He signed the bill on the White House South Lawn, turning the traditional July 4 picnic into a celebration of both America's independence and his personal victory in Congress. He had pushed really hard to rally support, and nearly all Republicans in Congress backed his legislation as the Bill was passed in the House on Thursday. He seized the opportunity to underline the biggest legislative success of his second term. A fireworks show on the National Mall was also planned later in the day.
