Steep drop in dengue fever cases in Selangor

SELANGOR has recorded a 66.1% drop in cumulative dengue fever cases up to July 5 this year, compared to the same period in 2024. State public health and environment committee chairman Jamaliah Jamaluddin said a total of 13,685 dengue cases were reported, down from 40,313 cases during the corresponding period last year. 'A total of five dengue-related deaths have been recorded so far, compared to 12 fatalities in the same period last year,' she said during the Selangor state legislative assembly sitting at Bangunan Dewan Negeri Selangor in Shah Alam today (July 10). She said this in response to question by Syed Ahmad Abdul Rahman Alhadad (PH-Lembah Jaya) on dengue awareness campaigns and preventative measures. She said the decline in dengue cases was the result of the coordinated efforts by various stakeholders, namely the Selangor health department, local authorities, district and land offices and non-governmental organisations in the implementation of dengue control and prevention programmes. Jamaliah also said that the people who live in areas identified as dengue hotspots could take preventive measures to protect themselves, such as using mosquito repellent sprays or lotions. She also warned young adults, particularly those in their 30s and with underlying health conditions, not to take fevers lightly. There was a common presumption that only children, the elderly, and pregnant women were at higher risk of fatality from dengue, she said. 'Some of the dengue-related fatalities involved adults in their 30s who had pre-existing conditions such as obesity, diabetes, and heart disease. 'There is a tendency among young adults to dismiss fevers as something minor,' she said, adding that early medical treatment could significantly reduce fatality rates. In response to an additional question from Dr Quah Perng Pei(PH-Bandar Baru Klang) on the availability of the dengue vaccine as a preventive measure, Jamaliah said the state was not encouraging its use at present, as it was still new to Malaysia. Although the vaccine was an effective preventive measure, she said the side effects were not conclusive as they need at least five years to collect and analyse the data. StarMetro, in an article dated June 14 last year titled 'No plans for wider roll-out of dengue vaccine in Selangor', quoted Jamaliah as stating that the Qdenga vaccine, which offered protection against all four dengue virus serotypes, was officially launched on June 11 last year and had been available in private clinics and hospitals since mid-May of the same year.

‘More cash to boost action against S'gor illegal factories'

Ng says the fund will help expedite enforcement activities. THE Selangor State Assembly has approved the setting up of a trust fund to strengthen enforcement measures under the state's programme to legalise illegal factories. Selangor local government and tourism committee chairman Datuk Ng Suee Lim said the Illegal Factories Trust Fund would be primarily utilised for enforcement activities, including hiring additional officers to tackle illegal factory operations. He said 1% of the premium paid by factory operators undergoing the 'whitelisting exercise' (legalisation process) will go into this fund. 'When they pay their premium for the legalisation process, we will channel it (1%) into the trust fund,' Ng said in his speech during the sitting at Bangunan Dewan Negeri Selangor in Shah Alam. Later at a press conference, Ng highlighted the benefits of the fund, noting that it would expedite enforcement activities. 'To carry out enforcement, funds typically need to be applied for in advance, a process that is both time-consuming and costly. 'This trust fund allows us faster access to the necessary funds,' he said, adding that the Selangor Land and Mines Office would oversee its management. According to a May 24 StarMetro report, 4,170 factories were identified as operating illegally across Selangor, marking a drop from the previous recorded figure of 6,000 illegal factories. The lower number follows a 'whitelisting exercise' conducted by the special committee on illegal factories. The exercise forms the foundation for Selangor's three-year Legalising of Unlicensed Factories Programme (PPKTK), scheduled from 2024 to 2027. Ng emphasised Selangor's commitment to assisting unlicensed factory operators in transitioning to legal operations. He identified Klang and Petaling districts as key focus areas for enforcement due to numerous structures built on government land without approval. 'There are 17 factories in Klang and 51 in Petaling operating on government land, including road reserves,' he said. These include businesses such as furniture factories, lorry depots, machinery workshops, aluminium workshops and storage areas for heavy machinery like forklifts. Ng said the legalisation offer was a final opportunity for operators to come forward and legitimise their operations.

