The chairperson of the League Committee said he was 'thoroughly disappointed' that the AIFF made every attempt to undermine the importance of the League Committee in its submission to CAS Panaji: Chairperson of the All India Football Federation's League Committee and Mizoram sports minister, Lalnghinglova Hmar, has sought clarifications after being left 'confused and disappointed' at the federation's 'vacillating stands on the legal battle between a few I-League clubs,' involving the re-registration of Inter Kashi forward Mario Barco. It was the League Committee that allowed the re-registration of Barco after the AIFF's competitions department had turned down Inter Kashi. The Spanish forward was initially registered before the league kicked off, but suffered an injury in December, leading to his replacement by Matija Babovic. Two months later, Kashi re-registered Barco as a replacement for Juan Perez del Pino, who had mutually terminated his contract with the club. Three clubs – Churchill Brothers, Namdhari FC and Delhi FC – lodged a protest and later filed an appeal with the AIFF Appeals Committee, which they won. The ruling was, however, set aside by the Switzerland-based Court of Arbitration for Sport (CAS). 'I am afraid to say the AIFF failed to take a definite stand on the subject,' Hmar wrote in a letter to AIFF president Kalyan Chaubey on Wednesday. 'AIFF's vacillating stands on the legal battle between a few I-League clubs led to the unusual development of the I-League title being decided in the Court of Arbitration for Sport in Switzerland for the first time in Indian football history,' he added. Popularly known as Tetea, the man credited with transforming football in Mizoram said the way AIFF handled the entire issue threatened to dismantle the fabric and the long-standing tradition of India's domestic football. 'When the matter went to the AIFF appeal committee on April 30, 2025, the AIFF's submission stated that the Inter Kashi footballer was allowed to be re-registered by the League Committee, which has the necessary jurisdiction and constitutional authority to do so. Surprisingly, the AIFF did a complete volte-face in its submission to the CAS, in which it not only belittled its own league committee, but went on to explain at length that the league committee doesn't have the authority to allow the said footballer to play. 'The difference of opinion between the two submissions is so stark and glaring that it makes it hard to believe that they were made by the same party in less than three and a half months,' said Hmar, adding that it also gives rise to unnecessary suspicion that the AIFF's complete change of stance was driven by reasons that could hamper the neutrality of the national federation. The chairperson also put on record that he was 'thoroughly disappointed' that the AIFF made every attempt to undermine the importance of the League Committee in its submission to CAS. 'The league committee is one of the standing committees of the AIFF, constituted and approved by the executive committee. To say this committee 'lacked the authority to render any final and binding clarification or opinion' is absolutely shocking and is like an attempt to erode and sabotage its own authority. So much so, the AIFF secretariat didn't even bother to table the decision of the League Committee in the executive committee meeting for approval,' said Hmar. Inter Kashi were announced as champions after CAS overturned two decisions by the AIFF Appeals Committee, a first for Indian football.

In May, the AIFF named Churchill Brothers winners of the country's second division, after the governing body's appeals committee ruled against Inter Kashi for fielding an 'ineligible player' in Mario Barco. According to reports in Indian media, Inter Kashi registered Barco twice, signing the Spaniard before the season and then replacing him when he suffered an injury, only to bring him back into their squad two months later. The AIFF's appeals committee said all matches played by Barco since his return from injury would be forfeited by Inter Kashi, leaving Churchill Brothers at the top of the standings. Inter Kashi, which was established in 2023 in collaboration with Spanish giants Atletico Madrid and Andorran club Inter Escaldes, filed an appeal with CAS last month. "I still don't understand what is the mistake we have made," Inter Kashi president Prithiijit Das told Reuters. In its statement on Friday, sport's highest court CAS said it had "ruled that the AIFF shall declare Inter Kashi FC as winner of the I-League 2024-25." Following the ruling, the AIFF congratulated Inter Kashi on becoming champions. Churchill Brothers did not immediately respond to an emailed request for comment. Das said he was hopeful that as the I-League champions, Inter Kashi would meet the necessary criteria to play in the top division. The top-tier Indian Super League (ISL), however, is on hold after contract renewal talks between the federation and their commercial partners, Reliance-led Football Sports Development Limited, stalled over a case to implement a new constitution for the AIFF ongoing at the Indian Supreme Court. Inter Kashi was handed a reprieve by the Court of Arbitration for Sport (CAS) on Friday as it ruled in the club's favour in a dispute over Mario Barco's registration, ultimately declaring it the