New Delhi: After two successful house meetings, Municipal Corporation of Delhi witnessed a tumultuous session on Thursday, with the proceedings lasting barely half an hour. The meeting was called to discuss progress on desilting, waste management and matters related to the simplification of factory licences. However, before the discussion started, AAP councillors, led by leader of the opposition Ankush Narang, gathered with placards demanding the regularisation of 12,000 contractual staff. They blamed the BJP-run MCD for being unconcerned about the welfare and regularisation of contractual staff. As the anti-BJP sloganeering continued, the mayor adjourned the house for 10 minutes. But as the situation didn't improve, he adjourned the house until the next session and passed a few resolutions. The house passed proposals for extending the coverage of the councillors' local area development fund to 10 nominated members and engaging new concessionaires for waste management services in west, south and central zones with contracts spanning seven years. It also endorsed simplifying factory licence procedures by linking them to property tax and charging 5% of the taxable amount as the licensing fee, eliminating the need for additional documentation. The mayor later alleged that AAP had repeatedly disrupted house proceedings. "The monthly house meeting is an important opportunity to address public concerns, but AAP has no interest in public welfare. Their sole agenda is to create disorder and obstruct progress. We wanted a fruitful discussion on sanitation issues," he said. "We may call a special session soon, and if AAP continues to hinder the smooth operation of the house, they will be debarred from the meeting," he warned. Tired of too many ads? go ad free now Singh claimed that the AAP dispensation, in its 2.5-year tenure, failed to regularise contractual staff, and just two days before losing its majority, they passed a private proposal to regularise 32,000 sanitation staff. "We are trying to regularise all, but in a phased manner," he added. Standing committee chairman Satya Sharma said, "BJP has been in power in MCD for just two months, yet it has already achieved record desilting work. Last year, 77,000 metric tonnes of silt were removed. This year, we already cleared 1.4 lakh metric tonnes." Opposition leader Narang called out BJP's "four-engine govt" for being "anti-Dalit" and deliberately denying rightful benefits to MCD workers. "When AAP was in power in MCD, we passed a proposal to regularise 12,000 contractual employees and allocated Rs 800 crore in the budget for their salaries and retirement benefits. But now the BJP-led MCD refuses to implement it. This is a deliberate move by BJP to avoid regularising Dalit employees," he alleged. Amid the chaos, the house decided to conduct elections for four additional ad hoc and special committees following the resignation of the mayor and the deputy mayor from their positions as ex-officio chairmen. At a press conference, leader of the house Pravesh Wahi requested meat shops located along the kanwariyas' routes to suspend operations temporarily. "As per Delhi Municipal Act, there is no provision to shut down shops falling on the routes of kanwariyas. We have asked the department to request the meat shop owners to cooperate and close their shops if they feel comfortable. Instructions have also been given to take action against unauthorised meat establishments from July 11 to 23," he said.

The Aam Aadmi Party (AAP) has accused the education department of the Municipal Corporation of Delhi (MCD) of corruption in preparing seniority lists for teachers and approving illegal transfers. In a press conference on Monday, AAP's Ankush Narang, who is the Leader of Opposition in the MCD, called out the BJP-led civic body's education department for not following orders by the Supreme Court and guidelines by the Department of Personnel and Training while preparing the seniority list. 'We thought the MCD will do great work and that schools under them will also function like Delhi government schools. But there has been corruption in the education department under the BJP,' Narang said. According to him, the department issued a circular dated June 4 announcing that a provisional list of senior teachers will be made for teachers appointed between 1995 and 2002. However, the list is full of discrepancies, Narang said, adding that many teachers have been left out or their joining dates mentioned wrongly. 'This is a tactic used by the BJP to favour their people,' he said, claiming that no one listened when teachers' unions protested. However, MCD officials said the seniority list was prepared by a committee headed by the additional director of administration, and was initially only published for 15 days, after which all recorded claims were taken into consideration and documented. 'The provisional list was then prepared, which LOP Narang referred to, which was again taken into consideration after seven days for further claims and objections,' an official said, adding that the final seniority list (for 1995 to 2002), prepared in light of the DoPT guidelines as submitted by the committee, was published in all zonal offices which Narang is unaware of. The AAP councillor also questioned the transfer of 46 teachers illegally against their wish just to accommodate 26 'BJP loyalists.' 'Even ailing teachers were transferred. Didn't the deputy mayor claim that women teachers will be posted closer to their residences? But they were sent 30-35 km away,' he stated. An MCD official, however, clarified on Monday that all transfers are done in order to maintain the pupil-teacher ratio and resolve grievances. Narang also alleged delay in taking action against officers responsible for misconduct in the purchase of school uniforms worth Rs 6.6 crore for over 60,000 students in MCD schools in Narela. The uniforms were never distributed and have been lying unused in warehouses for a decade. The MCD official said action is being taken against those responsible. 'A report was submitted to the competent authority and disciplinary action has been approved against all found responsible and it is already under process,' the official said.

