Gurgaon: The two-day national conference of urban local bodies (ULBs), held in Manesar, concluded with a formal resolution to enhance the impact of these institutions on national development. Participants highlighted that the core objective of ULBs is to bring about positive change in the urban service delivery framework. The pivotal role of women as key drivers of development within ULBs was also discussed. It was noted that MP has implemented 50% reservation for women in urban local governance. Remarkably, currently, 60 to 65% of women are represented in ULBs there, demonstrating their strong participation and leadership. He said such initiatives would not only provide a fresh impetus to the Swachhata Abhiyan but also significantly enhance the economic resources of ULBs. He said the govt is committed to providing ample employment opportunities for youth, and urged ULBs to prioritize skill development initiatives in their respective areas to further enhance job prospects. He also stressed learning from cities excelling in various sectors and adopting their best practices. Chandigarh: Haryana Governor Bandaru Dattatraya on Friday said chairpersons and representatives of the Urban Local Bodies across the country should adopt a waste-to-wealth approach by leveraging advanced technologies in waste management. He said such initiatives would not only provide a fresh impetus to the Swachhata Abhiyan but also significantly enhance the economic resources of the Urban Local Bodies. Governor Dattatraya made these remarks while addressing the closing ceremony of the National Conference of Chairpersons of Urban Local Bodies in Manesar in Gurugram. The Governor congratulated the state Vidhan Sabha Speaker and his team for successfully organizing the first-ever national conference for Chairpersons of Urban Local Bodies. He said 'it is a matter of pride that representatives from across the country not only participated in in-depth deliberations but also shared best practices related to urban development'. He further said the conference featured meaningful and constructive discussions on several key issues concerning urban governance, which will serve as a valuable guide for future policy-making. The Governor said Prime Minister Narendra Modi launched the Swachh Bharat Abhiyan across the country, which has instilled a sense of awareness and positive thinking about cleanliness among citizens. He urged all representatives to actively involve the community in this campaign through widespread public awareness efforts so that cities can become cleaner and more beautiful. 'The greater the public participation in this mission, the more beautiful and healthier our cities will become,' he said. He especially emphasised the importance of special attention in cleanliness of slum areas. Additionally, the Governor highlighted the need for the rapid digitalisation of Urban Local Bodies to improve efficiency and transparency. He said the government is committed to providing ample employment opportunities for the youth. In this context, he encouraged the Urban Local Bodies to prioritise skill development initiatives in their respective areas to further enhance job prospects for youth. The governor lauded the state's intensified efforts in cracking down on drug trafficking and said that high-impact operations over the past year have led to significant narcotics seizures and arrests of major traffickers. He also appreciated the success of the Nasha Mukt Bharat Abhiyaan being actively implemented across Haryana. The campaign has reached thousands through school and college programmes, street plays, awareness drives and rehabilitation initiatives. Dattatraya called for stronger rehabilitation and de-addiction services, urging community leaders, NGOs and educational institutions to join hands in promoting awareness and healthy lifestyles.

Punjab and Haryana High Court retired Chief Justices or their spouses to get a consolidated amount of Rs 50,000 per month and retired Judges or their spouses to get Rs 45,000 per month to engage domestic help(s) and driver(s), besides Rs 15,000 per month towards expenses of rental and calls of mobiles, and/ or landline, Internet service, secretarial services and security service. However, all these benefits come with riders. Exercising powers conferred by Article 229, read with Article 231, of the Constitution of India, Haryana Governor Bandaru Dattatraya on Friday notified a set of rules called the Retired Chief Justices and Judges Domestic Help(s) and other Benefits Rules, 2025, that 'applies to a person who has held office either as Chief Justice or as a Judge of the High Court of Punjab and Haryana and their spouses'. As per the rules, 'a retired Chief Justice or a Judge of the High Court or their spouse shall be entitled to avail the services of Domestic Help(s), Driver(s), Secretarial Assistance, Security and Telephone facility at the expenses of the High Court', subject to a few conditions, including 'they are not availing such or similar facility from any other High Court'. 'The retired Chief Justice/ Judge or their spouse may at her or his discretion select persons to be engaged as Domestic Help(s)/ Driver(s)', the rules mentioned. 'To enable the retired Chief Justice/ Judge, or their spouse, to engage domestic help(s), driver(s), the High Court shall provide a consolidated amount of Rs 45,000 per month to a retired Judge or spouse and Rs 50,000 per month to a retired Chief Justice or spouse,' the rules state. The rules also have a provision of 'secondment' that states: 'The retired Chief Justice/ Judge or their spouse may request to avail the services of maximum of two employees working in Last Grade Service of the High Court, one of whom may be a Driver; (OR) If any employee working in Last Grade Service of the High Court furnishes to the Registrar General of the High Court, a request in writing to serve a retired Chief Justice/ Judge or their spouse, as the case may be, and the services of such employee(s) is/ are acceptable to the retired Chief Justice/Judge or their spouse, as the case may be; They may be seconded to work with the retired Chief Justice/ Judge or their spouse until the employee(s) attain(s) the age of superannuation and/ or so long as the retired Chief Justice/ Judge or their spouse is entitled to this facility. It is made clear that if employees of the High Court are seconded, the retired Chief Justice/ Judge or their spouse, as the case may be, are not entitled to full reimbursement as stipulated in Rule-7 if two employees are provided by the High Court or 50% of the reimbursement mentioned in Rule-7 if only one employee of the High Court is provided. The said secondment shall be at the discretion of the Hon'ble Chief Justice and subject to the availability of staff'. The rules further state: 'The retired Chief Justice/ Judge or their spouse, shall be paid Rs. 15,000 per month towards expenses of rental and calls of mobiles, and/ or landline, internet service, secretarial services and security service. However, this facility shall not be available if the retired Chief Justice/ Judge or their spouse, as the case may be, has accepted some assignment and has been provided the same facilities under that assignment, during the continuation of such assignment.' 'These Rules shall be in addition to and not in derogation of any other benefits, which are available to retired Chief Justice(s)/ Judge(s) and/ or their spouse(s)', the rules state.

Haryana governor Bandaru Dattatraya on Sunday underscored the importance of value-based and inclusive education in line with the emerging needs of the industry and future challenges. Addressing the teachers, academic leaders and scholars during the provincial 'acharya sammelan' of Vidya Bharati held at Samalkha in Panipat, through virtual mode, Dattatraya said education should not be limited to rote learning and academic excellence. It should develop moral values, critical thinking and a spirit of innovation in students, he said, stressing the need for an education system that is inclusive, accessible and compatible with socio-economic diversity. Referring to Prime Minister Narendra Modi's vision of making India a developed nation by 2047, he said students must be equipped with academic knowledge as well as ethics, social responsibility and skills in line with the demands of the global workforce. He called upon teachers to guide students with compassion and knowledge. The governor said that Haryana government is taking many initiatives in the field of education and appreciated the efforts to improve the infrastructure of schools, integration of digital learning tools, scholarships to meritorious students and promotion of vocational training. He said that Vidya Bharati is India's largest organisation in the field of education, which is sowing the seeds of Indian culture and moral values in children along with education.