I-League champion for the 2024-25 season. The controversy arose after Kashi registered the Spanish player twice—a move that was challenged and deemed invalid by the All India Football Federation's (AIFF) Competitions Committee. Barco was initially registered before the season but suffered an injury in December, leading to his replacement by Matija Babovic. However, two months later, Kashi re-registered Barco as a replacement for Juan Pérez del Pino, who had mutually terminated his contract with the club. According to I-League Regulation 6.5.7, a foreign player can be replaced by another foreign player up to three times in cases of injury, illness, or mutual contract termination. While clubs are permitted three registrations, re-registering a player after an injury—which, under the rules, should have ruled him out for the season—was considered invalid by the Competitions Committee. The League Committee initially overturned this decision, but the Appeals Committee reinstated it, deducting four points from Kashi. However, the CAS ultimately sided with the I-League club, overturning the penalty. This is Kashi's second successful appeal at the CAS this season, after it previously won a case against Namdhari FC for fielding the suspended Cledson Da Silva, a decision that awarded Kashi three points. With Friday's decision, Kashi gained an additional three points, taking its total to 42—enough to clinch the title ahead of provisional leader Churchill Brothers, which dropped to second due to an inferior goal difference. 'The Court of Arbitration for Sport (CAS) serves as the highest judicial authority for resolving disputes in the field of sports. The All India Football Federation respects and upholds the decisions delivered by the CAS,' Kalyan Chaubey, the AIFF President, told Sportstar. 'In light of the recent ruling, we extend our heartfelt congratulations to Inter Kashi on being officially declared the I-League Champion.' Will Kashi play in the ISL next season? There is no clarity on whether the club will play in the Indian Super League (ISL) this season, with the ISL officially put on hold with no confirmation on the future of the Master Rights Agreement (MRA). The Supreme Court, on April 26, had advised the AIFF to stall negotiations with Football Sports Development Limited (FSDL) until it rules on the Federation's constitution. A decision on the same was expected on July 18, but is now likely to be postponed. The last time there was a discussion between the AIFF and FSDL, there was a draft proposed by the latter, wherein it stated that 'ISL shall be limited to the current number of teams for at least five years,' adding 'No Expansion through Promotion from Lower Tiers, unless explicitly voted for by all stakeholders.' Rules of promotion/relegation in the draft At least a 10-year moratorium on Promotion/Relegation from ISL to lower tiers, and not until complete alignment of lower tiers as per the new roadmap, pre-agreed between parties. No club to get promoted to ISL unless it (i) meets strict financial and licensing criteria and (ii) has been in existence for at least five years under the same ownership that meets fitness test. The AIFF had replied to the draft with a revised version of the existing MRA, which runs until December 8, 2025, with a five per cent increase in its Rs. 50 crore revenue. It was, however, rejected by FSDL. Promotion of I-League winners to the ISL has happened in the last two seasons, with Punjab FC and Mohammedan Sporting being the two sides promoted.

CAS overturned the decision of the All India Football Federation's (AIFF) Appeal Committee, which had awarded the I-League title to Churchill Brothers of Goa. The AIFF had declared Churchill Brothers as the champions after its Appeal Committee ruled against Inter Kashi regarding the fielding of an ineligible player. Following this ruling, the Varanasi club had been relegated to second place due to points being deducted from their tally. 'The appeal filed on 4 June 2025 by Inter Kashi FC against the decision issued on 31 May 2025 by the Appeal Committee of the All-India Football Federation is partially upheld. The controversy arose after Barco was registered twice by the club, a move questioned and deemed invalid by AIFF's Competitions Committee. Initially, Kashi registered Barco before the start of the season. However, following his injury in December, Inter Kashi signed Matija Babovic as his replacement. Two months later, Kashi re-registered Barco to replace Juan Perez del Pino, who had mutually terminated his contract with the club. According to Clause 6.5.7 of the I-League regulations, a foreign player can be replaced by another foreign player up to three times in the competition, either due to injury or illness that rules a player out for the rest of the season, or after a mutual termination of contract. While the rule allows three such changes, re-registering an injured player, who was earlier expected to be out for the season, sparked debate. The CAS ruling ended the debate on Friday. What About AIFF? The Court of Arbitration for Sport (CAS) has also imposed financial penalties, with AIFF ordered to cover 55% of the total arbitration costs. The remaining 45% of the expenses will be distributed among the three I-League clubs involved in the case: Churchill Brothers, Real Kashmir, and Namdhari FC.
