The world's most livable city in 2025 — longtime winner unseated and the US tanked in the rankings

The world's most liveable city for 2025 has been revealed — and after a three-year run at the top of the list, Vienna was dethroned. The annual list from the Economist Intelligence Unit (EIU) ranked Copenhagen as the most liveable city in the world. The EIU, a sister organization to The Economist magazine, rates 173 cities across five categories: health care, culture and environment, education, infrastructure and stability. Mikkel Bigandt – Denmark's capital tops the overall ranking this year, being one of only six cities to get a perfect score in the stability category. It also received perfect scores in education and infrastructure, and an overall Index score of 98 out of 100. While scores in the first four categories have either remained consistent or improved, according to the organization, scores in the stability category have been on the decline — which has to do with why Vienna, Austria, was bumped. 'Pressure on stability has led Vienna to lose its position as the most liveable city after a three-year stint.' From 2022 to 2024, the Austrian capital was deemed the most liveable city, but after two derailed terror attacks this year — one on a Taylor Swift concert and the other on a train station — the stability score, which looks at military conflict, civil unrest and terrorism, went down. Vienna is now in second place, tied with Zurich, Switzerland. Rounding out the top five are Melbourne, Australia, and Geneva, Switzerland. The highest-ranked US city on the list was Honolulu, Hawaii, which came in 23rd overall. 4 Copenhagen received an overall Index score of 98 out of 100. studiolaska – The Economist noted that smaller cities typically rank higher on the list, with only three cities in the top 20 having more than 6 million residents. Tokyo, the world's largest city, ranked 13th — but London and New York ranked in 54th and 69th place, respectively, due to high crime levels and threats of terrorism as well as congested roads. Advertisement 'We've seen a trend where sort of smaller or medium-sized cities in the US actually do a lot better than the really big cities like New York or LA,' Bhattacharyya explained to CNN. 'And that's largely because of the strains on public services infrastructure.' 4 The EIU rates 173 cities across five categories. World's most liveable cities 2025 revealed, Australia ranks three times in top 10

Australia has impressively taken out three of the top 10 spots on the 2025 ranking of most liveable cities in the world. Melbourne has once again beat rival Sydney, coming in at number four on the Economist Intelligent Unit's annual Global Liveability Index. Sydney ranked sixth and Adelaide was ninth. The index assesses 173 cities around the world across the categories of stability, healthcare, culture and environment, education, and infrastructure. Copenhagen, the capital of Denmark, was crowned the best city to live, ending Vienna's three-year run in the top spot. But, before Copenhagen and Vienna, it was Melbourne that held the title of world's most liveable city for seven years. Victoria's state capital got dethroned in 2018. The Economist Intelligent Unit's Global Liveability Index 2025. Copenhagen received perfect scores for stability, education and infrastructure. Austria's capital Vienna may no longer be number one, but it still placed second, tying with Switzerland's Zurich. Vienna's stability score fell significantly, attributed to incidents such as the bomb threat at Taylor Swift's August 2024 concert that led to the cancellation of three shows. EIU said overall this year's results reflected a continued decline in global stability, 'driven by intensifying geopolitical conflict and civil unrest'. Melbourne, Sydney and Adelaide all earned perfect scores for healthcare and education this year. Melbourne was ranked fourth most liveable city in the world. Picture: iStock Australia's friend across the ditch, New Zealand, also made the top 10, with Auckland placing equal seventh with another city loved by Aussies — Osaka in Japan. About 920,000 Australians visited Japan in 2024, setting a new record. This year we're expected to break the one million mark for the first time. Switzerland made an appearance in the top 10 a second time, squeezing in between Melbourne and Sydney with Geneva in fifth place. Vancouver, Canada rounded out the top 10 as North America's only representative. The EIU said it lowered the healthcare scores this year for all four Canadian cities in the index. EIU deputy industry director Barsali Bhattacharyya told CNN there were 'long waiting lists for medical check-ups' and staff shortages at medical facilities and hospitals. Calgary dropped all the way from fifth place in 2024 to 18th in 2025. All the cities covered by the index in the UK (London, Manchester and Edinburgh) also dropped down the ranks, 'following widespread riots and rising homelessness,' the EIU noted. The highest US city on the list was Honolulu, Hawaii at number 23. Al Khobar in Saudi Arabia climbed the most places up the ranking this year from 148th to 135th. War torn Damascus in Syria is again the worst city to live in. Originally published as World's most liveable cities 2025 revealed, Australia ranks three times in top 10

Although the Austrian city scored well in most categories, its score in the stability category fell significantly. The sharp decline in Vienna's stability score was attributed to recent incidents, including a bomb threat at a Taylor Swift concert last summer, which led to the event being canceled. "Global liveability has remained flat over the past year, and as in 2024, scores for stability have declined at a global level," EIU deputy industry director Barsali Bhattacharyya said. These are the world's 10 most livable cities

Copenhagen, Denmark, is the world's most livable city. The Danish capital ranked the highest in the Economist Intelligence Unit's Global Liveability Index report, a survey of 173 cities. EIU, which publishes the annual report, measures and scores cities on five categories: stability, healthcare, culture and environment, education, and infrastructure. This report compiled data collected between April 14 and May 11, 2025. Copenhagen received three perfect scores in stability, education, and infrastructure. Known for its canals, architecture, and bike-friendly culture, the Danish city scored 98.0 out of 100 according to the report's index. Western Europe dominated the top five with Vienna, Zurich, and Geneva securing slots. In the Asia-Pacific region, Australian cities including Melbourne, Sydney, and Adelaide were among the top 10. Auckland, New Zealand, and Osaka, Japan, tied for the No. 7 spot and Vancouver was the highest-ranking North American city, at No. 10. Vienna dropped to No. 2 after a three-year run at No. 1. Threats to safety resulted in a five-point drop in the city's stability rankings. Last August, Austrian police halted a large-scale terrorist attack targeting Taylor Swift's "The Eras Tour," which resulted in three canceled shows. The capital also had a bomb threat earlier this year at its busiest rail station. Even as many cities saw increased scores in healthcare, education, and infrastructure, the trend of global instability and civil unrest resulted in an average livability score of 76.1 out of 100. "Global liveability has remained flat over the past year, and as in 2024, scores for stability have declined at a global level," Barsali Bhattacharyya, deputy industry director at EIU, said in a press release announcing the ranking. "As in 2024, stability scores have declined for western Europe and the Middle East and North Africa. In this edition, they have also declined for Asia, amid intensified threats of military conflict for cities in India and Taiwan." Stability, measured based on the prevalence of crime, threats of terror, military conflict, and civil unrest, kept all US cities out of the top 20. "The foremost reason is greater incidence of social unrest, often rooted in the country's racial inequalities, as well as weak gun-control laws that mean crime is often violent and fatal," the EIU press release said. Honolulu ranked the highest among US cities at No. 23 and Atlanta at No. 29. This year's biggest movers include Al Khobar, Saudi Arabia, up 13 places, and Jakarta, Indonesia, up 10 places. Saudi Arabia's Vision 2030 investments include education and healthcare, boosting its index score. Calgary, Canada, had the largest drop, down to No. 18 from No. 5. Worsening healthcare concerns and instability forced Canada's third-largest city from the top 10. Here is a list of the 10 most livable cities, including their overall index and five subcategories. 9. Adelaide, Australia 7. Auckland, New Zealand (tie) 7. Osaka, Japan (tie) 6. Sydney,5. Geneva, Switzerland 4. Melbourne, Australia 2. Zurich, Switzerland (tie) 2. Vienna, Austria (tie) 1. Copenhagen, Denmark
