic police to seize two-wheelers if riders were not found wearing helmets. He gave these instructions during a meeting, which was also attended by all district magistrates (DMs) via videoconferencing. The CS directed the DMs to prepare appropriate action plans for the vehicle-checking drives with their respective senior superintendents of police or SPs. The DMs of Nawada and Sheohar already shared their action plans at the meeting. Meena said the state govt is fully committed to controlling criminal activities. "Cameras must be compulsorily installed at public places where large numbers of people gather. Bihar set to get 6 functional airports in three years: Chief secy, ETInfra
Advt By Patna: After establishing a strong network of roads, Bihar is witnessing a major leap in the civil aviation sector, with a total of six functional big airports expected in the next three years. This is being done with the aim of having at least one airport within a distance of 200 km from any town in the state. Apart from increasing the number of airports, the state also slashed VAT on aviation turbine fuel from 29 per cent to 4 per cent to attract more flight operators and enhance the state's air to TOI, chief secretary Amrit Lal Meena said the state already has three functional airports: one each at Patna, Gaya, and Darbhanga. Three others are going to be added to the list, including the fourth one at Purnia, which is targeted to be operational in Aug this year. The fifth in the pipeline is Bihta airport, which is expected to be functional by Dec 2027, and the sixth will be Raxaul airport, with the target of starting operation by June addition to the state's major airports, six new small airports are slated to be developed in the next three years at Madhubani, Saharsa, Birpur (Supaul), Valmiki Nagar (West Champaran), Munger, and Muzaffarpur. With the addition of these six, Bihar will have a total of 12 airports (both big and small).Furthermore, the govt has approved the construction of heliports at Jehanabad, Samastipur, and Nalanda, and this project is now in the past year, Bihar saw key developments in civil aviation. The new terminal at Patna's Jay Prakash Narain International Airport was built at the cost of Rs 1,216 crore. The state also urged the Centre to approve an international greenfield airport near Patna. For Darbhanga airport, 76.65 acres were transferred and 89.75 acres were acquired (Rs 244.61 crore).
