Unmaintained open sites in twin cities pose danger to public health

Hubballi: Open sites in twin cities of Hubballi-Dharwad have emerged as a major concern for public health and safety. These neglected plots have turned into breeding grounds for mosquitoes and shelters for stray animals. The unchecked growth of wild vegetation in these areas has led to the formation of mini-jungles within residential zones, posing difficulties for safe movement. As per Hubballi-Dharwad Municipal Corporation (HDMC) records, there are 1,30,000 open sites in the city, many of which are contributing to hygiene and security issues in localities. The uncontrolled growth of vegetation in these sites has created mini-jungles within residential areas, making it difficult for residents to move safely around their neighbourhoods. HDMC has begun taking measures to address this issue following the directive from district minister Santosh Lad. The civic body will now issue formal notices to site owners, requiring them to clear and maintain their properties. The owners will have a week to comply with these notices. The HDMC has outlined a three-step enforcement plan. Firstly, owners who fail to respond to initial notices will face substantial monetary penalties. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Forget Furosemide, Use This Household Item To Help Drain Edema Fluid WellnessGuide Learn more Undo Secondly, if the sites remain uncleaned despite the fines, the authorities will undertake the cleaning work and charge the expenses to the owners. Finally, in cases of continued non-compliance, the municipal corporation has been authorised to acquire these plots. Local residents have welcomed this initiative, as these neglected sites have been causing various problems, including increased incidents of dengue and Chikungunya. The presence of stray animals has also led to safety concerns, particularly for children and elderly residents in these areas. The municipal authorities have started mapping these sites and creating a database of property owners. They will also conduct regular inspections to ensure sustained compliance with cleanliness standards. This systematic approach aims to transform these problematic spaces into well-maintained areas that contribute positively to the urban landscape of the twin cities. Ashok Kumar, a resident of Gokul Road, said the open plots have become overgrown with vegetation, transforming residential areas into breeding grounds for mosquitoes and providing refuge for stray dogs, cattle, and pigs. The authorities should initiate stern action against the owners of the land. Rudresh Ghali, commissioner, HDMC, mentioned that district minister Santosh Lad recently gave instructions for strict action against open sites. He stated that they will begin proceedings against open sites and have instructed all zonal officials to gather information about open site owners and send them notices. He also indicated that if owners do not comply, they will conduct an extensive open sites cleaning operation, with the expenses being recovered from site owners during property tax collection.

These vehicles won't be allowed anymore on 2 Gurgaon highway stretches

The Gurgaon traffic police Wednesday evening announced restrictions on the movement of slow-moving vehicles on two major highways, effective immediately, to enhance road safety in high-speed corridors. Two-wheelers, including motorcycles and scooters, three-wheelers, including e-rickshaws and E-carts, non-motorised vehicles, agricultural tractors, multi-axle hydraulic trailers, and quadricycles are prohibited from using the main lanes of the Delhi-Jaipur Highway or National Highway-48 stretch from the Sirhaul border to Kherki Daula, as well as the Dwarka Expressway from Kherki Daula to the Delhi border. Instead, drivers will have to use the designated service lanes to avoid potential accidents. To enforce compliance, the Gurgaon traffic police have warned that offenders will face action under the Motor Vehicles Act. They have also conducted awareness interactions at key junctions along these routes to educate the public. The development comes close on the heels of at least two accidents on NH-48 this month. On June 21, Delhi Police Head Constable Ashok Kumar, 39, was killed in an accident after the state transport bus he was travelling on overturned. The bus was on its way to Jaipur when the accident took place. According to Birender Singh, Sub-Inspector, Bilaspur Police Station, the bus was ferrying several passengers when the driver applied brakes, and swerved to avoid a WagonR near Panchgaon Chowk. Kumar hailed from Molawas village in Rajasthan's Alwar district. Earlier this month, a 24-year-old from Rajasthan lost his life in an accident on the same national highway. Sumit Meena and his four friends, all from Rajasthan, were travelling from Alwar to Delhi in a Hyundai i20 on June 11 when their vehicle met with an accident near Mannat Hotel at Sidhravali around 3.30 am. As per a complaint filed by Kamal Singh Meena, Sumit's father, at the Bilaspur Police Station, the vehicle was being driven by Sumit's friend when it collided with an unidentified large vehicle. Kamal, in his complaint, alleged that the friend was driving negligently.

Builders hail building regulations, seek amendments to NALA Act

Small-scale builders and owners of LIG category residential buildings will benefit the most from the key amendments in the Andhra Pradesh Building Rules, 2017 approved by the State Cabinet, sources in the Confederation of Real Estate Developers Association of India (CREDAI) said. This means that builders of structures up to G+4 categories or flats under 300-400 sq m will have ample options and relief from some restrictions, thereby helping them join the real estate and urban development sector in cities like Visakhapatnam. However, builders have expressed dissatisfaction over the lack of clarity on the Non-Agricultural Land Assessment (NALA) Act. As per the statements made by Chief Minister N. Chandrababu Naidu on several occasions, including the third District Collectors' meeting held in March, the NALA Act is expected to be repealed, citing it as a major impediment to urban and real estate development. 'We have come to know that the government is discussing the implementation of 4% charges for land conversion (agriculture to commercial) under the NALA Act, instead of 5% charged by the previous government. We want the Act abolished. We have urged the government to amend the law on land conversion in terms of acres instead of square yards in urban areas. This will be beneficial to urban developers. We are not worried about 4% or 5% charges for conversion,' said a senior builder on the condition of anonymity on Wednesday. In Visakhapatnam, the real estate sector has an annual turnover of around ₹700 to ₹800 crore. It is expected to touch ₹1,000 crore mark annually. This will be possible if the government accelerates projects like operation of software companies, employment generation and flow of financial transactions. The GVMC and VMRDA should complete the master plan roads and projects as soon as possible, they said. 'We discussed the need for basic completion of roads with the GVMC Commissioner. We are expecting a boost in the real estate sector as the market has been sluggish for the last 18 months. Approximately 10,000 residential units still remain vacant due to no sale. Now, the market is gaining some momentum,' said CREDAI city president E. Ashok Kumar.
