Haryana CM urges citizens to avail benefits of PM Surya Ghar Muft Bijli Yojana

Kaithal (Haryana) [India], July 12 (ANI): Haryana Chief Minister Nayab Singh Saini said that under PM Surya Ghar Muft Bijli Yojana, the government has set a target of installing 2 kW solar systems free of cost on the rooftops of 1 lakh Antyodaya families across the state. Once the target of 1 lakh installations is achieved, an additional 1 lakh families will be included in the next phase of the scheme, the CM said. So far, 26,000 families have availed the benefits of this scheme, including 1,707 families in Kaithal district alone, according to an official statement from the state government. The Chief Minister made these remarks while addressing the public in Peoda village, Kaithal district, where he had arrived to attend a program organized under the Pradhan Mantri Surya Ghar Muft Bijli Yojana. On this occasion, the Chief Minister announced a grant of Rs 21 lakh for development works in the village. During his visit, CM Saini inspected a solar rooftop system installed at the residence of a scheme beneficiary and interacted with the family to understand the benefits they are receiving. Speaking on the occasion, the Chief Minister highlighted that the scheme was launched in Haryana from Kaithal district, and he was pleased to personally witness its successful implementation. He said that the solar rooftop systems are not only promoting green energy but are also significantly reducing electricity bills for the people. He urged the people to come forward and take maximum advantage of the PM Surya Ghar Muft Bijli Yojana to minimize their electricity expenses. The Chief Minister added that both the Central and State Governments are providing subsidies for installing solar systems for families with an annual income of up to Rs 1.80 lakh. This has helped thousands of households reduce their dependency on conventional electricity and gain relief from hefty power bills. He credited Prime Minister Narendra Modi for conceptualizing and launching this people-centric scheme, and congratulated all beneficiaries who have already availed its benefits. Saini also highlighted the success of the Mhara Gaon Jagmag Gaon Yojana, under which more than 5,800 out of 6,500 villages in the state are now receiving 24-hour electricity supply. He encouraged residents of the remaining villages to come forward and enroll under this scheme. Saini said, 'prior to 2014, the government arbitrarily imposed surcharges on electricity bills, which led to significantly higher costs for consumers. Current government has provided substantial relief to consumers by waiving surcharges.' He appealed to the citizens to actively participate in the PM Surya Ghar Muft Bijli Yojana. (ANI)

Govt revises SMILE scheme to provide ‘life of dignity' for beggars

The Centre has revised SMILE, its flagship rehabilitation programme for beggars, with an annual budget of Rs 37 crore, to ensure they move toward self-reliance and a life of dignity. Officials emphasised that the revised SMILE scheme marks a shift from punitive responses to a rights-based, rehabilitative approach that offers structured support to help vulnerable individuals. The updated SMILE (Support for Marginalised Individuals for Livelihood and Enterprise) scheme adopts a four-pronged approach: survey and identification, outreach and mobilisation, rescue and shelter, and comprehensive resettlement to promote long-term rehabilitation and restore social dignity to the country's most marginalised groups. The scheme will be implemented in cities focusing on pilgrimages, sites of religious importance, historical landmarks and tourist areas across the country in partnership with the state administration and relevant organisations. According to the revised guidelines of the scheme, religious trusts and shrine boards will also play a significant role in implementing the scheme at pilgrimage and religious sites. The Centre has earmarked Rs 100 crore over three years for the scheme: Rs 30 crore for 2023-24, Rs 33 crore for 2024-25, and Rs 37 crore for 2025-26. The funds will be released in three instalments: 30 per cent for survey and mobilisation, 50 per cent for shelter and rehabilitation, and 20 per cent based on verified progress and reintegration status. The government aims to rehabilitate 2,500 individuals in the first year, 6,000 in the second, and 8,000 in the third. Each shelter home has been allocated an annual budget of Rs 48.7 lakh to cover operational costs, including food, staffing, counselling, skilling, and awareness campaigns. Municipal bodies and district administrations will conduct detailed surveys to profile beneficiaries based on factors such as age, gender, legal status, and health conditions. The data collected will be uploaded to a national portal under the Ministry of Social Justice and Empowerment for real-time monitoring. Once identified, individuals will be offered spot counselling and will be mobilised into shelter homes, either existing facilities under the DAY-NULM (Deendayal Antyodaya Yojana National Urban Livelihoods Mission) or rented shelters where required. Each shelter home, with a minimum capacity of 50 individuals, will provide food, clothing, hygiene kits, bedding, toilets, and recreational activities such as yoga. The maximum stay in shelter homes is capped at six months, with provisions for extension in cases involving disability or family dependency. Beyond immediate relief, the scheme prioritises education and skill development to facilitate long-term reintegration. Children will be enrolled in nearby government schools under the Samagra Shiksha scheme and offered after-school tuition and homework support. Adults will undergo vocational training for jobs such as domestic help, security personnel, and vendors in partnership with recognised training institutions and schemes like PM-DAKSH and DAY-NULM. For persons with disabilities, the elderly, or those requiring medical attention, the scheme provides access to healthcare, de-addiction centres, and old-age homes. Beneficiaries will also be linked to welfare schemes such as the PM Jan Arogya Yojana (PMJAY), Ayushman Bharat, and public distribution services. Implementation will be overseen by urban local bodies and district administrations, which will engage experienced NGOs or agencies based on various criteria The execution of the programme will be tracked through the national portal, with mandatory updates from field-level agencies. Social audits and third-party evaluations will ensure transparency and accountability.

He also cited historic national decisions—the abrogation of Article 370, the ban on triple talaq, crackdowns on terrorism and Naxalism, and the promotion of schemes like Surya Ghar and Atmanirbhar Bharat—as hallmarks of decisive and transparent governance. On Andhra Pradesh, he said the NDA alliance was working to undo the damage caused by the YSRCP's five-year rule, with a focus on economic recovery and clearing Rs 2,500 crore in Arogyasri dues. The alliance, he added, is united and prepared to tackle any challenge, including public health crises. Madikeri: The state govt's suspension of the process to apply for a BPL card has left thousands of potential beneficiaries in a difficult situation. Currently, 1,127 submitted applications in Kodagu are pending for govt approval, while 496 applications were rejected for various reasons, according to sources in the food, civil supplies and consumer affairs department. The Congress govt's guarantee schemes have led to an increased demand for these cards. The online portal for BPL card applications has faced technical difficulties for the past two years, preventing proper acceptance of applications. This situation has caused disappointment amongst many people. Previously, govt conducted operations against unauthorised BPL cards, suspending those obtained improperly. This action has resulted in both ineligible and eligible cardholders losing their cards due to technical issues. Efforts have continued to identify and restore cards to eligible individuals. The application process has remained stagnant for an extended period. Despite accepting applications, only a limited number received approval, with many still awaiting their cards. The process faced interruptions for four years due to technical issues. In 2023, 529 applications received approval, with no subsequent approvals granted. According to official records, the district has 1,47,903 ration cardholders, comprising 9,428 Antyodaya, 1,01,247 BPL, and 37,228 APL cardholders. Over four years, 7,781 new applications were accepted online, with 6,158 receiving govt approval. Currently, new applications cannot be submitted. The govt has initiated surveys to identify ineligible cardholders. Cards will be cancelled for individuals with annual incomes exceeding Rs 1.20 lakh, land holdings over 3 hectares, house ownership above 1,000 sq ft, govt employees, and taxpayers.