A TOTAL of 1,978 people from the B40 and M40 group have benefitted from the Selangor heart treatment scheme since its implementation in 2018. State public health and environment committee chairman Jamaliah Jamaluddin highlighted the success of the Skim Rawatan Jantung Negeri Selangor programme in aid of those in urgent need of heart treatment. 'The scheme has not only alleviated financial burdens but also saved lives,' Jamaliah said. The programme offered treatment assistance to heart patients and allowed Selangor residents to detect heart disease risks early. This is facilitated through a pre-screening component, one of the key benefits of the programme. 'Eligible patients can undergo this pre-screening free of charge,' she said at the Selangor State Assembly sitting at Bangunan Dewan Negeri Selangor in Shah Alam. Jamaliah said this in reply to Abbas Salimmi Che Adzmi@Azmi (PH-Seri Serdang), who had asked about the effectiveness of the scheme. Through this screening initiative, Jamaliah said individuals at risk could be identified early and referred for further examination and appropriate treatment. She added that the initiative enabled early intervention before the condition worsens, thereby saving lives and reducing health complications. The scheme offers financial aid for screening, treatment, and follow-up care, with a maximum coverage of RM50,000 for eligible individuals.

The project was halted due to an embankment collapse on Sept 7, 2024, prompting a stop-work order to assess the situation and implement additional safety measures. This order has now been lifted, according to Selangor infrastructure and agriculture committee chairman Datuk Izham Hashim. He said the contractor was currently engaged in preliminary works, with mobilisation proceeding in phases. 'An independent consultant appointed by Air Selangor has completed the review on the repair works and the proposed new design for the collapsed embankment at the Sungai Rasau WTP intake, as submitted by the contractor,' he said at the Selangor State Assembly sitting at Bangunan Dewan Negeri Selangor in Shah Alam. The design improvements include the implementation of a cellular cofferdam or double wall, where the space between the walls will be filled with sand. Additionally, he said the project would utilise the latest design innovations, including a more robust 'flat web sheet pile', a technology imported from Japan. He added that works were expected to be completed by January next year. Izham said this in reply to Datuk Dr Ahmad Yunus Hairi (PN-Sijangkang) who asked when the project would resume. According to Air Selangor, the Sungai Rasau WTP is part of the RM3.4bil allocated for the first out of two stages of the Rasau Water Supply Scheme that was expected to become Malaysia's largest and most advanced water treatment facility. Stage 1 would have the capacity to produce 700 million litres of clean water daily by the end of next year. It will substantially reduce risk from river pollution, provide flood mitigation and support growing demand, including from industrial and technology sectors. It would encompass nine former tin mining ponds covering 489ha, serving as the country's first dual-function off-river storage system. When completed, it will be capable of supplying water and mitigating floods, including in flood-prone areas of Taman Sri Muda, Shah Alam. Stage 2 will begin development in 2027 and is expected to be fully completed by 2030.

Inadequate parking with motorists looking for vacant parking bays in Petaling Jaya is a common occurrence. — Filepic Selangor government is reviewing the suitability of implementing tandem parking to increase carpark capacity at serviced apartments within Transit Oriented Development (TOD) areas. TOD centres are high-intensity, mixed-use development that promote public transport usage through the integration of rail networks and pedestrian links. State local government and tourism committee chairman Datuk Ng Suee Lim said the tandem parking system, where two or more vehicles are parked one behind the other in a single, elongated space, was expected to offer efficient space-saving solution in high density areas. The system, he said, supported the gradual transition to public transport for those living within TOD areas. One of its principles is reducing parking provisions to discourage private vehicle use and encourage public transport. Suee Lim said a significant portion of serviced apartment buyers and tenants were professionals and dual-income households who often owned more than one vehicle. 'A lack of parking bays can create difficulties for residents and lead to uncontrolled use of public spaces for parking. 'During this transitional phase, providing additional parking is crucial to accommodate current mobility habits while still supporting the broader TOD agenda. Suee Lim: Urban planning must prioritise walkable designs and safe cycling paths. 'A shortage of parking spaces within TODs can negatively affect public roads and nearby neighbourhoods, while additional parking space adds market value to the development. 'The increase in parking ratio from one unit to one vehicle (1:1) to one unit to two vehicles (1:2) at serviced apartments takes into account several factors, including current market needs and enhancing development value,' he said during the Selangor State Assembly sitting at Bangunan Dewan Negeri Selangor in Shah Alam. Suee Lim was replying to Michelle Ng (PH-Subang Jaya), who questioned the rationale of increasing the parking ratio for serviced apartment units and whether such a move contradicted the aim of TODs. To ensure a TOD truly met its original goals, Suee Lim said several policy approaches needed to be considered and implemented comprehensively. 'Maximum parking caps should be enforced at TOD areas and local authorities should promote public transport incentives like discounted fares and park-and-ride schemes. 'Urban planning must prioritise walkable designs and safe cycling paths to encourage residents to travel without private vehicles. 'Additionally, mixed-use developments should be encouraged to reduce long commutes daily,' he said.