New Delhi: Leader of Opposition in the Municipal Corporation of Delhi (MCD) and Aam Aadmi Party (AAP) councillor Ankush Narang has levelled serious allegations of corruption against the Bharatiya Janata Party (BJP)-led MCD administration, specifically targeting the education department for alleged irregularities in promotions and teacher transfers. Highlighting the significance of education, Narang emphasized that the Arvind Kejriwal-led Delhi government has historically allocated 25-26% of its budget to the education sector, a commitment AAP intended to extend to the MCD after gaining a foothold in the civic body. 'We entered the MCD with the goal of transforming education, but the BJP is obstructing this,' Narang said. 'They fear that an educated population will start questioning authority and demanding rights, which could end their style of politics. AAP does not share this mindset.' Narang pointed to a circular issued by the MCD Education Department on June 4, 2025, which initiated the creation of a seniority list for teachers, move he claimed was happening for the first time in 30 years. 'If this is the first time in three decades, who has been running the MCD all this while?' he questioned, referring to BJP's long-standing control. According to the circular, the provisional seniority list covers appointments from January 1, 1995 to 2002 and was published on the department's portal. Narang alleged several discrepancies in the list, including violations of Supreme Court directives, which stipulate that seniority must be based on the date of joining. 'Teachers with earlier joining dates were pushed down the list, while others with later dates were moved up, a clear manipulation,' he said. Narang explained that seniority is supposed to be determined by three criteria: the date of joining, date of birth, and the DSSSB merit list. However, he alleged that the BJP-led MCD prepared the list based on the date of posting,a move he claimed was intended to accommodate political loyalists. 'Officials are manipulating records to shield those in power,' he said. 'Appointments and promotions are being influenced by favoritism and bribery.' The AAP councillor also slammed the recent transfer of 46 teachers by the MCD's education department. He claimed that 23 of these transfers were done based on personal requests, while others were moved arbitrarily, including a Stage-4 cancer patient and another teacher suffering from spondylitis. 'These individuals should have been given consideration, yet they were pushed out just to make room for the BJP's own people,' he alleged. 'The deputy mayor recently advocated for posting women teachers near their homes. What happened to that promise?'

New Delhi: The first meeting of Municipal Corporation of Delhi 's standing committee was held on Friday, and approved major layout plans of govt projects pending for a long time. The approvals were given for the revised layout plan for the construction of group housing at DTC Colony in Shadipur and at Hari Nagar Colony on DTC land, staff quarters of Delhi University at Dhaka complex, building complex at DDU Marg, for Shri Ram College of Commerce, National Physical Laboratory complex at Pusa and St Stephen's College, Rajya Sabha Secretariat at Sector 12 RK Puram and India Institute of Foreign Trade complex at Maidan Garhi. Other approved proposals included the extension of security services in various hospitals, purchase of larvicides for the prevention and control of vector-borne diseases, construction of classrooms and hiring of unskilled staff to work as gardeners in the horticulture department. Out of the 57 layout plans, several concerned private properties. The formation of the standing committee faced a delay of two and a half years, resulting in numerous projects being held up. Any project exceeding Rs 5 crore needs the committee's approval. On Friday, the meeting lasted for more than three hours. Leader of the opposition Ankush Narang questioned the reasons for not placing important proposals related to waste management despite an urgent requirement for their approval. Chairman Sharma assured that all steps would be taken to accelerate the operation of the committee and approve necessary projects on time. BJP's Inderjeet Sehrawat, a committee member, highlighted 160 shops that were sealed in 2018 on the direction of the Supreme Court-monitored committee. "Sealing was also carried out on Wednesday and Thursday on the orders issued by the deputy commissioner, Najafgarh zone. My only question is why only certain areas are targeted when building bylaws are violated rampantly in entire Delhi," he said, adding that the commissioner should speak to the home ministry, the lieutenant governor and the chief minister to resolve the matter as the decision has left several unemployed. Councillors also inquired about the release of funds for the maintenance of parks under the public-private partnership scheme to residents welfare associations. Commissioner Ashwani Kumar said the details of bills till March 31 were collected and Rs 20 crore would be released soon after the availability of funds. AAP councillor Rafia Mahir questioned the shortage of staff in the public health department, including anti-malaria officers in 12 zones. She also pointed out the non-payment of salaries in Hardayal Library for 36 months. "On the high court's direction, MCD issued Rs 4 crore out of Rs 12 crore, but the amount is less." The commissioner said funds would be allocated based on availability.

New Delhi: The AAP on Sunday alleged that a six-year-old boy who drowned in a swimming pool in northwest Delhi's Pitampura died due to the negligence of the Municipal Corporation of Delhi (MCD). There was no immediate response from the MCD. No lifeguard was present at the time of the incident and the facility lacked both safety equipment and CCTV surveillance, he claimed. 'By the time a lifeguard was called and the child was pulled out, it was too late,' the AAP leader said. Narang said the silence of Mayor Raja Iqbal Singh and Chief Minister Rekha Gupta on this incident is 'shameful' and demanded that accountability be fixed. He further said, 'This tragedy should have never occurred in the first place. But it happened under their watch. What steps have been taken to prevent such incidents in future? Has the MCD ensured installation of CCTV cameras, adherence to safety protocols and deployment of trained lifeguards across its facilities?'
