When will US respond to Lebanese paper? Lebanon is still waiting for the U.S. response to its 'dual' response to U.S. envoy Tom Barrack's paper, which according to ministerial sources is not expected to be very imminent, Asharq al-Awsat newspaper said. The U.S. response might 'take some additional days,' the sources added. 'The U.S. side is looking into the Lebanese response, which was not limited to the paper presented by President Joseph Aoun but also included the remarks submitted (separately) by Speaker Nabih Berri,' the sources said. 'Accordingly, it is looking into the differences between the two papers as well as the identical aspects, which might take some time,' the sources added. 'The Lebanese side is still waiting for a phone call from the U.S. ambassador to Beirut, who is supposed to relay the response which is mainly based on the removal of Hezbollah's arms according to what was agreed on in the latest meetings,' the sources went on to say. Lebanese presidential circles meanwhile told al-Joumhouria newspaper that the U.S. will respond to the official Lebanese response and also to "Hezbollah's proposals" at the end of this month. Barrack had said that he was very satisfied by the Lebanese response to the U.S. paper while warning that Lebanon risks being left behind as change sweeps other countries in the region.

Barrack, who lauded Lebanon's response as highly satisfactory, will 'carefully study the Lebanese response and send his remarks within days through the U.S. Embassy in Beirut,' official Lebanese sources told Asharq al-Awsat newspaper. 'He will return to Beirut within two weeks should things go as planned,' the sources added. Asharq al-Awsat noted that Lebanon's official response was prepared by President Joseph Aoun, Speaker Nabih Berri and PM Nawaf Salam, without containing 'Hezbollah's stance.' Berri, however, later presented to Barrack separate remarks on behalf of the Shiite Duo (Hezbollah and Berri's Amal Movement), the daily said, with source close to the Speaker telling the newspaper that he 'stressed the need to consolidate the ceasefire and ensure Israel's commitment to it before anything else.'

'Hezbollah has partially opened the door to discussions over this topic, which had been a taboo in the past, without giving clear answers on whether or not it accepts the principle,' Lebanese sources informed on the ongoing deliberations told Asharq al-Awsat newspaper. 'Hezbollah is engaged in a difficult internal debate over the issue, in parallel with another debate within a panel comprising representatives of President Joseph Aoun, Speaker Nabih Berri and PM Nawaf Salam, which is tasked with devising the Lebanese response paper,' the sources added. Revealing that the panel's discussions are seeking 'acceptable formats that comply with the constitution,' the sources added that 'the Lebanese response to the proposal is focused on specifying the priorities and phases according to which the agreement will be implemented, seeing as Israel has not committed to the ceasefire decision until the moment, despite Hezbollah's compliance and its withdrawal from the South Litani area.' The sources added that in its 'preliminary response,' Hezbollah has demanded 'real guarantees' in order to implement ant solution that might be reached. Official Lebanese sources meanwhile revealed to Asharq al-Awsat that 'Lebanon is readying a technical response prepared by the Lebanese Army to explain the step-by-step mechanism and what can be achieved if Israel carries out positive steps, such as withdrawal, ending airstrikes and releasing the captives.' Political leaders are meanwhile seeking 'guarantees that would pave the way for a gradual disarmament that would begin with heavy-caliber weapons and end with medium-caliber weapons,' the sources said.
