Closure signs on flood-impacted North Plainfield, N.J. street not stopping some drivers. Here's why the public is concerned.

The recent floods in New Jersey destroyed several roadways, and there is concern about trucks and cars traveling on one that is closed to outside traffic because part of it has collapsed. CBS News New York sent reporter Christine Sloan to see what's being done to keep residents and businesses safe. Video shows raging waters taking over a section of Somerset Street in North Plainfield during last weeks floods. Parts of the road are seen buckling and collapsing. Cement barricades are now around the damaged part of the roadway. However, despite "Road Closure" and "Local Business Only" signs, trucks and cars were going through Tuesday morning and early afternoon. "It's abandoned here. There's no police. There's nobody here," Paula Solias said. North Plainfield resident Stacy Barnard tipped off CBS News New York on the problem. "Three days after the storm hit us three 18 wheelers come through here. [I'm] worried about that collapsing more," Barnard said. Residents say it's not just the stability of the road they're concerned about, pointing to the fact that drivers are bypassing the road closure signs and driving in both directions on one lane. "I just saw a tractor trailer coming through this area and I felt it was going to really hit this van that's right here," business owner Amy Silberman said. Police arrived to enforce the road closure after CBS News New York called North Plainfield's mayor. "If it wasn't for you, this cop right here that got that guy wouldn't be here," Barnard said. "You guys were right here. You know what? From the bottom of my heart I thank you, guys, man, because finally something's being done." Silberman wants answers on the integrity of the county road. Her husband's medical office was destroyed by flood waters and she doesn't want more issues. "Everyone inside the building was trapped. My husband, his office manager, his patients were trapped, and they had to be evacuated through a window," she said. CBS News New York reached out to the Somerset County Road Department about the roadway, itself, but did not immediately hear back.

Pittsburgh Regional Transit bus lane ticketing enforcement goes into effect today

Beginning today, if you're caught driving or parking in the new, red bus lanes in downtown Pittsburgh, expect a ticket, as enforcement starts today. This begins after Port Authority Police have been giving verbal warnings since the lanes, which are for buses and emergency vehicles only, were installed last month. The tickets that will be issued will be $25 for the violations, but the associated fees that will come with it will bring the cost to nearly $200. It applies to every private vehicle, as well. This includes pickups, dropoffs, deliveries, and anything else in the red lanes. Earlier this year, Pittsburgh Regional Transit and the city began installing red bus lanes downtown in an effort to keep buses moving and get passengers to their destinations faster. PRT says that dedicated bus lanes are a major step towards improving service and reducing congestion, and says this will transform daily commutes and make public transit more reliable. "Ultimately, it will be Fifth Avenue to here on Liberty Avenue to Sixth Avenue that will be the full Downtown loop," said Amy Silberman of PRT. The routes included in the red bus lanes will be 61A, 61B, 61C, and 71B will each travel in the new lanes, heading inbound on Fifth Avenue and outbound on Sixth Avenue. Pittsburgh Regional Transit painting new bus lanes across Downtown Pittsburgh

Pittsburgh Regional Transit is painting several streets red across Downtown Pittsburgh as part of the University Line bus rapid transit project. Ask PRT bus riders, and many will say that getting from point A to point B on certain routes can be a test of patience. "(I'm) late for appointments because of traffic backups and block-ups and whatnot. I've been through that," said Pittsburgh resident Melvin Bradford. "The hard part is getting into town and getting out of town," Steve Small of McKeesport said. And that's exactly why PRT is painting at least some of its black tops red. "Keeping people on the bus moving faster and making us more reliable," said Amy Silberman of PRT. These new red lanes are for buses and emergency vehicles only; the exception is the striped parts in turning lanes. The lanes on Fifth Avenue to Grant Street on Liberty Avenue are done. Sixth Avenue from Grant Street to Center Avenue is almost complete. Sixth Avenue from Wood Street to Grant is also almost finished. On Wednesday night, crews are going to be finishing up the section from Wood to Grant, but more painting needs to be done. "Next week, we're going to have work on Fifth Avenue, so ultimately, it will be Fifth Avenue to here on Liberty Avenue to Sixth Avenue that will be the full Downtown loop," Silberman said. What routes will use the red lanes? "That's the 61A, 61B, 61C, and 71B," Silberman said. Will it work? The consensus carries cautious optimism. It's a good concept, but I don't know if it's going to work. Let's hope. Let's keep our fingers crossed," said Jason Key of the Hill District.
