NBI nabs 6 foreigners, 3 Filipinos in alleged 'assume balance-talon' modus

The National Bureau of Investigation (NBI) on Friday announced the arrest of six Indians and three Filipinos in an entrapment operation conducted in Parañaque City for carnapping and syndicated estafa. In a statement, the NBI said the arrested individuals are allegedly part of a syndicate involved in the 'assume balance-talon' scheme. This modus involves an individual who is unable to continue paying for the monthly amortization for a vehicle, decides to pass this on to an individual who in turn will take over the loan. This individual will then mortgage the vehicle for some amount. The original owner, when he decides to recover the loan will then be asked for a large sum as a condition for the return of the vehicle. According to the NBI, the operation stemmed from a complaint filed against the nine individuals for selling his vehicle without his consent. The complainant said he failed to pay the monthly amortization of a vehicle to the bank and offered it for pasalo or to sell it to someone else who will also continue the payments. The vehicle was then passed on to one of the arrested subjects, who sold it to another individual. They then mortgaged the vehicle for P120,000 and demanded P450,000 from the complainant when he sought to recover it. One of the subjects threatened the complainant that the car would be chopped or dismantled if he is unable to pay. This led the complainant to file the complaint before the NBI. The NBI agents arrested the subjects at a casino hotel in Parañaque City on June 24. They have undergone inquest proceedings. 'Director Santiago likewise advises the public to be more cautious in their financial transactions to avoid falling prey to this scheme of unscrupulous individuals,' the NBI said. — BAP, GMA Integrated News

7 tree planting volunteers died, 6 in critical condition in Silay City accident

At least seven volunteers of a tree-planting activity died while six are in critical condition after the truck they were riding in had an accident in Silay, Negros Occidental. There are 11 other volunteers that were hospitalized for medical treatment. In the report of Aileen Pedreso of GMA Regional TV, the dump truck they were riding tipped on its side in Barangay Guimbala-on, Silay City on June 27, 2025. According to Silay City police, the driver of the dump truck lost control of the vehicle upon reaching a curve in the road around 10 a.m. on Friday that caused the vehicle to tip to its side and the passengers fell onto the road. "Mula sa tree planting doon sa taas. Nang pababa na sila, na-lose control sa manibela ang ating driver. Nahulog sila," said Police Master Sergeant Jesser Matthew Demaisip. (From the tree planting site. When they were going down, our driver lost control of the steering wheel. They fell onto the road.) Among the seven fatalities are three senior citizens, with six passengers are in critical condition while 11 were injured and under observation in the hospital including the truck driver. "Ibinangga na lang daw niya sa kahoy kasi kung hindi raw niya ibinangga, mahuhulog sila, mamamatay silang lahat," the wife of the driver said in an interview. (He said he just hit the truck against the tree because if he hadn't, they would have all fallen and died.) "Umiiyak nga siya kasi hindi naman niya raw sinasadya," she added. (He's crying because he didn't mean to.) According to a passenger, the truck already had a problem before the accident occurred. "Nang papunta pa lang raw sila, nagka trouble na ang sasakyan. May mga bumaba raw. Patuloy raw siyang nagpapaakyat," said a relative of an injured passenger. (They were just on their way when the truck had trouble. Some people got off. He continued to allow passengers to ride.) The police is conducting an investigation into the incident. Silay City Mayor Joedith Gallego, in an official statement, said, "This tragic occurrence brought immeasurable gried to the community." "It is a moment of collective mourning for all Silaynons, I respectfully call upon everyone to offer prayers for the eternal repose of the souls of those who perished, and for the full and speedy recovery of those who sustained injuries," he added. Gallego vowed that a thorough investigation will be done on the incident and extend assistance to the relatives of the victims. — BAP, GMA Integrated News

DICT: eGovDX platform processes over 500M transactions

According to the DICT, the eGovDX integrates government platforms to enable secure data sharing across agencies. The e-Government Data Exchange Platform (eGovDX) has processed more than 500 million transactions with the aim to enhance data privacy and efficiency, an official from the Department of Informations and Communications Technology said on Friday. In a press release, DICT Undersecretary David Almirol Jr. said the eGovDX platform, which links over 1,000 government services, was recognized as the 'Digital Transformation of the Year' in the GovMedia Awards 2025 in Singapore due to its secure and interoperable ecosystem. 'People need to feel that [the] government is working for them. That means faster service, zero lines, and more transparency,' Almirol said. He said the cornerstone of this transformation was the national ID system, which covers 87% of Filipino citizens. According to the DICT, the eGovDX integrates government platforms to enable secure data sharing across agencies. Meanwhile, the eGovPH Super App won the E-Governance Project of the Year after it has enabled over 150?million transactions. The eGovPH Super App is a one-stop digital platform allowing Filipinos to conveniently access government services whenever they need it. This innovation pushes for the administration's intent to simplify bureaucratic processes. Almirol called on all government agencies to integrate their services into this unified ecosystem. ''The job isn't done. This is about building a government that works better — for every Filipino, every day,' Almirol said. — BAP, GMA Integrated News
