In Maharashtra, Chandrakant Dada Patil and Shambhuraje Desai are the nodal ministers on the core coordination committee of the high-powered panel formed to look into the boundary dispute with Karnataka. They are tasked with handling matters related to the Maharashtra Ekikaran Samiti (MES), a pro-Marathi outfit based in Karnataka. The 18-member committee, headed by Maharashtra Chief Minister Devendra Fadnavis, includes Deputy CMs Eknath Shinde and Ajit Pawar, former CMs Sharad Pawar, Prithviraj Chavan, and Narayan Rane, and border affairs expert Prof Avinash Kolhe. Maharashtra and Karnataka have become the only two states in the country to have border ministers. What is the Maharashtra-Karnataka border dispute? The dispute started in 1957 when the states were reorganised on linguistic lines. Maharashtra objected to the inclusion of 865 villages, including Belagavi, into Karnataka. The villages are spread across Belagavi and the north-western and north-eastern regions of Karnataka – all bordering Maharashtra. The dispute led to the formation of the MES, which has a single agenda — inclusion of Belgavi in Maharashtra. In 2004, Maharashtra approached the Supreme Court challenging the State Reorganisation Act. Using Article 3 of the Indian Constitution, Karnataka asserted that only Parliament can decide the borders of states, and not the Supreme Court. What is the role of a border minister? Although not defined in the Constitution, the role of a border minister could broadly inaugurate: Collaborate with the state's legal team in the Supreme Court or other tribunals. Regular dialogue with groups like MES (in Maharashtra) or Belagavi-based organisations. Visit disputed border villages, hear grievances, allocate relief, and ensure basic civic services in areas like education and health. Coordinate between state and central government, possibly interfacing with the Union Home Ministry or organising CM-level meetings. Maharashtra Ekikaran Samiti seeks reconstitution of border dispute expert panel, requests appointment of Jayant Patil as chairman
Kolhapur: Belagavi-based Maharashtra Ekikaran Samiti (MES), a forum advocating for the incorporation of Marathi-speaking regions in Karnataka into Maharashtra, has called for the reconstitution of the expert group and the appointment of former minister and NCP (SP) state president Jayant Patil as its chairman. Maharashtra govt recently reconstituted the high-powered committee chaired by chief minister Devendra Fadnavis, including representatives from all political parties. Established in 2004, the high-powered committee formed an expert group in 2007, led by member N D Patil, to coordinate between MES, Maharashtra's lawyers in the Supreme Court, and the committee. N D Patil visited the border areas, collected necessary documents, interacted with Maharashtra govt and lawyers, and assisted in building the case. Prakash Margale, treasurer of MES, told TOI, "We have passed the resolution demanding the reconstitution of the expert group and appointment of Jayant Patil as its chairman for two reasons — he led the experts group for nearly two years after the demise of N D Patil, and he is a senior politician who can be accessible and also is part of the high-powered committee." Margale added, "The last hearing over the Maharashtra-Karnataka border dispute took place in 2014; however, since then, no hearing has been conducted due to Covid and other reasons. We want the high-powered committee to ask lawyers to request the SC to conduct regular hearings over the dispute and give a verdict."

Activist files police complaint against Siddaramaiah, seeks action under Sec. 132 of BNS
Belagavi-based activist Bheemappa Gundappa Gadad has filed a complaint against Chief Minister Siddaramaiah saying that he (Siddaramaiah) tried to assault a senior police officer in Belagavi on April 28. Mr. Gadad filed the complaint at the Camp Police Station on Thursday. He accused Mr. Siddaramaiah of intimidating, insulting and trying to assault Additional Superintendent of Police, Dharwad, Narayan Baramani, who was on duty during a Congress rally in Belagavi. The Chief Minister was upset that the police were unable to prevent a protest by some women activists from the BJP, as they raised black flags and also slogans against the Chief Minister and asked him to 'Go to Pakistan'. The Chief Minister raised his hand in anger and tried to strike Mr. Baramani. The officer took a step back while on stage. The complainant asked the local police to act against the Chief Minister under Section 132 of the Bharatiya Nyaya Samhita (assault or criminal force to deter a public servant from discharging duty). Mr. Gadad attached a compact disc of a video clip of the incident. He said that he will complain to the National Human Rights Commission against the Chief Minister.

Belagavi painter gets featured in French book
A Belagavi-based 60-year-old painter has been featured in 'Regards Croises', a French book by Petra Wauters, about artists of global fame. The recently-published book contains information and paintings of 10 select painters from around the world. It contains a detailed profile of the painter and copies of some of his works. It will soon be published in other languages, said a release. Vikas Patnekar has earned global fame for his paintings of nature, especially water bodies. A student of Kala Maharshi K.B. Kulkarni, Mr. Patnekar began drawing from the age of five. He works using water colours. He won the Los Hombres Más Destacados Del Ano international award in 2019. He has exhibited his creations in the U.S. and European countries, apart from several Asian cities. He has taken up commissioned works by film-maker Richard Attenborough and various U.S. and European banks and other institutions. He trains young artists. He divides his time between Belagavi and Mumbai.
